Selected credit recovery courses will be available for current 9 th through 12 th grade students in priority order at selected high schools. This is a revision of MEM-6232.0, District Base High School Credit Recovery 2014 Program, posted February 21, 2014 containing updates on school sites, approved courses, staff hour assignments, and resources. INSTRUCTIONS: I. Background State and District guidelines for graduation require students to complete required course credits and pass the California High School Exit Exam (BUL- 5186.0, Graduation Requirements for the Graduating Classes of 2014 and, 2015, dated February 11, 2011, BUL-5789.1, Graduation Requirements for the Class of 2016, dated September 12, 2013, BUL-6166.0. Graduation Requirements for the Class of 2017, dated September 18, 2013). Following State guidelines, the Board of Education adopted a California High School Exit Exam (CAHSEE) Preparation Policy requiring students to meet prescribed criteria to graduate. This policy provides for credit recovery and CAHSEE preparation courses for students not meeting graduation requirements. Further assistance is available in the Summer 2014 ESC/ISIC and BTB Support Staff Directory (Attachment A). II. Guidelines and Schedules A. General education elementary and middle school 2014 programs continue to be suspended due to state and district budget reductions. Designated CORE Waiver elementary and middle schools will hold locally designed summer intervention programs. Information about the extended learning programs for CORE Waiver schools will be provided separately. MEM-6232.1 Page 1 of 11 March 6, 2014
B. The District Base High School Credit Recovery 2014 program provides high school credit recovery at selected sites (Attachment B). C. Extended School Year (ESY) secondary Special Education programs for students eligible for ESY as indicated on the current Individualized Education Program (IEP) will be co-located at designated sites (Attachment B). D. The credit recovery program is an intervention program designed to provide standards-based instruction for credit recovery for students in grades 9-12 in priority order. E. The credit recovery program provides students the opportunity to enroll in two 2.5-hour per day, five-week courses for 60 hours to receive 5 credits for each course. F. The credit recovery program is funded from Beyond the Bell-Credit Recovery (BTBCR), program code 10641, and Common Core State Standards- (CCSS), program code 10514. G. BTBCR will fund 12 th grade courses and courses not covered by the CCSS fund. H. CCSS will fund courses for students in grades 9, 10, and 11 in English, Math, Science, and Social Science. I. BTBCR eligibility and priority order for student enrollment to meet graduation requirements is as follows: 1. 12 th grade students (class of 2014) who received a D or F in a course and are only missing 10 credits to graduate. 2. 12 th grade students (class of 2014) who received a D or F in a course and are missing more than 10 credits to graduate. 3. 9 h grade students (class of 2017) who have completed less than 1 year of math. 4. 11 th grade students (class of 2015) who received a F in high school courses not covered by CCSS. 5. 10 th grade students (class of 2016) who received an F in high school courses not covered by CCSS. 6. 9 th grade students (class of 2017) who received a D or F in A-G courses not covered by CCSS J. CCSS eligibility and priority order for student enrollment to meet graduation requirements is a follows: 1. 9 th grade students (class of 2017) who have completed less than 1 year of math. 2. 9 th grade students (class of 2017) who received a D or F in English, math, science, or social science courses. 3. 10th grade students (class of 2016) who received an F in English, math, science, or social science courses. 4. 11 th grade students (class of 2015) who received an F in English, math, science or social science courses. K. Schools are to use MyData information to determine the courses students need based on D and F rates in A-G courses. L. The credit recovery program will be held for eligible students from Monday, June 16, 2014 through Friday, July 18, 2014. Student hours are 8:00 a.m. to 1:30 p.m. (which includes a 30 minute lunch break). M. The Time Task Calendar for Credit Recovery 2014 is referenced in Attachment C. N. The Extended School Year (ESY) special education program will be colocated at 9 credit recovery sites. 1. ESY dates are from June 16, 2014 to July 11, 2014 (five days less than the credit recovery program). 2. ESY will have a curriculum planning day on June 13, 2014 supervised by the assigned Division of Special Education Specialist. 3. ESY student hours at co-located credit recover sites are 8:00 am to 12:20 pm. 4. For more information regarding ESY, see MEM-6239.0, 2014 Procedures for Extended School Year (ESY) Special Education Programs and Services. III. Enrollment and Student Eligibility A. Enrollment process for District Base High School Credit Recovery Summer School 2014 is an integral part of the pre-planning process for Summer School 2014. Counseling staff at sending and receiving schools must collaborate to ensure the equitable enrollment of students from respective sites. 1. The summer school 2014 planning teams from sending and receiving schools must collaborate to begin the enrollment/registration process for summer school credit recovery 2014 starting as soon as possible. 