The submission of the application, as set forth in article 5, entails acceptance of the regulations of this announcement by the candidate. 2. Failure to comply with the regulations of this announcement will result in the exclusion from the examination. 3. All the communications to the candidates that concern the present call will be sent per email by the University. For this purpose, the University will use the email provided by the candidate when he/she registers online (article 5, paragraph 2). 4. The University shall in no way be liable for failure in communications delivery, in case candidates either have incorrectly communicated their address, or have failed to communicate a change in their address, or in case of postal or telegraphic misdelivery. 5. Art. 2 - Admissions Information and Requirements 1. Admission processing of applications to the Research Doctorate in Cognition and Education Sciences for the 2010/2011 academic year (26th cycle) is now open. The research topics of such Doctorate are: General Pedagogy, Cognitive Science, Social pedagogy and Dynamic Psychology, Economics of Education, Methodology and General didactics. Educational and teaching technologies; General Psychology, Social Psychology, Neuroscience, Special Pedagogy, Educational system assessment and educational research. 2. The admission to the doctoral course is subject to a competitive examination based on the assessment of qualifications and examinations. 3. The following places are available: Scholarship financed by Inter-University Centre for Research on Teaching Methodologies and Advanced Education Univirtual Lab Without scholarship: 1 Total places available: 2 Extra Places 6 1 bound to the topic: Epistemology, knowledge, metadata and analysis models of educational processes on line 4. Without prejudice to the terms for the application submission, the number of available places may be increased through future provisions of funds granted by public research bodies or by private qualified corporations. 5. Courses will start on 20 th September 2010. The length of the doctoral course is three years. Art. 3 - Admission requirements 1. In order to apply applicants must fulfil the following requirements, without age and citizenship limits: Laurea specialistica (second cycle university degree) in one of the following classes: 17/S - Philosophy and history of science; 18/S - Theoretical, moral political and aesthetic philosophy; 57/S - Planning and management of social services; 58/S - Psychology; 65/S - Adult and continuing education; 87/S - Education sciences; 96/S - History of philosophy; Issued by Rectorial Decree no 514 dated 25 th June 2010
or Laurea magistrale (second cycle university degree) in one of the following classes: LM-51 Psychology; LM-57 - Adult and continuing education; LM-78 - Philosophy; LM-85 - Education; LM-87 - Social services and policies; or a degree taken under the old Italian university system (prior to the one introduced by the Italian Ministerial Decree No. 509/99); or an equivalent degree obtained abroad, previously recognized, solely for purposes regarding the admission to the call, as indicated in the article 4 below. Proficiency in one of the following foreign languages: English, French, German or Spanish will be verified during the oral examination. 2. Candidates who have not yet obtained their degree can apply within the limits laid down in the article 5 below, provided that they obtain their degree before Thursday, 26 th August 2010. Within that deadline, the above mentioned candidates are required to communicate the degree date and the final mark and to present the Degree certificate or, as an alternative, a self-statement per fax (Fax number: 0039 041 234 7547) or via email to scuoledottorato@unive.it.the University will exclude those candidate who communicate neither the graduation date nor the final mark within the limits laid down, or who submit uncompleted, wrong or misdelivered statements. 3. Applications from students already enrolled in Doctoral Programmes of the Ca Foscari University of Venice will not be considered valid. Art. 4 - University degree obtained abroad 1. Validity of a foreign academic qualification will be assessed by the members of the PhD Faculty board. 2. Candidates might be required to provide further documents for the submitted application at any time, in order to verify its validity. 3. Candidates holding a degree issued in a foreign country must fill out the online questionnaire Information about foreign qualification when they complete the online application form and must attach: the degree certificate listing the exams, in Italian or in English or translated into Italian or into English. The candidate will be held fully liable for them; the EU citizens can avail themselves of what indicated by the article 46 of D.P. (Presidential Decree) n. 445, of 28 th December 2000; any further document useful to evaluate the validity of the academic qualification/title attained to apply for the call (Diploma Supplement, Europass Curriculum Vitae, a statement of value that is an official degree declaration approved, translated, and legalized by a diplomatic Representation of the country where the degree was obtained, etc). 4. Candidates with a foreign academic qualification will be admitted to the examinations under reservation. Therefore, if they qualify for admission as winners, they will have to submit the documents mentioned in article 11, paragraph 4 upon enrolment. Art. 5 - Application 1. The application must be fulfilled by Friday, 30 th July 2010 at 12:30 p.m. Failure to do so will result in the exclusion from the examination. 2. The application has to be compiled using the relevant online procedure which is made up of two stages: First, the candidate will be required to register to the University web site (www.unive.it (English Version) International Students > How to enrol in a degree programme > Registration to the website to enrol at Ca' Foscari University ) to receive a username and a password. If the candidate already has them to log into his/her private Account Area, this step can be skipped; Second, the candidate will be required to fill in the application form by logging into his/her Private Account Area ( Area riservata ) following this path: Online Student Services - ESSE3 > Admission Test. If the candidate s academic degree(s) has/have been earned in a foreign country, the online questionnaire referred to in the above article 4, paragraph 3 must also be completed. 2/7
