The fishing Vessel Monitoring System (VMS) is a satellite-based monitoring system which at regular intervals provides data to the fisheries authorities on the location, course and speed of vessels. VMSs are intended principally p for fisheries management, though important applications also include safety and enforcement. Among the objectives of the CNR national project SSD-Pesca and of the RITMARE Flagship Programme ( The Italian research for the sea ) is the development of an enhanced VMS, to be used for scientific research and improved fish stock assessment. The system was given the name FOOS (Fisheries Oceanography Observing System). This presentation aims at giving a short overview of the features of the FOOS, indicating their possible role in support to the Ecosystem Approach to Fisheries management and to Operative Oceanography.

The idea of Vessel Monitoring System (VMS) is not new

however, VMS is increasing in importance due to the enforcement of EC regulations: The EU system for fisheries controls is based on the compulsory VMS tracking for all the larger boats. The EU legislation requires that all coastal EU countries should set up systems that are compatible with each other. EU funding is available for Member States to acquire state-of-the-art equipment and to train their people to use it. Legislation: Council Regulation (EC) No 1224/2009 of 20 November 2009 establishing a Community control system for ensuring compliance with the rules of the common fisheries policy. SSD-PESCA Decision support system for sustainable management of fisheries in the southern regions of Italy General objectives: to study the dynamics of fishing resources, in terms of abundance, demography and spatial distribution, depending on environmental conditions (water column and bottom biocenoses) and of the sampling carried out; provide knowledge to the industry to optimize the processes of capture, reducing negative environmental impacts and improving the economic performance of fisheries; provide technical and scientific ifi support to the management (Ministry of Agriculture, Food and Forestry Departments counterparts in the southern regions) and supervisory control (Harbour) for efficient management of fishing effort and in particular fisheries in general.

SSD-PESCA Decision support system for sustainable management of fisheries in the southern regions of Italy Specific objective of WP3: Design, development, implementation and testing of interactive VMS devices for the collection and transmission/reception of environmental and fisheries data, to be installed on board of fishing vessels, integrating the functionality of previously developed systems, namely the F.O.S. (Fishery Observing System) by CNR-ISMAR for the small pelagic fisheries in the Adriatic Sea and the Kit-ICT by CNR-IAMC for the demersal pan-mediterranean bottom trawlers. The new device under development was named F.O.O.S. (Fisheries Oceanography Observing System)

CONCLUSIONS The data acquired by the FOOS installed on board of different kinds of fishing boats, as well as providing a valuable framework for navigation and in-situ weather conditions, can give useful information on fishing effort distribution patterns, to the aims of improving the management of marine resources. Specifically, the acquisition of geo-referenced catch data allows the estimation of catch per unit effort (CPUE) that can be put in relation to oceanographic data collected during the same fishery operation, in order to better understand relationships between environmental conditions and the distribution of the target fish species. Furthermore, the collection of environmental information may contribute tib t to data assimilation of meteorological and oceanographic models, in order to increase accuracy in forecasts.
