Western Kentucky University, The Center The Michael Minger Act Report for 2015 Activity Reported for Calendar Year 2014 Section 1: Campus Security Authority List campus security authority personnel (definition at KRS 164.948(2)): Western Kentucky University encourages reporting all crimes that occurred on campus to the WKU Police Department. The WKU Police is a full service police department with investigative responsibility for crimes that occurred on university property. In addition to the police department students, staff and visitors often have contact with other members of campus that can also assist in reporting crimes and criminal activity. Most often students who live in WKU s residence halls come into contact with Student Residence Assistant s and Residence Hall Directors. Residence Hall staff encourages the reporting of crimes to campus police. If the person will not report the crime to police, Hall staff has the responsibility to inform Campus Police of the crime. This information is made public on the Campus Crime Log. This information helps keep the university informed on crime patterns and allows the police to increase enforcement action in the area. These crimes will also be investigated if the information can be achieved without compromising the identity of the victim. Others in the university community that has reporting responsibilities are college deans. Describe the extent and nature of enforcement authority of campus security authority personnel: The WKU Police Department is a professionally trained full service law enforcement agency. Officers of the WKU Police Department have full police powers including the power of arrest under KRS 164.975. The WKU Police is an accredited Law enforcement Agency by the Kentucky Association of Chiefs of Police. All law enforcement officers are trained at the Kentucky Department of Criminal Justice Training and are Kentucky Police Officers Professional Standards (POPS) Certified. Describe the working relationship of campus security authority personnel with state and local police agencies: WKU Police has a strong professional working relationship with the Bowling Green Police Department, Warren County Sheriff Department, the Kentucky State Police, and the Warren County Drug Task Force. WKU police also works closely with and utilizes the services of federal police agencies including the F.B.I. and ATF.

Section 2: Description of Information Programs Describe programs that inform students and employees about: (a) Campus safety and security Crime prevention programs are presented in residence hall at the beginning of the school year and an advertised Crime Prevention Week is conducted each fall. Topics covered in the crime prevention program include operation ID, rape and date rape awareness, theft prevention, escort services, drugs and narcotics, general safety and security, and alcohol awareness. Films, guest speakers and handouts are used to illustrate procedures and to assist in the educational process. A representative of the WKU Police often serves as guest lecturer in many class projects throughout the year. In addition to programs put on by the WKU Police and Residence Life information relating to drugs and alcohol is provided by Student Health Services. To access the WKU Campus Crime Log go to www.wku.edu/police and click on the crime and fire data tab there you will see a listing of all status and case reported to the WKU Police. (b) How to report a crime: or criminal activity should be reported immediately to the WKU Police. WKU Police utilize a number of methods of reporting criminal activity. Dialing 9-1-1 from a university phone will connect you to the police Communications Officer. Calls made from cell phone or off campus phones by dialing 9-1-1 will connect you the Bowling Green Police Emergency 9-1-1 Center. The 9-1-1 Center will connect you to WKU Police Emergency Communications. Non emergency request for service can be made by calling 745-2548. A TDD line has been established for the hearing impaired by dialing 745-2540. Request for service and crime information can also be reported to the WKU Police by email. wkupolice@wku.edu is monitored in the Communication Center. Officers will be dispatched to the scene. WKU Police encourage the reporting of criminal or suspected criminal activity on campus. Anonymous tips about criminal activity can also be made to the Captain of Patrol & Investigations Section by email to brandon.humphries@wku.edu, and anthony.honeycutt@wku.edu, or by calling the WKU Police confidential tip line at 270-745-8773. WKU Police participates in the Local Crime Stoppers program. Anonymous tips may also be made through that program by calling 781-CLUE (2583). WKU Police Department is a 24 hour a day, 7 day a week full service police department. Our mission is to provide a safe and secure atmosphere that is conductive to learning and teaching. (c) How to prevent crimes: Safety and crime prevention is a shared responsibility between the WKU Police and the campus community. The WKU Police Crime Prevention Unit uses handouts, programs, and personal contacts to inform students, faculty and staff on measures that can be taken to reduce the likely hood of becoming a crime victim. Some measures are to lock your residence hall door anytime you are away from your room or asleep. Remove valuables from your vehicle or place them in the trunk out of sight. When walking on campus at night walk in pairs or contact the WKU Escort Service at 745-3333. Attend parties in groups of two or more. Stay with your group and leave when they do. Do not accept drinks you did not see poured and do not leave your drink unattended. WKU Police provides other safety tips on our web site at www.wku.edu/police

Section 3: Statements of Policies and Procedures (a) Provide the institution s policy statement on making Special Reports to the campus community of crimes that present a safety or security threat to students or employees. KRS 164.9481(d) Western Kentucky University participates in Title IV student aid programs. As such WKU Police is required under the Crime Awareness and Campus Security Act of 1990 The Jenny Clery Act to post timely warnings about crimes that occur on campus or present a threat or a continued threat to the campus community. If a crime or a situation occurs on campus, or off campus that poses a threat to the Safety of students, faculty or staff a timely warning will be issued by WKU Police. The Chief of Police, Major of Field Services, Captain of Communication, Captain of Patrol and Investigations Section, Major of Professional Standards and the Shift Commander may issue a timely warning. WKU Police may utilize local newspapers, television and radio stations, mass email notifications, posters or postings on the WKU Police Website under Campus Crime Alert to inform the campus community about ongoing threats. In the event of an immediate threat to safety of the WKU community, WKU Police may use several methods for emergency mass notification. Short text messages can be sent to cell phones of students, faculty and staff who register for the service. A voice alert outdoor warning system has been installed to alert people outdoors of a campus emergencies. A RAVE system has been installed that will text all cell phones in our system send a written message about an emergency. Notification of weather emergencies are made by the Warren County Outdoor Warning System (COWS) or Rave system. To be added to our text alert system, go to TOPNET, Personal Information, View/Update cell phone messaging notification then add your cell phone number and authorize emergency messages to be sent to your cell phone. (b) If the institution provides student housing facilities, describe the institution s procedure for disclosing the existence or nonexistence of automatic fire suppression systems in on-campus housing facilities. KRS 164.9492 No Student housing is located at this campus. (c) If the institution provides student housing facilities, provide the institution s policy for giving students with disabilities priority for first-floor housing. KRS 164.9495 (1) No Student housing is located at this campus. (d) If the institution provides student housing facilities, describe the institution s policy for maintaining a record of any on-campus housing assignment for students with disabilities, and the procedure for alerting safety and emergency personnel of the location of students with disabilities.