3. Applications submitted by mail or by e-mail are not accepted. To be considered valid, all candidates must submit their applications using the online procedure as referred to in the above paragraph. Applications that are incomplete or do not meet the degree requirements as specified in article 6 shall not be considered. 4. The degrees and publications, as referred to in article 6 below, must be submitted in electronic format and attached to the online application at the time the application is filled in. If the publications to be submitted are not available in electronic format or are particularly long, the candidate can submit them separately, along with a list of publications, no later than 12:30 pm, Friday, July 30th, 2010: by hand to the Servizio immatricolazione e accoglienza studenti of the Ca Foscari University of Venice Dorsoduro 3246, 30123 Venice (1st floor), during public opening times: Tuesday, Wednesday and Friday, from 9.30am to 12.30pm; Wednesday also from 2.30pm to 4.30pm (no reservation is required); sent by letter or by private carreer company to Ca Foscari University of Venice Ufficio Protocollo Informatico, Dorsoduro 3246, 30123 Venezia. The date postmarked by the Post Office shall be considered valid for the application deadline. On the envelope must be clearly written the name and surname of candidate and the following expression: Application for admission to Research Doctorate in Cognition and Education Sciences. 5. All documents shall be submitted in Italian or English, namely translated in Italian or English by the candidate, who will be held fully liable for them. Except for article 3, paragraph 2, the qualifications submitted shall be obtained within the application deadline. 6. The disabled candidates, wishing to avail themselves of the aids indicated in the Law n 104 of 5 th February 1992 will be required to declare their disability during the on-line registration specifying the kind of support they need. 7. The list of applications submitted within the established deadline will be put on the University website, at the following address: www.unive.it (English Version) > Programmes and courses > Research Doctorates. 8. Candidates will be admitted to the examination with reservation until the requirements, as stipulated in this announcement are verified. This will be carried out in compliance with the article 43 of the Decree of the President of the Republic No. 445/2000 on the 28th of December 2000. Therefore, at any time, the Administration can decide to exclude a candidate from the selection procedure. Art. 6 - Qualifications valid for assessment 1. Obligatory qualifications are: Curriculum Vitae; Thesis; Degree grade; Research programme. 2. Optional qualifications are: Postgraduate degrees; Documented research activity carried out in private and/or public institutions under contracts, grants, research fellowships, both in Italy and abroad; Publications. Art. 7 - Examination board 1.The committee selecting the applicants to be admitted to the PhD programme is appointed by the Rector on the advice of the Scientific Board of the doctoral programme, and is made up of three members: The Chairman and two other members, chosen from the tenured professors and university researchers. The chairman of the board must be a full professor, should none be available, an associate professor. 2. The committee may include a maximum of two more experts, also non Italians, to be chosen from public and private research institutions. The appointment of these experts is compulsory in cases where there are conventions or agreements with small or medium enterprises. 3. The Commission may assign up to 110 points to each candidate as follows: Points for academic qualifications: 25 3/7
Call for applications for Research Doctorate in Cognition and Education Sciences 26th cycle Academic Year 2010/2011 Points for oral examination: 85 (of which 40 to assess the knowledge of the subjects of the PhD; 45 to assess the research project). The final minimum mark to be eligible is 40/110. 4. As part of the procedures outlined above the Admissions Committee will establish the criteria and the point scale to be used in evaluating candidates and their degrees and examinations in the preliminary meeting. 5. The schedule of the admission tests is the following: First exam: Thursday 26 th August 2010 at 10.00 a.m., at Inter-University Centre for Research on Teaching Methodologies and Advanced Education (VEGA - VEGA VEnice GAteway for Science and Technologies, Via Delle Industrie, 17/a - Marghera VE) Second exam: Friday 27 th August 2010 at 9.30 a.m., at Inter-University Centre for Research on Teaching Methodologies and Advanced Education (VEGA - VEGA VEnice GAteway for Science and Technologies, Via Delle Industrie, 17/a Marghera VE) If fewer than six applicants are present at the first examination, both examinations will be given on August 26th, 2010. The second test shall begin at 2:30 PM. 6. The candidates are required to come to the examinations on the day and at the time indicated with a valid ID card. Art. 8 - Final lists of qualified students 1. Suitable candidates will be admitted to the programmes based on their ranking on the shortlist until all available positions for the Doctorate programmes have been filled. 2. The shortlist will be published on the following website: www.unive.it (English Version) > Programmes and courses > Research Doctorates, Wednesday 8 th September 2010. 