Translation is always a shift not between two languages but between two cultures (Umberto Eco) Introduction Translation is, first of all, the transference of one culture into another. The importance of translation lies in the fact that it is an essential and universal human right which can help bring about a more cohesive society in the context of integration, working with immigrants and asylum seekers. This, in turn, leads to an increase of tolerance in any interaction that causes people from different regions of the world to work together. Moreover, translation is one of the most critical jobs in modern society. As the whole globe is coming together based on information sharing and communicative advances, it is only natural that there has been a constant demand and an unprecedented need for translation of ideas from one language to another. Translation plays a vital role in the performance of international companies and governments alike. In addition, the rapid developments in science and technology, with people s increased call and need to get the message across, have had major effects on the expansion of the study of language. This further increases the importance of translation. Since English language dominates the international media and communication system including: internet, newspaper, magazine, radio, and television as well as merchandizing, education and transportation system, the authors endeavor to introduce this book 1

implying the translation ( Arabic into English) of the most important documents that every Iraqi citizen needs when travelling abroad. These Iraqi documents ( translated into English) are requirements for enrolling in schools, institutes, colleges or universities, getting jobs, getting visas or residences, dwelling as refugees or immigrants, receiving health care, etc. The other reason for producing this book is the markedly increasing mobility around the modern world which increases the need of more people approaching official bodies for dealing with different documents.in translating official documents the Iraqi, or Arab translators, are very much on their own due to the drastic cultural differences between the Arabic source texts and possible English equivalents and also to the almost total absence of an English model to follow. Translation : General Overview Translation is a unique human activity that dates back to 3000 BC where Greek works, particularly plays were rendered into Latin. Various translations were emanated from ancient civilizations (such as Babylonian, Sumerian, Assyrian, Egyptian, Greek and Roman). Originally, translation arises from the fact that there exist numerous linguistic communities in the world in which peoples speak different languages to communicate their needs, feelings, ideas, knowledge and experience. Hence, the conveyance of knowledge, experience and thoughts from one society to another (or from one culture into another) seems to be a vital need. It is a general fact that English has become a worldly used language and that Iraqi people feel the need to translate their documents into English. 2

Here, it seems necessary to issue a book concerning the translation (Arabic into English) of the most important every day documents including Graduation Certificate, Nationality Certificate,ID,Share Label, Accommodation Certificate, Passport,and others. These documents,when translated, can be urgently used abroad. The first part of this book includes General remarks about translation focusing on its history and aims of appealing to translation. The second part constituting the core material the translation of the documents from English into Arabic. In spite of the fact that this book is not lengthy, the authors hope that this modest work would be useful for those who are concerned with translation, particularly, currently used individual's official documents. Translation: General Remarks Translation is the communication of the meaning of a sourcelanguage text by means of an equivalent target-language text. And all major cultural exchanges in history involved translation: be it the rendering of Buddhist texts from Sanskrit and Pali into Chinese during the early medieval period; or the transmission of Greek philosophy into Arabic in the early medieval, and the subsequent translation of the same texts from Arabic into Latin during the high medieval centuries; or the more recent translations of Western texts into Japanese and Chinese that marked the modernization of those two East Asian civilizations in the late nineteenth and early twentieth centuries. All the same, it was Europe that represented the scene of the most sustained and intense cultural transfers throughout its long history, a process marked by an enormous effort in translation: of religious, scientific, political and literary works form large 3

variety of vernaculars into Latin and vice versa, and of vernaculars crossing national and linguistic boundaries. In fact, translation began only after the appearance of written literature; there exist partial translations of the Sumerian Epic of Gilgamesh (CA. 2000 BCE) into Southwest Asian languages of the second millennium BCE. The word translation derives from the Latin translatio (which itself comes from trans- and fero, the supine form of which is latum, together meaning "to carry across" or "to bring across"). The modern Romance languages use words for translation derived from that source or from the alternative Latin traduco ("to lead across"). The Germanic (except Dutch) and Slavic languages likewise use calques of these Latin sources. The Ancient Greek term for translation, (metaphrasis, "a speaking across"), has supplied English with metaphrase (a "literal," or "word-for-word," translation) as contrasted with paraphrase ("a saying in other words", from, paraphrasis). Metaphrase corresponds, in one of the more recent terminologies, to "formal equivalence"; and paraphrase, to "dynamic equivalence". The central idea of translation as equivalence has been proposed since Cicero and Horace, who, in 1st-century-BCE Rome, famously and literally cautioned against translating "word for word" (verbum pro verbo). A lot of attempts of translating different texts have been made since antiquity. Except for some extreme metaphrasers in the early Christian period and the Middle Ages, and adapters in various periods (especially pre-classical Rome, and the 18th century), translators have generally shown prudent flexibility in seeking equivalents "literal" where possible, periphrastic where necessary for the original meaning and other crucial "values" as determined from context. 4

