Uses and Forms Asbestos is a naturally occurring mineral fiber that is mined. Types of asbestos fibers include chrysotile, amosite, crocidolite, tremolite, anthophyllite and actinolite. Asbestos Containing Material (ACM) a material containing greater than 1% asbestos content. Used in over 3,000 products. Common asbestos containing building materials include pipe insulation, fireproofing, flooring materials, wall and ceiling materials, roofing materials, caulks, sealants and mastics. Health Effects Asbestosis: Scarring of the lung. Lung Cancer: Tumor of the bronchi. Mesothelioma: Cancer of the lining of the chest or abdomen. Other Latency period for these diseases is typically 20 to 50 years after exposure. Smoking Relationship: Smoking combined with asbestos exposure increases the risk of lung cancer 50 to 90 X.

Recognition of ACM Damage and Deterioration Damage and deterioration of ACM can increase the chance of a fiber release when disturbed. Can occur by Water Damage Impact Delamination

Is Asbestos Banned???

Banned Products EPA Ban of Asbestos NESHAP 1973 Banned spray-applied ACM for fireproofing/insulating. 1975 Banned installation of wet-applied and pre-formed ACM pipe insulation. 1975 Banned installation of pre-formed ACM block insulation on boilers and hot water tanks. 1978 Banned spray-applied ACM for decorative purposes.

More Banned Products EPA Ban of Asbestos Toxic Substances Control Act 1989 Issued the Asbestos Ban and Phaseout Rule. Most of the rule was vacated and remanded by the U.S. Fifth Circuit Court of Appeals in 1991 and much of the ban did not remain in effect. Items still banned include: Corrugated Paper Roll Board Commercial Paper Specialty Paper Flooring Felt New Uses of Asbestos

Products Not Banned EPA Ban of Asbestos Products not banned by TSCA include asbestoscement corrugated sheet, asbestos-cement flat sheet, asbestos clothing, pipeline wrap, roofing felt, vinyl-asbestos floor tile, asbestos-cement shingle, millboard, asbestos-cement pipe, automatic transmission components, clutch facings, friction materials, disc brake pads, drum brake linings, brake blocks, gaskets, non-roofing coatings, and roof coatings.

Current US Consumption of Asbestos USGS found that in 2006, U.S. companies consumed 2,000 metric tons of chrysotile asbestos for: 55% - Roofing Products 26% - Coatings 19% - Other (gaskets, friction products) Peak of US production (1973) over 700,000 metric tons As a result, we cannot assume that newly constructed buildings are asbestos free unless we have specific documentation Possible change to AEC BM Survey Policy

New Asbestos Ban Possible The Ban Asbestos in America Act of 2007 was reintroduced by Senator Patty Murray of Washington State after originally being introduced in 2003. The bill would: Prohibit persons from manufacturing, processing, or distributing asbestos-containing products ; Allow for exemptions when the exemption would not result in an unreasonable risk of injury to public health or the environment and when a person has been unable to develop a substance, or identify a mineral, that may be substituted for an asbestos-containing product. Establish a public education program. Support research of asbestos related diseases.

Effects to ER Program?? Very few (post 1980) acm products on campus have been found. Primarily in roofing products, caulks, sealants, glazing. University suppliers for floor tiles, ceiling tiles are typically large, reputable manufacturers (Armstrong).