3. The assignment of scholarships, as set forth in article 9, is based on the applicants ranking on the shortlist and is independent of citizenship. In the case of equal ranking grants shall be awarded according to each candidate s financial situation, which will be assessed in compliance with current regulations in the field of student support. 4. Scholarship bound to the topic: Epistemology, knowledge, metadata and analysis models of educational processes on line shall be awarded to one of the candidates who has applied expressly to study such topic indicating it in his or her research project presentation. In the case where none of the applicants express a preference for this scholarship, the Board can propose to award this scholarship to one of the qualified shortlisted candidates, according to the ranking system and in compliance with the relative agreement. 5. All the places available without scholarships will be assigned to the subsequent qualified candidates according to their ranking on the shortlist. In the event of an equal ranking, priority will be given, in order of preference, to the candidate with disabilities equal to or exceeding 66%, then to the younger candidate. 6. Should candidates turn down their place before the beginning of the course, the first candidate on the shortlist of qualified applicants after him/her will be admitted to replace him/her. 7. Qualified candidates who, at the moment of enrolment, also hold a research fellowships - assegno di ricerca - are admitted without scholarship up to the maximum number of extra available places. 8. Non Italian applicants maybe admitted to the programme as long as there are extra places available for each doctoral course, after prior assessment of their eligibility. In the case of applicants with dual citizenships, Italian citizenship will be given precedence. Art. 9 - Doctoral scholarships 1. The amount of each research doctoral scholarship is Euro 13,638.47, inclused of social security contributions. The scholarship is exempt from the local Italian Income tax on earnings (ILOR) and personal income tax (IRPEF). The scholarship covers the entire duration of the course. 2. In case of study periods abroad, the scholarship amount will be increased by 50% during this period. 3. The scholarship is paid in twelve (12) monthly instalments. 4/7
4. The scholarship cannot be accumulated with others (any type of qualification), except when they are awarded by national or international institutions and can be useful for integrating the education or research activities of the scholarship recipients during their study period abroad. 5. The scholarship will be paid for no longer than three years. 6. Those who have already been awarded a scholarship previously (even partially) cannot benefit from another one. Art. 10 - Regional scholarships for study support 1. Students admitted without scholarship, as set forth in article 9, but who meet the requirements concerning their economic situation according to the current laws, may apply for one of the Regional scholarships in accordance with the rules outlined in the Announcement for the implementation of the student support for the 2010/2011 academic year, which will be published in July 2010. Art. 11 - Enrolment of qualified candidates 1. Each candidate who has qualified for admission to the programme, must notify his/her intent to enrol within Wednesday 15 th September 2010, and must send the following documents via fax, to the number +39 041 234 7969: Copy of the receipt of the online pre-enrolment; Receipt of payment of the registration fee as of article 12; Photocopy of a valid ID. Failure to do so will result in exclusion. Should the qualified candidate wish to turn down his/her place, declaration of this must be made in the form of an email to: immatricolazioni.dottorato@unive.it. 2. Should a candidate decline the offer of admission, he/she will be replaced by other eligible candidates on the shortlist until all available places have been filled. The doctoral scholarships, which might result available, will be reassigned to the eligible candidates following the ranking of the shortlist. In this case the candidates, who had renounced the place without the grant, will be taken into consideration, too. These shortlisted candidates will be informed of this exclusively via email. Confirmation of acceptance must be given with 7 days of receipt according to procedure as indicated in paragraph 1. 3. Candidates admitted to the programme must enrol from 27 th September to 1 st October 2010. The Enrolment and Student Welcoming office (Ufficio immatricolazioni e accoglienza studenti) is on the first floor at Ca Foscari University of Venice, Dorsoduro 3246, Venice. To enrol the candidate is require to submit the following documents: Enrolment form using the on-line form; a photograph; a copy of the receipt of payment of registration fees as per article 12. Candidates awarded a scholarship must also submit: a statement regarding their bank account details, which can be downloaded from the University website; a statement of registration / non-registration in other obligatory social security funds, which can be downloaded from the University website; a photocopy of the Codice Fiscale (i.e. a personal number for tax purposes that you need to live in Italy on a permanent and temporary basis) for those who have it; Non-EC citizens must also submit: original permit of stay and/or original visa. Candidates with a foreign academic qualification must also submit: original copy of the diploma attesting to the obligatory qualification as admission requirement, with sworn translation into Italian and Apostille; 5/7