In general, translators have sought to preserve the context itself by reproducing the original order of sememes, and hence word order when necessary, reinterpreting the actual grammatical structure, for example, by shifting from active to passive voice, or vice versa. The grammatical differences between "fixed-word-order" languages (e.g. English, French, German) and "free-word-order" languages (e.g., Greek, Latin, Polish, Russian) have been no impediment in this regard. The particular syntax (sentence-structure) characteristics of a text's source language are adjusted to the syntactic requirements of the target language. However, a "word-for-word translation" is an imperfect concept, because a given word in a given language often carries more than one meaning; and because a similar given meaning may often be represented in a given language by more than one word. Nevertheless, "metaphrase" and "paraphrase" may be useful as ideal concepts that mark the extremes in the spectrum of possible approaches to translation. "At the very beginning, the translator keeps both the source language and target language in mind and tries to translate carefully. But, it becomes very difficult for a translator to decode the whole text literally; therefore he takes the help of his own view and endeavours to translate accordingly. Translation should be often viewed as an art. In the 13th century, Roger Bacon wrote that if a translation is to be true, the translator must know both languages, as well as the science that he is to translate; and finding that few translators did, he wanted to do away with translation and translators altogether. The translator of the Bible into German, Martin Luther, is credited with being the first European to posit that one translates satisfactorily only towards his own language. L.G. Kelly states that since Johann Gottfried Herder in the 18th century, "it has been axiomatic" that one translates only towards his own language. 5

However, the traditions of translating material among Egyptian, Mesopotamian, Syriac, Anatolian and Hebrew go back several millennia. An early example of a bilingual document is the 1274 BCE Treaty of Kadesh. There is a separate tradition of translation in South, Southeast and East Asia (primarily of texts from the Indian and Chinese civilizations), especially connected with the rendering of religious particularly Buddhist texts and with the governance of the Chinese empire. Classical Indian translation is characterized by loose adaptation, rather than the closer translation more commonly found in Europe, and Chinese translation theory identifies various criteria and limitations in translation. In the East Asian Sinosphere (sphere of Chinese cultural influence), more important than translation per se has been the use and reading of Chinese texts, which also had substantial influence on the Japanese, Korean and Vietnamese languages, with substantial borrowings of vocabulary and writing system. Notable is the Japanese Kanbun, a system for glossing Chinese texts for Japanese speakers. Though Indianized states in Southeast Asia often translated Sanksrit material into the local languages, the literate elites and scribes more commonly used Sanskrit as their primary language of culture and government. Translation of material into Arabic expanded after the creation of Arabic script in the 5th century, and gained great importance with the rise of Islam and Islamic empires. Arab translation initially focused primarily on politics, rendering Persian, Greek, even Chinese and Indic diplomatic materials into Arabic. It later focused on translating classical Greek and Persian works, as well as some Chinese and Indian texts, into Arabic for scholarly study at major Islamic learning centers, such as the Al- Karaouine, Al-Azhar and Al-Nizamiyya of Baghdad. In terms of theory, 6