2. Receiving school planning teams in collaboration with the sending school planning teams are responsible for the equitable allocation of seats for students from the sending school. 3. Summer school 2014 sites are required to submit pre-enrollment Enrollment Reports from MiSIS by May 10, 2014 and again June 5, 2014 to the ESC/ISIC Administrator of Operations (Attachment A). 4. Enrollment/registration is to be completed for students by June 6, 2014. 5. Only approved courses may be offered based on the needs of eligible students (Attachment D). 6. Sending high school counselors must complete the MiSIS program 2014 Application and send the original home for a parent signature. When the student returns the signed application, a copy should be made for the school files. The sending school will enter the courses approved and the location of the receiver school. 7. Receiving high school counselors will download the applications from MiSIS, develop a summer school master schedule, and notify all students of their enrolment status. B. Credit Recovery Students with IEPs 1. Students with disabilities are eligible to participate in District Base Credit Recovery programs to the same extent as their non-disabled peers. The California Department of Education requires that summer school teachers be provided information as to whether a student has an IEP and, if so, how to access information on the services, accommodations, modifications and supports expected of the summer school teachers. 2. The following are required procedures that apply to students with IEPs that are participating in general education summer school. a. Students with District summer school applications i. Sending school will ensure that the IEP/Special Education designation is marked on the MiSIS enrollment screen. ii. The receiving summer school principal will download the IEP FAPE page 1 IEP from Welligent. If Welligent is not available, the summer school principal will contact the Special Education Service Center Operations at (213) 241-6701 for assistance. iii. The receiving summer school principal will provide the assigned teacher a copy of the FAPE page of the IEP and review the information on the services, accommodations, modification and supports expected. iv. If the student qualifies for Special Education supports, the summer school principal will contact his regional Special Education Center Operations at (213) 241-6701 for assistance. b. Students without District summer school applications ( drop-ins ) i. If a student registers for summer school without a District application form, the summer school principal will ascertain if the student has an IEP on file. ii. The summer school principal will download the IEP from Welligent. If Welligent is not available, the summer school principal will contact the Special Education Service Center Operations at (213) 241-6701 for assistance. iii. Once the IEP is obtained, the principal will follow the steps in III, B, 2, a, iii and iv. C. Student Eligibility 1. Only LAUSD students enrolled in the spring 2014 semester may participate in Credit Recovery 2014. 2. Only students in grades 9-12 in need of credits for graduation may be enrolled. 3. Health credit recovery courses: a. May be taken only by students in grade 11 and 12 who have documentation of receiving a final grade of F in Health. b. Health class may be taken by students in grade 11 enrolled at magnet schools that do not offer health classes. MEM-6232.1 Page 4 of 11 March 6, 2014
D. Enrollment in My Integrated Student Information System (MiSIS) 1. The new MiSIS will be used to enroll students for summer school. 2. The MiSIS program will provide procedures for entering summer school students into MiSIS. 3. Disciplinary records as required by BUL-3927.2, Mandated Reporting of Certain Student Behavior, dated September 13, 2010, are to be downloaded and provided to respective teachers. 4. The summer school principal will insure that all students with IEPs are identified and teachers are provided with appropriate information. IV. Student Application and Parent Notification A. The District Base High School Credit Recovery 2014 Student Application serves as the parent notification. 1. All high schools will generate the 2014 Student Application using MiSIS. 2. The sending school principal or designee is responsible for counseling, registering students and publicizing summer school. 3. The sending school must enter the application information into MiSIS by the designated due date (Attachment C). B. Counseling Students The receiving and sending school counseling staffs are responsible for working collaboratively to: 1. Identify eligible students in priority order who are at risk of failing a course in the second semester or who have failed courses. 2. Counsel students on the appropriate courses for 2014. 3. Construct a master schedule to meet the indicated needs of students. 4. Register eligible students and counsel about the importance of daily attendance. 5. Finalize attendance and enrollment closing procedures. V. Transportation A. Magnet, Capacity Adjustment Program (CAP), Public School Choice (PSC), and Permits with Transportation (PWT) students will not be transported. B. All traveling students may enroll in a summer school program at any District Base High School Credit Recovery offering credit recovery. The home school designates the receiving school site in MiSIS (Attachment B). VI. Organization of Classes A. Schools are to construct a master schedule to meet the indicated student needs for Credit Recovery (based on the approved and needed list of courses (Attachment D). 1. Classes must be organized with enrolled students by June 6, 2014 to start instruction on the first day of 2014. MEM-6232.1 Page 5 of 11 March 6, 2014
