Library Bill of Rights The Michael S. Cettei Memorial Library endorses the Library Bill of Rights of the American Library Association. The American Library Association affirms that all libraries are forums for information and ideas, and that the following basic policies should be a guide for their services. I. Books and other library resources should be provided for the interest, information, and enlightenment of all people of the community the library serves. Materials should not be excluded because of the origin, background, or views of those contributing to their creation. II. III. IV. Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval. Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment. Libraries should cooperate with all persons and all groups concerned with resisting abridgement of free expression and free access to ideas. V. A person s right to use a library should not be denied or abridged because of origin, age, background, or views. VI. Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use. Mission Statement The mission of the Michael S. Cettei Memorial Library is to provide exceptional service by meeting the distinctive needs of its students, faculty, and community through informational support and research assistance within an encouraging academic environment. Vision Statement The vision of the Michael S. Cettei Memorial Library is to create a comfortable and professional learning atmosphere that enhances the educational and instructional experiences of the students, faculty, and community members at Salem Community College. Goals The goal of the Michael S. Cettei Memorial Library is to support the college s institutional priorities: improve fiscal stability, improve student success, and improve the college s image. In order to meet this goal the functions of the Michael S. Cettei Memorial Library are: 1. Support of the instructional programs offered by the College through the selection, acquisition, organization, maintenance and circulation of all types of instructional media (in print, non-print or electronic format) designed to meet the varying needs of students, as well as the applicable equipment necessary for its effective utilization. 2. The provision of information resources which deal with a wide range of ideas and attitudes beyond specific curricular needs to give students an opportunity to broaden their outlook, examine many sides of an issue and to develop a critical approach to reading, viewing and listening and an attitude for selfdirecting learning. 3. The provision of assistance to the end user that instructs them how to critically utilize an information resource. 4. The stimulation of the intellectual and cultural growth of Salem Community College by sharing and utilizing information resources and services of LOGIN network libraries. 5. Continual updates and revisions made to the policy manual and web site for improving student, faculty, and community members experience of the Michael S. Cettei Memorial Library. 2

Selection Criteria 1. First priority will be given to the acquisition of information resources that support and supplement the instructional programs at the college. 2. Information resources must be appropriate to undergraduate students and faculty. 3. Information resources that provide for many different conceptual levels will be provided in the collection. 4. The information resource should be timely, authoritative, accurate and of permanent value to the collection. Responsibility for Selection of Materials The selection of information resources is a responsibility shared by the faculty and the library staff. Recommendations from students and all College staff members will be considered for additions to the collection. The Michael S. Cettei Memorial Library does not apportion the budget among academic programs. The overall responsibility for coordinating the selection of information resources and building a collection that reflects the information resources needs of the College remains with the library director or designee. Gifts to the Michael S. Cettei Memorial Library The library is grateful for gifts but reserves the right to decide whether the gift should be added to its collection. Gifts must meet the same criteria as that of the information resources purchased. The library makes every effort to dispose of all gift materials that it is unable to use. If possible it will be offered to other libraries. In cases where this is not possible, the gift materials will be given away on the free books shelf. Textbooks It is not the policy of the library to include textbooks used in College courses in the collection. In specific cases, however, copies of a course textbook may be placed on reserve for student use. 3

Weeding In order to maintain a current useful collection, the library staff, in consultation with faculty in the subject area, will examine information resources in terms of relevance to the collection. Other factors that may be considered are: 1. Lack of use 2. Age of the resources and availability of more current resources. 3. Physical condition of the materials. Periodical Materials (Electronic and Paper Format) Criteria to be examined when selecting subscriptions to these resources include: 1. Needs of college curriculum. 2. Inclusion in periodical indexes. 3. Interests of students and faculty. 4. Costs of subscription. 5. Number of present subscriptions in the subject area. The information resources collection will attempt to reflect the widest possible variety of viewpoints. Addition of resources to the collection does not constitute endorsement but response to the responsibility to present all sides to a question. Resources should be selected without partisanship in matters concerning religion, politics, sex, and all social, moral, economic or scientific issues. Borrowing Privileges and Policies 1. Students, faculty, and staff of the College, all Salem County residents 18 years of age and over, and all those who work in Salem County Schools may borrow materials from the library. All borrowers are asked to show identification (current SCC student ID card or driver s license for nonstudents) and fill out a registration card the first time they sign out materials. 2. The maximum amount of items that may be checked out by students and community users is six. 3. Circulating materials (Books and CDs) are loaned for 14 days. They may be renewed by presenting the material at the front desk, or by phone. A book drop located at the front door of the library is available for the return of materials at any time. 4. Videocassettes and DVDs may be checked out for seven days. 5. A fine of $.05 a day is charged for all overdue books and CDs (maximum $2.00). 4