Arabic translation drew heavily on earlier Near Eastern traditions as well as more contemporary Greek and Persian traditions. Arabic translation efforts and techniques are important to Western translation traditions due to centuries of close contacts and exchanges. Especially after the Renaissance, Europeans began more intensive study of Arabic and Persian translations of classical works as well as scientific and philosophical works of Arab and oriental origins. Arabic and, to a lesser degree, Persian became important sources of material and perhaps of techniques for revitalized Western traditions, which in time would overtake the Islamic and oriental traditions. Generally speaking, translation aims at allowing effective communication to take place by overcoming potentially insurmountable obstacles of a linguistic, symbolic, or physical nature: the language barrier, ignorance of a code system (pictograms) or physical impairments such as blindness or deafness (which is where sign language interpreting comes in because, contrary to popular belief, sign languages differ from one country to the next and have to be translated ). When a target language has lacked terms that are found in a source language, translators have borrowed those terms, thereby enriching the target language. Thanks in great measure to the exchange of calques and loanwords between languages, and to their importation from other languages, there are few concepts that are "untranslatable" among the modern European languages. Hence, the translator's role as a bridge for "carrying across" values between cultures has been discussed since Terence, the 2ndcentury-BCE Roman adapter of Greek comedies. The translator's role is, however, by no means a passive, mechanical one, and so has also been compared to that of an artist. The main ground seems to be the concept of 7

parallel creation found in critics such as Cicero. Dryden observed that "Translation is a type of drawing after life." Translation must be effective in allowing its users to obtain whatever they are supposed to be getting through it. That is, a translated instructions manual or user guide should at least enable the user to perform whatever operations have to be performed and to do this efficiently and safely. This means cuts and additions may have to be made. The visible substitution of linguistic or non-linguistic signs and codes comes second to the deeper and less visible substitution of thought processes, discourse structure, presentation techniques and rationales, modes of analysis of objects or concepts or interpretation and subliminal suggestion which means the translator must have a perfect knowledge of the thought processes, mental habits or more of the target group or community. Translation is a mode. To comprehend it as mode one must go back to the original, for that contains the law governing the translation: its translatability. The question of whether a work is translatable has a dual meaning. First; an adequate translator will ever be found among the totality of its readers: or its nature lends itself to translation and, therefore, in view of the significance of the mode, call for it. It should be pointed out that certain correlative concepts retain their meaning, and possibly their foremost significance, if they are referred exclusively to man. One might, for example, speak of an unforgettable life or moment even if all men had forgotten it. If the nature of such a life or moment required that it be unforgotten, that predicate would not imply a falsehood but merely a claim not fulfilled by men, and probably also a reference to a realm in which it is fulfilled: God s remembrance. Analogously, the translatability of linguistic creations ought to be considered even if men 8

should prove unable to translate them. Given a strict concept of translation, would they not really be translatable to some degree? The question as to whether the translation of certain linguistic creations is called for ought to be posed in this sense. For this thought is valid here: If translation is a mode, translatability must be an essential feature of certain works. Translatability is an essential quality of certain works, which is not to say that it is essential that they be translated; it means rather that a specific significance inherent in the original manifests itself in its translatability. It is plausible that no translation, however good it may be, can have any significance as regards the original. Yet, by virtue of its translatability the original is closely connected with the translation; in fact, this connection is all the closer since it is no longer of importance to the original. We may call this connection a natural one, or, more specifically, a vital connection. Just as the manifestations of life are intimately connected with the phenomenon of life without being of importance to it, a translation issues from the original not so much from its life as from its afterlife. For a translation comes later than the original, and since the important works of world literature never find their chosen translators at the time of their origin, their translation marks their stage of continued life. The idea of life and afterlife in works of art should be regarded with an entirely unmetaphorical objectivity. Differences between cultures as well as languages reduce what has been called the translatability of texts. A major problem for anyone translating comic literature, for instance, is that the sense or senses of humour of different cultures, cultures of laughter, as they have been called, are very different. Jokes fail to cross frontiers. In similar fashion they often go stale over the centuries or become unintelligible, like the 9

references to the horns of husbands in Shakespeare, which may have had Elizabethan audiences rolling in the aisles of the Globe, but are greeted with silence today. Translation may also be viewed as a strategic, economic, ideological and cultural weapon. But it must be emphasized that such a weapon can sometimes backfire. Thus, while good translations help improve market penetration and product acceptance by adding value to the product or process concerned (whether it be a book, a film, a tractor, an extradition request, a catalogue, a computer, flowers, a sales offer, a veneering machine, etc.) inadequate, poor, or disastrous translations can do no end of damage to an export product or process. A poor translation automatically reflects badly on whatever it is supposed to support and promote, and worse still, on the company, organisation or institution that actually disseminates it, because customers will naturally assume that the company takes no more pride in its products than in the translations it uses to promote them. Good quality translation must be comprehensible (even though the source documents itself may not be all that clear), clear (unless of course the translated document is designed to be deliberately ambiguous or unclear), acceptable for the reader and, if possible, pleasant to read. The message should be totally coherent as regards the subject matter, the targeted end- users and the aims it sets out to facilitate or achieve. The contents should be entirely compatible with the end-users way of thinking, value systems, pre-conceived ideas, disabilities, tastes, expectations and culture. Ultimately, translations should comply with all the relevant conventions applicable to efficient communication, and in particular, with all the stereotypes dictated by the subject domain, the medium used and by target language itself in terms of content categories, 11

