From the Officer on Special Duty (Relief & Rehabilitation), Letter No.TRR- EAP/2539/2013, Dated:03.01.2014. ****** In the Government Order first read above the Government have granted permission for construction of about 22000 houses located within 200m from HTL and houses constructed within 1000m under Indira Awas Yojana (IAY) and other financed schemes which are in Vulnerable areas and older than 10 years as on 01.01.2006. (i) (ii) (iii) Apart from construction, basic amenities shall be provided at Rs.40,000/- (Rupees forty thousand only) per house and Rs.1000/- per houses towards insurance to the houses for a period of 10 years insuring them against 14 different type of hazards. Sanction has been accorded for a sum of Rs.552.00 crore (Rupees five hundred and fifty two crore) for the construction of 22,000 houses referred to above, provision of basic amenities and coverage of insurance under RGRP for Tsunami affected areas which has been merged into TRP. The construction of houses shall be taken by the Rural Development & Panchayat Raj Department in rural areas and by Tamil Nadu Slum Clearance Board (TNSCB) in urban areas.
- 2 - (iv) (v) (vi) During construction of insitu houses, the families shall be provided with a rent of Rs.500/- (Rupees five hundred only) per month initially for a period of seven months, instead of building temporary shelters for them. The Collectors were directed to get the list of beneficiaries and place them before the Special Grama Sabha and to publish the same. The district wise allocation of houses and funds shall be done by the Special Commissioner & Commissioner of Revenue Administration. 2. In the Government Order second read above Government formulated the Housing Reconstruction Policy based on the discussions with the World Bank for providing safe houses to the vulnerable families in the coastal district. 3. In the letter fourth read above the Officer on Special Duty (Relief & Rehabilitation) has sent proposal for construction of houses under Rajiv Gandhi Rehabilitation Package (RGRP) for which saving balance amount available is Rs.34.00 crore and Rs.8.98 crore in the Tamil Nadu Slum Clearance Board after making provision for all pending works which amounts a total of Rs.42.98crore as savings balance amounts under RGRP/TRP. i. Enikkaranthottam, Cuddalore 159 houses Rs.8.72 crore @ Rs.5.48 lakh per house. ii. Cuddalore Town, 573 houses Rs.27.61 crore @ Rs.4.82 lakh Cuddalore per house iii. Namabiya Nagar, 60 houses Rs.3.12. crore @ Rs.5.20 lakh Nagapattinam per house Total 792 houses Rs.39.45 crore 4. The Officer on Special Duty (Relief & Rehabilitation) has therefore requested to construct 792 houses (Enikaranthottam in Cuddalore District, Cuddalore Town in Cuddalore District and Nambiyar Nagar in Nagapattinam District) through Tamil Nadu Slum Clearance Board at a total cost of Rs.39.45 crore ( Rupees Thirty Nine crore and forty five lakh only) at an average unit cost of Rs.4.98 lakh, which can be met out from the savings of Rs.42.98 crore available with Tamil Nadu Slum Clearance Board and Project Director, Tsunami Project Implementation Unit, Rural Development and Panchayat Raj Department under Tsunami Rehabilitation Programme and he has also stated that the Empowered Committee has also approved the proposal. 5. The Government after careful consideration accept the above proposal of the Officer on Special Duty (Relief & Rehabilitation) and accord permission to construct 792 houses (Enikaranthottam in Cuddalore District, Cuddalore Town in Cuddalore District and Nambiyar Nagar in Nagapattinam District) through Tamil Nadu Slum Clearance Board at a total cost of Rs.39.45 crore ( Rupees Thirty Nine crore and forty five lakh only) at an average unit cost of Rs.4.98 lakh (Rupees Four lakh and ninety eight thousand only) which can be met out from the savings of Rs.42.98 crore (Rupees Forty two crore and ninety eight lakhs only) available with Tamil Nadu Slum Clearance