6. A fine of $1.00 per day is charged for all overdue videocassettes and DVDs (maximum $5.00). Return dates and fines can be negotiated with approval by library director or designee. 7. Students and community users having overdue items are not permitted to check out additional items until overdue items are returned and fines are paid. 8. Graduating students must return all materials before they can be cleared for graduation, regardless of due dates. Lost or Stolen Materials All patrons are responsible for any materials signed out in their name and must pay replacement costs if the items are lost or damaged. Patrons may be held responsible for ILL materials that are lost in transit. Patrons will not be permitted to check out any additional items until they have paid for or have returned lost materials. The cost of a lost item can be found in either the item s record in Workflows or can be researched on the Internet. Item costs for SCC items can be negotiated based on the library director s recommendation. IN ORDER TO PREVENT THE THEFT OF BOOKS AND LIBRARY MATERIAL, STATE LAW AUTHORIZES THE DETENTION FOR A REASONABLE PERIOD OF ANY PERSON USING THESE FACILITIES WHO IS SUSPECTED OF COMMITTING A THEFT OF LIBRARY MATERIAL. NEW JERSEY STATUTES AND CODES 2C:20-15 L. 1985, c. 373, s. 4, eff. Nov. 26, 1985. Detention on Probable Cause: a. A law enforcement officer, a special officer, or an employee of a library facility who has probable cause for believing that a person has willfully concealed library material and that he can recover the material by taking the person into custody, may, for the purpose of attempting to recover the material, take the person into custody and detain him in a reasonable manner for a reasonable time. Taking the person into custody shall not render the law enforcement officer, the special officer, or the employee of a library facility civilly or criminally liable. b. Any law enforcement officer who has probable cause for believing that a person has committed the offense of theft of library material may arrest the person without warrant. c. An employee of a library facility who causes the arrest of a person for theft of library material, as provided for in this act, shall not be civilly or criminally liable where the employee has probable cause for believing that the person arrested committed the offense of theft of library material. Student Holds Students who have outstanding fines will have a hold placed on their record. Once a hold is placed on their record the students will not be able to receive grades and transcripts, or register for future courses until the items have been paid for or returned. Those students who have outstanding items who are on financial aid will not have their financial aid checks released until all items have been paid for or returned. Copy Service Pay-per-use copiers are located within the Library. Photocopies may be made on the B&W copier at $.10 per copy and the Color copier at $.30 per copy. These copiers are maintained by Reliable Copy Systems. Print Service Print service is available only to SCC students. Students are setup with a print account by the IT department and are given $10.00 every semester. The cost is. $0.07 per page. Students may purchase additional funds for their print balance. This print account is automatically accessed upon logging into a SCC campus computer. To print from personal devices students can use the link on the library webpage to login to their print account and print by uploading the file. Reference Materials Reference materials are to be used in the library only. Reference materials are designated by a REF above the call number on the book and before the call number on the LOGIN. Photocopies may be made from the copiers provided within the Library. Periodicals Periodicals are to be used in the library only. Photocopies may be made from the copiers provided within the Library. Online Databases The library subscribes to a number of online databases. Students can use their student ID number to access the online databases remotely from home via the Library webpage. Internet Access Internet access is available on the Library laptops and Public Access Computer. Please see Rules for Computer Usage (available on the SCC website) to determine if your use is in accordance with college policy. If a user accesses a file that charges a fee, then he/she is responsible for paying that fee. 6

Code of Conduct 1. A quiet atmosphere is to be maintained so that all students may be able to study. Loud conversations and group discussions are not permitted. 2. Eating is prohibited in the Cettei Library. Drinks with re-closeable lids that are kept capped are permitted. 3. Telephones calls may not be received or placed by students on library telephones. Cell phones must be switched to silent mode when in the library. 4. Feet propped on tables or chairs are not allowed. Proper footwear must remain on while within the library. 5. Library materials are to be treated with care. Marking or abusing materials makes it difficult for others to use them. 6. Place books taken from shelves on the carts or on the tables when you have finished with them. Please do not try to reshelf the books you have used. 7. Because of safety considerations, it is Salem Community College s policy that children are not authorized to be in the Cettei Library at any time unless they are under the immediate supervision of a parent, guardian, or registered student. 7

Interlibrary Loan Policies LOGIN-ILL: All SCC students and staff are permitted to place items on hold from libraries on the LOGIN network. Patrons of LOGIN libraries are also able to put books on hold at SCCL at the discretion of the Library director or designee. Patrons of libraries in the Jersey Cat network may place items on hold at the SCCL at the discretion of the library director or designee. Print Packing slip provided by JerseyCat. 8

Rules for Computer Usage in the Cettei Library 1. The Library offers computer access to current students through the use of inhouse laptops. Students must have their current SCC student ID to borrow a laptop. Library staff will hold the ID until the laptop is returned. Laptops are for use only within the library. 2. Laptops are checked out through the Library s circulation management system (SirsDynix Symphony Workflows). Those who wish to check out a laptop must first be registered with this system and will receive a Patron Library barcode number. 3. MAC computers are provided for use by SCC Graphic Arts and Game Design students. These students need to sign the log sheet at the front desk. They can login into the MAC with their CGA user ID and password. Printing is not available on these MACs. 4. For use of the Public Access computer users must present a valid photo ID and sign the log sheets at the front desk. Computer is available for personal use only, and no explicit or inappropriate material should be accessed in accordance with SCC s computer usage policy. There is no printing option with the Public computer. 5. The library computers are not to be used for the purpose of running a business or otherwise gaining income. (Job searches are permitted). 6. Users will be allowed one hour for each session. If other patrons are waiting, those who have been on the computer for more than an hour will be asked to leave. If no one is waiting, users may continue their session. 7. All computers will have the history recorded and investigated should there be any suspicious sites on the list after the user has signed out. Sites that are suspected of criminal activity will be reported to the Salem County Prosecutor s Office immediately with the identification of the user. 8. Students and patrons are not permitted to have the volume set to any level. This includes student s personal mobile devices. Use of headphones is permitted, but sound should not be audible to other patrons. 9. The online public access catalog computer (OPAC) is only to be used for searching library materials. 9
