Welcome Welcome to the Hertie School of Governance. We are an international teaching and research centre of excellence located in vibrant and cosmopolitan Berlin, where young researchers are equipped by an international and interdisciplinary faculty to work at the forefront of governance and public policy. The Hertie School offers analytically-challenging and problem-oriented programmes on governance, policy analysis, management and leadership. We help students grow intellectually in a professional, re search-intensive environment, characterised by public debate and stewardship for the public good. Our global network, which includes the London School of Economics and Political Science, Sciences Po and the School of International and Public Affairs at Columbia University, facilitates research and academic exchanges. The Hertie School s Doctoral Programme in Governance puts students at the cutting edge of social science knowledge in one of the most important and dynamic fields of inquiry. It brings together perspectives from economics, political science, law, and sociology, and nurtures excellence in qualitative and quantitative methodologies. Doctoral Programme Explore modern governance in an interdisciplinary and international context The Doctoral Programme in Governance is a threeyear, English language programme with a focus on governance and public policy. The programme offers rigorous academic training in research design and familiarises students with cutting-edge theories, methods and concepts in the field of governance. The programme is targeted at applicants with a strong foundation in economics, law, political science, sociology, public administration, management or related fields. It offers a stimulating academic environment for candidates seeking to explore modern governance in an interdisciplinary and international context. 4 Nora Gatewood PhD Student, Doctoral Programme in Governance 2012 2015, Rosenkranz PhD Award Recipient The programme s convincing advisory concept, as well as the small cohort and the School s exceptional faculty, were some of the key draw cards for me. My research interest is Cultural Policy and I look forward to exploring it in this interdisciplinary and intersectoral environment.

During the first year of the Doctoral Programme in Governance students are prepared for their dissertation research by colloquia and common coursework in research design and methods. They also benefit from a unique support structure for their independent research in the subsequent years of the programme. The curriculum is complemented by skills workshops offering special training ranging from research methods to professional development. The Hertie School also contributes to the Berlin Graduate School for Transnational Studies (BTS), a PhD programme in the field of transnational and international relations. Students in the Doctoral Programme in Governance and the BTS mutually benefit from shared research and expertise networks. PhD students are linked to one of the clusters and work together with faculty members in the respective area. The three clusters are Political Economy, European Global Governance, and Organization, Management & Leadership. The Political Economy Cluster explores the interaction of markets and government, both domestically and internationally. How does international economic integration constrain policy-making? How do voters respond to economic shocks that originate abroad? These and more questions fall within the broad research field, which includes economic influences on institutional choice and economic methods to political problems. 6 Anke Hassel Professor of Public Policy The Hertie School s research agenda is informed by real-world problems and driven by the search for innovative solutions. It is based on a lively inter action between faculty and young researchers from which we all benefit.

The European and Global Governance Cluster analyses governance beyond the nation-state with a focus on legal and political processes in the EU and at the global level. Research interests include the institutional development of the EU on core areas of national policy, the role of legal institutions and mechanisms in EU policy-making and the structure of global law and institutions. The Organisation, Management & Leadership Cluster unpacks the demands that governments face to enhance public sector efficiency and base policy choices on sound evidence, including new organisational arrangements, management concepts and leadership demands. How do new systems interact with existing arrangements, institutional logics, and identities? What consequences can be observed? What kind of public leadership is required? How to apply Application Requirements Candidates with an outstanding master s degree or equivalent in economics, law, political science, sociology, public administration, management or related fields are invited to apply for the Doctoral Programme in Governance. The programme starts in September each year with 10 15 students. Applications may be submitted until 1 February. A complete application includes: The transcripts and certificates of all acquired university degrees A curriculum vitae in tabular format Proof of proficiency in English (TOEFL IBT 100 or IELTS overall 7.0 incl. writing score 7.0) A Personal Statement explaining personal funding situation and prospectus. A letter of motivation (600 words maximum) A research proposal (5000 words maximum) with description, goals, a suggested timeline and methods of dissertation Name(s) of potential dissertation advisors from the Hertie School Core Faculty Two letters of reference (in English) from scholars at universities or research institutions which must be submitted by the referees directly to the PhD Applications Team 10

Financial Aid All admitted candidates shall have secured the financial means to support the 3 year Doctoral programme in Berlin (for example by a stipend or a part-time research position).