lines of reasoning, discourse organization, phrasing and wording, At least in certain fields of industry, such as aeronautics or information technology, compliance is with controlled languages, with mandatory or forbidden terminology and phraseology, pre-determined paragraph and sentence structures, limits on segment length, etc. Thus, the translator is a key actor in the process of importing or exporting ideas, concepts, rationales, thoughts, processes, discourse structures, pre- conceived ideas, machines, services, myths and so on. He is also a vital go-between in operations and actions involving international co-operation (customer information, extradition procedures, sales, purchases, exchanges, travel, etc.). He is in fact an extremely powerful and critical agent facilitating and even at times enabling economic, strategic, cultural, technical, literary, legal, scientific and ideological exchanges throughout the world. It is often known that a translator is made by two ways ; either by design or by circumstance. Yet, a competent translator is not only bilingual but bicultural. A language is not merely a collection of words and of rules of grammar and syntax for generating sentences, but also a vast interconnecting system of connotations and cultural references whose mastery, writes linguist Mario Pei, "comes close to being a lifetime job." The complexity of the translator's task cannot be overstated; one author suggests that becoming an accomplished translator after having already acquired a good basic knowledge of both languages and cultures may require a minimum of ten years' experience. Viewed in this light, it is a serious misconception to assume that a person who has fair fluency in two languages will, by virtue of that fact alone, be consistently competent to translate between them. 11

The translator's role in relation to a text has been compared to that of an artist, e.g., a musician or actor, who interprets a work of art. Translation, like other arts, inescapably involves choice, and choice implies interpretation. A translator may render only parts of the original text, provided he indicates that this is what he is doing. But a translator should not assume the role of censor and surreptitiously delete or bowdlerize passages merely to please a political or moral interest. Good translators are well aware of both the visible and hidden issues underlying translation. The prime objective is to work in their clients interests or at least, to make sure that their translations will not be unfavorable to those interests. Translators must first and foremost strive to avoid making serious errors (those that can cause considerable damage, like mistranslating drug dosages, switching round the connections in a wiring diagram, confusing a rise with a fall or clockwise with anti-clockwise ) or producing nonsense (e.g. increase the inflation of the bladder instead of inflate the football. As languages change, texts in an earlier version of a language either original texts or old translations may be difficult for more modern readers to understand. Texts may thus be translated into more modern language, called a modern translation (sometimes modern English translation or modernized translation). This is particularly done either for literature from classical languages (such as Latin or Greek), most prominently the Bible, or for literature from an earlier stage of the same language, such as the works of William Shakespeare (which is largely understandable to a modern audience, but presents some difficulties), or The Canterbury Tales of Geoffrey Chaucer (which is not generally understandable to modern readers). Modern translation is applicable to 12

any language with a long literary history; for example in Japanese, The Tale of Genji (11th century) is generally read in modern translation. Modern translation often involves literary scholarship and textual revisions, as there is frequently not a single canonical text. This is particularly noteworthy in the case of the Bible and Shakespeare, where modern scholarship can result in significant changes to the text. It meets with opposition from some traditionalists; in English this is most significant in some people preferring the Authorized King James Version of the Bible to modern translations, and to reading Shakespeare in the original (c. 1600) text, rather than in modern translation. Finally, since the aim of this book is to provide general translation for some essential social documents that are drawn from everyday life issues, it seems important here to know what general translation means. General translation refers to the translation of documents and materials that do not belong to any specific type or domain area, do not belong to any particular type, do not entail a specific translation process or the use of equipment beyond an ordinary computer and word processor. It therefore covers a relatively wide range of materials such as letters, biographies, monographs, treatises, recipe books, tourist brochures, tourist guides, press articles (in newspapers or magazines), post card legends, company presentations, etc. In fact, general translation is all that remains after all specialization areas have been listed. Generalist translators translate documents and materials which cannot be labelled as belonging to a particular type and do not normally require a high degree of specialist or technical knowledge. Generalist translators usually tackle any source material ranging from general non-fiction works for publication (but not literature, which is a specialism in itself) to more or less technical documents. They may occasionally venture into one of the 13

