All teachers are well- versed and employ research- proven strategies designed to help specific students at differing levels of English development become proficient in English and support them while learning content area curriculum. Required Activities The supportive nature of the educational programs at City Heights Prep Title III Consortium schools is intentionally designed to allow EL students to receive the support necessary to advance their English proficiency. Examples of this include: Time allotted in the schedule for diagnostic supplemental English language instruction, including a second English Language Support class for EL students. Extended instructional time allowing EL students extra time to master course content Small class size allowing for increased student participation leading to language learning A culture of cooperation that encourages students to help each other master both the English language and course content regardless of EL status Extensive small- group mentoring designed to provide academic support and build academic skills and regular professional development opportunities focused on effective diagnostic instruction, especially for providing English language support in the content area classroom A family and culture- friendly environment that provides students opportunities to build their English language abilities by sharing their expertise (culture and traditions) with other students in a shared common language (English) 2

2. How the SSD will hold elementary and secondary schools receiving funds under this subpart accountable for:! meeting the annual measurable achievement objectives described in Section 3122! making adequate yearly progress for limited- English- proficient students (Section 1111(b)(2)(B)! annually measuring the English proficiency of LEP students so that the students served develop English proficiency while meeting State Academic standards and student achievement (Section 1111(b)(1) For EL students, as with all students, progress assessment will be regular and ongoing throughout the school year. Course performance, performance on basic skills tests and teacher observation will be used to ascertain student progress and needs. Along with this, each EL student will participate in annual CEDLT testing as well as any State mandated testing. 3. How the SSD will promote parental and community participation in LEP programs The Consortium schools will provide CELDT results to all parents of English Limited Proficient students. Consortium schools hold Family Committee Meetings and at these meetings, update parents on student performance and other program details. City Heights Prep Title III Consortium schools will reclassify students who meet the criteria on an annual basis When students are determined Reclassified as Fluent English Proficient (RFEP), student and parents are required to sign the redesignation form to complete the process. 4. How the SSD will provide high quality language instruction based on scientifically based research (per Sec. 3115(c). Middle school class size is 16:1. High school class size is no greater than 25:1. City Heights Prep Title III Consortium schools use State approved ELA curriculum. Middle School students participate in two 70 minute periods of English instruction each day. The first 70 minute period is focused on traditional ELA instruction. During the second 70 minute session receive individualized instruction in small groups which are based on proficiency level in reading, writing and spoken English. All staff utilizes strategies that are research- based for maximizing English learning. In high school, students receive between 70 90 minutes of English instruction daily Students in need of additional support for language/literacy learning also have the opportunity to receive extra assistance from a teacher during before and after school Study Hall/tutoring. 4

5. Consortium schools offer intensified instruction in English and math for all students, including ELs, until they reach basic proficiency. 3. How programs for English Learners are coordinated with other relevant programs and services All school programs and services are available to any student, regardless of language proficiency. The School Directors monitor any additional programs and services to ensure this remains the case. Plans to Notify and Involve Parents of Limited- English- Proficient Students Parents of Limited- English- Proficient students must be notified: outreach efforts include holding and sending notice of opportunities for regular meetings for the purpose of formulating and responding to recommendations from parents. Required Activities h. information pertaining to parental rights that includes written guidance detailing i. the right that parents have to have their child immediately removed from such program upon their request ii. the options that parents have to decline to enroll their child in such program or to choose another program or method of instruction, if available iii. the SSD assists parents in selecting among various programs and methods of instruction, if more than one program or method is offered by the SSD CELDT Tests will be administered annually to students identified as potentially EL based on prior records and a Home Language Survey. Parents of those children identified as EL will be notified by mail. They will be informed of the CELDT test scores which are the basis for the classification, the educational program will be described in detail, and the parent will be informed of their right to remove their child from this program. The parents will be notified annually by mail of subsequent CELDT test scores and progress made. City Heights Prep Title III Consortium Schools will reclassify students who meet the criteria on an annual basis When students are determined Reclassified as Fluent English Proficient (RFEP), student and parents are required to sign the redesignation form to complete the process. Note: Notifications must be provided to parents of students enrolled since the previous school year, not later than 30 days after the beginning of the school year. If students enroll after the beginning of the school year, parents must be notified within two weeks of the child being placed in such a program. SSD Parent Notification Failure to Make Progress If the SSD fails to make progress on the annual measurable achievement objectives, it will inform parents of a child identified for participation in such program, or participating in such program, of such failure not later than 30 days after such failure occurs. 9