Call for applications for Research Doctorate in Cognition and Education Sciences 26th cycle Academic Year 2010/2011 concerning the titles obtained outside the European Union, a statement of value, issued by the Italian embassy/consulate in the country where the institution issuing the academic qualification is based, certifying that the qualification is valid for registration at a university course - in that country - equivalent to the Research doctorate in Italy. 5. It is possible to delegate another person to hand the documents for the enrolment, provided that he/she has a written proxy and a valid ID card of the delegator. 6. Documents can be sent using registered post (with acknowledgement of receipt), within the limits laid down in the previous paragraph 3: a photocopy of a valid ID document is enclosed. The post office stamp is proof of the application filing date. 7. Thirty days after enrolment, scholarship students must register at the Gestione Separata INPS (National Health and Social Security tax office). 8.In the case where, after having pre-enrolled, as paragraph 1, the student does not intend to complete enrolment, the enrolment fee will not be reimbursed. Art. 12 - University taxes and fees 1. The amount of university taxes and fees for the 2010/2011 academic year is 1.047,62 Euro. This amount includes the regional tax of Euro 107,00 for student support and 14,62 Euro for stamp duty. 2. The following students: doctoral scholarship holders; research fellowship holders; MAE (i.e. Italian Ministry of Foreign Affairs) scholarship holders; students who were admitted with a 66% or over disability. must pay the stamp duty and the regional tax for student support only. 3. Payment shall be made in two instalments: the first amounting to Euro 511,62 to be paid upon pre-enrolment and the second amounting to Euro 536,00 to be paid before May 31st, 2011. 4. The payment has to be made by bank transfer following the modalities which will be indicated in the web site. The payment can also be made online, at the University website www.unive.it/tasseonline, by means of credit card or Bankpass Web. This is a high security guaranteed procedure that only goes through the protected server of the bank. No other forms of payment are allowed. 5. The amount defined in paragraph 1 may be subject to a deductions according to the candidate s financial situation, which is assessed through the ISEE parameter (Indicator of Financial Situation Equivalence) according to 5 of DPCM dated 9 April 2001. The contribution rates and the relevant reduction and the instructions and the deadlines to obtain the ISEE document are published at the university website, www.unive.it/comeiscriversi > Tasse e contributi. 6. In the case where the candidate results as being a recipient of a regional scholarship as per article 10, the regional tax for study support will also be reimbursed. Art. 13 - Rights, duties and non-eligibility of doctoral students 1. Doctoral students can carry out research, specialization and training activities at foreign universities or research institutes for a period no longer than 12 months, during the whole course of their doctoral studies, with prior consent of the Members of the Scientific board of the doctoral course or doctoral school. 2. Within their doctoral course, doctoral students may carry out limited teaching activities, free of charge, in order to complete their own education. Notwithstanding all that is stipulated by the Ministerial Decree 198/2003 regarding paid teaching contracts remains valid. 3. Doctoral students may work, when it is not an obstacle to the study required by the doctoral course. Doctoral students, with no exception, cannot obtain teaching contracts with the Ca Foscari University of Venice. 4. Enrolment on this doctoral course excludes the possibility to enrol in any other doctoral courses in any other national and/or international university or research institute (unless there are specific academic agreements), in 6/7
first- and second-level degree courses, first- and second-level degree university postgraduate course, training schools, except in the case where it is possible to suspend the above courses. 5. Doctoral Students will be awarded the title of doctorate on condition that the final thesis is handed in to the University Public Archives Office, where it will be open to free reference. The Office will guarantee conservation and consultation. It will be the responsibility of the Ca Foscari University of Venice to deposit the thesis at the National Libraries of Rome and Florence, as per article 6 of the Ministerial Decree no. 224/1999. Art. 14 - Withdrawal of candidate s certificates of qualification and publications 1. Candidates may collect the certificates of qualification and publications which were submitted for this call 90 days after the shortlist was published and within 2 months from this date. Only where a dispute has arisen this rule may change. Candidates may collect their documents in person or on request have them sent via post at their own expense. 2. Five months from the date of the shortlist publication, the University will no longer be bound to return the abovementioned documents. Art. 15 - Data processing and right to access 1. The University, in compliance with the Legislative Decree dated 30 June 2003, no. 196 (Personal data protection code) shall process the candidate s personal data only for institutional and examination purposes. 2. In compliance with the abovementioned law, candidates participation in the call for application implies that they authorize their own personal data as well as any information concerning the examinations taken to be published on the University website. 3. Examinations deeds are public. Pursuant to the Law dated 7 August 1990, no. 241, of the Decree of the President of the Republic no.184 dated 12 April 2006, and relevant University Implementation Rules, anyone having a juridical interest must be granted the right to examine the examination deeds. This right can be exerted no later than 60 days from the date the examination deeds were approved. Art. 16 - Reference Norms 1. In case of provisions not contemplated by this Announcement, reference must be made to the University Rules, in particular: the University Course Regulations, the Regulations of the Doctoral Schools and Research Doctorates of Ca Foscari University of Venice, and the regulations of each single doctoral school. 2.