2. Students should receive their 2014 schedule prior to the end of the school year. The schedules are printed through MiSIS. B. Class Size 1. Schools are to organize classes with an enrollment of 40:1or higher to allow for attrition. 2. Credit recovery class size is 30:1. 3. On Norm Day, classes may close if attendance falls below 30 students. 4. Physical Education classes may not have more than 45 students. 5. Daily attendance must be maintained. The average daily attendance rate for 2014 is expected to be at least 85%. VII. Application and Staffing Procedures A. Application Procedure for Employees 1. 2014 positions must be applied for on-line at: https://summer.lausd.net using a LAUSD email account. 2. Email accounts are available at https://idmlogin.lausd.net/myprofile on a District connected computer. 3. The summer school 2014 application period is March 10, 2014 to March 28, 2014 for teachers, administrators, School Supervision Assistants, and Special Education Assistants in order to be listed on the 2014 Selection Roster. 4. Only eligible personnel who apply on-line will be selected. 5. Administrators must follow selection guidelines and select staff from official electronic rosters only. Once assigned, all summer school 2014 staff are electronically issued a summer Personnel Employment Record Number (PERN) for payroll purposes. a. Administrators shall not hire teachers or clerical staff members who have not applied on-line. b. Administrators are to hire teachers based on the master schedule that reflects the appropriate student enrollment and relevant bargaining unit agreements as noted below in section C. Teacher Selection. c. Administrators are to hire one School Administrative Assistant and one Office Technician only from their position class. Senior Office Technicians are not eligible for a summer school assignment. 6. Summer school hours are listed in Attachment E. B. Administrator Selection 1. Priority, selection and details for high school summer administrators are referenced in MEM-6234.1, High School Administrative Assignments and Application Process 2014, dated March 6, 2014. 2. Due to the number of overlap days for B and E basis administrators, overlap will not be allowed. a. B basis administrators may work from June 16, 2014 to July 18, 2014 (twenty four days). b. E basis administrators may only work from June 24, 2014 to July 16, 2014 (sixteen days). MEM-6232.1 Page 6 of 11 March 6, 2014
c. B basis administrator may work the first six days and the last two days with an E basis administrator working the sixteen days in between. 3. Credit recovery summer school administrator assignments are 7-hour positions (Attachment E). 4. ESC/ISIC Superintendents of Instruction shall have final approval of summer school administrators. ESC/ISIC Superintendents of Instruction will notify selected and non-selected administrators of summer school assignments. 5. Preplanning funding a. High school administrators, counselors, and/or registration advisors may receive planning support funding for pre-registration of students, planning and preparation (Attachment F). b. The hours must be time reported on or prior to June 6, 2014. c. Funding will be sent to the receiving school but it must be shared with the sending schools and appropriate employees. C. Teacher Selection Priority and selection process for the 2014 is referenced in Article XX 2.0, District/UTLA Contract. 1. Summer school 2014 principals select all teachers from the online roster and notify selected teachers of summer school assignments. 2. Non-selected teachers may check their status after May 15, 2014 at https://summer.lausd.net and clicking on the Application Status link. 3. Teachers must have appropriate teaching credentials to teach subjects listed in course offerings. 4. Teachers assigned to teach math courses will be required to attend Common Core State Standards training before the start of the summer school. A schedule of dates, times and locations will be published separately. D. 2014 Teacher Substitutes 1. Regular teachers interested in working as on-call day-to-day substitutes must apply online at https://summer.lausd.net. 2. Teachers who apply as substitutes will only receive the substitute rate of payment, regardless of the length of service during the summer. 3. Refer to MEM-6248.0, K-12 Teacher Summer Substitute Registration. E. Support Personnel 1. Clerical a. Schools will be allocated 7 hours per day for 24 days of clerical time for B Basis School Administrative Assistants (SAA) to work from June 16, 2014 to July 18, 2014. b. School will be allocated 6 hours per day for 24 days of clerical time for B Basis Office Technician to work from June 16, 2014 to July 18, 2014. 2. Custodial Support a. Site A-Basis custodial positions are to support the full implementation of the District Program as part of the A-Basis assignment. MEM-6232.1 Page 7 of 11 March 6, 2014
