STATISTICS Population of Ukraine - 47 millions People with Mental retardation about 284 thousands From them 79 thousand children About 15 thousands of children are overcame no programs 31 thousand of children are in boarding-schools About 20% of all psychiatric diagnoses - ID

STATUTORY GUARANTEES FOR PEOPLE WITH ID IN UKRAINE SUPPORTED FINANCIALLY FROM THE STATE OR LOCAL BUDGET ACCORDING TO BUDGET CODE Right to fiscal support (disability payments) Right to fiscal support for the career (15% of minimum life expenses for those who have no employment due to the need to take care of a child) Right to education in special school (9 yrs course for children with light and moderate ID) Right to care in boarding home (for people with all degrees of ID)* Right to mental health care (hospitalization in a Mental Health Clinic for diagnosis and re-diagnosis, patronage by outpatient mental health staff)

STATUTORY GUARANTEES FOR PEOPLE WITH ID IN UKRAINE NOT SUPPORTED FINANCIALLY FROM THE STATE OR LOCAL BUDGET LACKING IN BUDGET CODE, BUT GUARANTEED BY THE SUB-LAWS Care in the community based agencies for permanent or temporary care mini-hostels, group homes (According to Typical statutes, approved by the Ministry of Labor and Social Policy in 2007, so far there are very few agencies two functioning, three being established), planned to place people with ID in groups of 8 clients

STATUTORY GUARANTEES FOR PEOPLE WITH ID IN UKRAINE NOT SUPPORTED FINANCIALLY FROM THE STATE OR LOCAL BUDGET LACKING IN BUDGET CODE, BUT GUARANTEED BY THE SUB-LAWS Day care and rehab services in the Center of Complex Rehabilitation (According to Typical statutes, approved by the Ministry of Labor and Social Policy in 2007 the network of this type community based agencies is being actively developed), planned to place people with ID and psychiatric diagnoses in groups of 8 clients with focus on social rehabilitation which includes: - Training of basic living skills - Labor (occupational) therapy - Social patronage - Special equipment of the residential area

COMMUNITY BASED SERVICES PROVIDED BY NGOS COALITION MEMBERS In 2006 In 2007 21,000 persons with ID 19,000 persons Day care, occupational therapy, training skills, etc 27,000 families 22,000 Information, professional counseling, psychological support, humanitarian aid, etc

BEST SERVICES: DJERELA CHARITY ASSOCIATION, KIEV Supported by Kiev city administration and international donors (EC, Dutch Government, USAID, Open Society Fund, etc) Provides 27 types of services Provides practical placement to 4 universities