more highly specialised areas of translation, but will generally refrain from taking on the most highly technical or specialised types of material if given the choice. Generalist translators are, by definition, all-rounders who have to be able to juggle with a 30-page document on metal sanding machines, a sales contract for second-hand trucks and a user guide for a floor laying machine, not forgetting that urgent four-page fax describing a new liquid pig feed manufacturing system. 14

The Court also heard the personal testimony that upheld the plaintiffs case represented in the two witnesses of the divorce council. Accordingly, in consideration of the above presentations, and on request, the Court decided to endorse the out-of-court divorce that took place on 16/2/2008 between the plaintiff Falah Abed Hasan Wadi and the defendant Nasma Abed Ouda, considering it a revocable divorce of first occurrence and that the plaintiff has the right to go back to her verbally and actually without her consent during the legally prescribed waiting period and without a new contract and dowry. The defendant has been informed that she must observe her three-month legally prescribed wailing period as of the date of divorce on 16/2/2008 and not to marry any other man except after the legally prescribed waiting period has terminated and the decision has acquired legal force. The plaintiff shall be liable to pay all the charges and expenses as well as the advocacy fees to the amount of one thousand Iraqi Dinars paid to defendant's attorney the advocate Nasir Hasan Al-Sa'edi. An Outline of Doctoral Dissertation The Effect of Physical Rehabilitation Program of Some Joint Injuries by Identifying the Best Angles Movement Biomechanics for Athletes. Part I: Introduction and the Significance of the Study. This chapter deals with a general introduction to injuries and their types. The significance of the study circles around trying to understand the problems related to rehabilitative curricula (by injuries type and intensity of the injury ). This section also tackles the problem under study on the frequent injuries to athletes. It is hypothesized the possibility of proposing a rehabilitative approach using the physical exercises based on studying and analyzing biomechanically the angles or corners of joint with the aim of reaching the best types of exercises in order to accelerate the recovery the injured individual,to enable him/her to back to the physical activity.finally,this section deals with the deliberately selected sample and time period will required for conducting this study. Part II: Theoretical Studies and the Definition of Scientific Terms and Similar Previous Studies. This chapter deals with all the scientific vocabulary and scientific terms included in the study. The researcher will try to review and investigate previous research that may bear some resemblance to his study with the aim to benefit from past experiences, especially that the researcher supposes that his proposal will have the effect to 86

accelerate the period of rehabilitation as compared with other rehabilitation means followed by others. Part III: Field Procedures and Action Steps. The present chapter is mainly concerned with all procedures to be followed,starting from studying the joint or the proposed ones with the help of experts and scientific resources with the goals to: 1- Determine the angles of the natural movement of each joint (in question). 2- Understand the type of limitation and possible damage that could infect the joints in case of injury. 3 Determine the degrees of common injury and understand the degree of damage resulted from each degree or type. 4- Choose the sort of exercises that can be used or propose new ones,with the possibility of utilizing certain devices based on concise understanding of joint movement mechanics. 5- Based on above,building and designing the curriculum through studying the natural movement of the joints. Max-Traq program can be used for bio-mechanic analysis of the movement by a computer,that is performance will be accompanied by videotaping connected to the computer in order to track and follow the rehabilitative movement in accordance with the correct angles kinetic fixed in the curriculum through the previous steps. 6-Select a sample divided into two groups, the first one is the Control which will use the already followed means, while and the second group is the experimental one which will be subjected.the results of the two groups will statistically be compared to obtains the conclusions expected. 87

The current chapter will be dedicated to display the results obtained by a researcher from the previous chapter and to be statistically compared,and logically scientifically analyzed based on data available. Part V: Conclusions and Recommendations. This chapter is devoted to the conclusions presented by the research and all the pros and cons (if any) will be displayed and generalized or recommended for the proposed syllabus to be used.also, specific suggestions will be set for other researchers for the sake of developing and improving the current study and to adopt other similar syllabuses for other types of physical injuries. 88