b. Additional custodial support will be provided based on Maintenance and Operations guidelines. 3. Other Support a. Positions listed in the Resources At-A-Glance for 2014 (Attachment F) are the only authorized positions funded for 2014. b. Sites with co-located ESY programs will be assigned a Division of Special Education Specialist and an additional 60 hours of Office Technician time. c. Deans and other off-norm positions created by adjusting class-size norms are not allowed. Schools hiring deans and off-norm support must fund the positions from the local school site budget(s). d. Schools will be held responsible for unauthorized expenditures and positions. e. Audits will be conducted during and at the conclusion of summer school. 4. School Supervision Aide (SSA) a. High School Credit Recovery sites are provided two 3-hour positions per site. For sites with over 700 students another 3-hour position may be provided. b. Current SSAs, Teacher Aides, Instructional Aides and Campus Aides are eligible to apply. Clerical, Special Education Assistants/Trainees, and Library Aides are not eligible. c. Summer school principals select SSAs in consultation with the receiving school principals and notify selected SSAs of summer school assignment. 5. School Library Closure a. Due to the current budget deficit, there will be no Teacher Librarian positions budgeted for high school summer school. b. Given the value of the resources in the school library, for example, books, multimedia, computers, and furniture, all school libraries are to be closed during summer school and the summer vacation period. There should be no exceptions made for any teacher or organization. There is no funding to replace any resources that are damaged or stolen during the summer when the Teacher Librarian will not be available to help students and colleagues. VIII. Budget and Payroll Procedures The school principal is responsible for the Credit Recovery 2014 budget including the preplanning hours prior to the start of the Summer School 2014 Program. The summer school 2014 principal is responsible for certifying that the appropriate payroll program codes are used for payroll time reporting. A. Budget 1. Credit recovery summer school will be funded from Common Core State Standards (CCSS) funds and the Beyond the Bell Credit Recovery fund (BTBCR). MEM-6232.1 Page 8 of 11 March 6, 2014
2. The BTBCR program code for credit recovery summer school is 10641. 3. The CCSS program code for credit recovery summer school is 10514. 4. ESY program code is 12159. B. Position Funding 1. Positions funded from Common Core State Standards fund 10514 a. Teachers assigned to teach approved credit recovery English, math, science or social studies classes with 9 th, 10 th and/or 11 th grade students are to be paid from the CCSS fund 10514. b. School Administrative Assistant, Office Technician, and School Supervision Aides, and Counselors are to be time reported under CCSS fund 10514 2. Positions funded from Beyond the Bell Credit Recovery fund 10641 a. Teachers assigned to teach 12 th grade classes and all other subjects not covered by CCSS. b. Teachers assigned to teach any approved class with a majority of 12 th grade students. 3. Principals are to be time reported under BTBCR fund 10641 4. 2014 resources are referenced in Resources-At-A- Glance for (Attachment F). Only these designated resources are approved and funded under a program code that will be provided. Any unauthorized personnel cost and expenditures incurred will be charged back to the school site. C. Payroll Procedures 1. An official time card must be kept for all summer school staff. 2. Summer session teachers who are paid on a pay period rate during the regular school year shall be paid at a rate equal to 1.09224 times their scheduled hourly rate. 3. For payroll information refer to the 2014 Procedural Guide. 4. Substitute teachers are to be paid at their summer school rate. IX. Instructional Program A. The Office of Curriculum, Instruction and School Support provides the instructional guides and assessments for selected courses (Attachment G). B. Principals shall supervise instruction based on the instructional guides and assessments. C. Credit recovery courses are listed in Attachment D. D. X. Professional Development for Common Core Subjects A. Teachers who apply and are selected to teach courses in mathematics will be required to attend training as a condition of employment. B. The training must be completed before the summer school program begins. A schedule of dates, times, and locations will be published separately. XI. Attendance Accounting and Documentation A. All high school credit recovery summer school data must be entered into the My Integrated Student Information System (MiSIS). B. Attendance and enrollment procedures are available in the MiSIS website at https://askitd.net/isis. 1. MiSIS is used for 2014 attendance accounting and reporting. 2. The summer school principal is responsible for maintaining enrollment, attendance records, and enters all data into the MiSIS. 3. Attendance must be monitored and recorded on a daily basis. 4. Norm Day for credit recovery summer school is June 18, 2014, the third day of summer school. Schools are to fax the following MiSIS generated reports to the ESC/ISIC Administrator of Operations: a. Classification Report b. Class Enrollment Report 5. On the last day of, Friday, July 18, 2014: a. MiSIS generated Statistical Report and a Class Enrollment Report signed by the principal must be faxed to the ESC/ISIC Administrator of Operations. b. School are to ensure that MiSIS enrollment and attendance procedures are followed.
