Executive Summary of the UNH Graduate Education Department Quarterly Assessment Report Fall 2012 This is the first quarterly assessment report issued by the UNH Graduate Education Department that focuses on the Teacher Certification Program (727), which leads to a Master of Science degree and Connecticut teacher certification. The purpose of the quarterly reports is to examine the quality of the UNH Education Department s Teacher Certification Program based on a review of assessment data associated with the progression of candidates at key transition points in the program. Given the number of assessments associated with the teacher preparation program, each quarterly report will highlight a select number. The goal is to take these reported data into consideration when making decisions to improve the quality of the teacher preparation program. The Fall 2012 Quarterly Assessment Report presents information about candidates who are newly enrolled and have started the teacher certification program in the Fall 2012 trimester. The report also presents candidate performance data on standardized examinations that are required by the State of Connecticut and the UNH Education Department for teacher certification. There are 75 new candidates who have newly enrolled in the Fall 2012 trimester. This represents a 9% increase in enrollments compared to the number of enrollments for Fall 2011. Forty-one candidates are enrolled in the elementary education program, and 34 candidates are enrolled in the secondary education program. Eighty-one percent of the new enrollments are female and 19% are male. Their average age is 27.6. Of note is that their average undergraduate GPA of 3.2 exceeds the Education Department s requirement of 2.7. The majority of the candidates (68%) graduated from in-state institutions; of which 15% graduated from UNH. The remaining 32% graduated from a variety of out-of-state institutions. Starting in their first trimester, new enrollments begin to obtain field experience through their full-time internships and/or capstone program. Approximately half (47%) of the newly enrolled candidates are placed in CT high need school districts. Coupled with student teaching, which occurs after completion of their internship/capstone program, the candidates are given the opportunity to work with diverse groups of students from a variety of school districts. This report provides information about the performance of candidates on the Praxis II examinations that are developed by Educational Testing Service (ETS) and the CT Foundations of Reading Test, which are two standardized examinations required by the State of Connecticut for teacher certification. The testing requirements vary with the candidate s certification track; 3

elementary education or secondary education. Of note, the report describes preliminary candidate performance on a new Praxis II elementary education examination that was issued this year. Since the results are preliminary and are based on a small number of examinees, it is premature to draw conclusions about candidate performance at this point in time. Also of note is candidate performance on the CT Foundations of Reading Test. UNH Education Department candidate performance is comparable to state wide averages. 4

Introduction This quarterly report presents and describes selected data as part of the UNH Graduate Education Department s Assessment System. The assessment system employs multiple measures of assessment to monitor candidates progress at various key points in the teacher preparation program. The Assessment System is designed to address five candidate transition points as illustrated in Figure 1. The transition points represent the progression of candidates based on key assessments associated with each transition point. The purpose of the quarterly reports is to examine the quality of the UNH Graduate Education Department s teacher preparation program based on a review and evaluation of selected key assessment data associated with the various transition points. 2. Followup Given the number of key assessments, each Figure 1 - Assessment Transition Points quarterly report will focus on a select number of assessments, with the intent of addressing all key assessments in subsequent quarterly reports. The focus of the Fall 2012 quarterly assessment report is a review and evaluation of selected data associated with Transition Point 1 - Program Entry, and Transition Point 4 Exit from the Program. Entry into the program requires that potential candidates meet or exceed the minimum requirements as specified by the department admission standards. For instance, in addition to achieving acceptable scores on the admissions assessment (e.g., scores from essays and structured interviews), applicants must possess the necessary undergraduate coursework, and fulfill GPA requirements. For those who apply to the secondary education program, applicants must also take Praxis II examinations to gain acceptance into the program. However, candidates for the elementary education program must take Praxis II examinations prior to exiting the program, Transition Point 4. Section I of this report presents new enrollment data for the Fall 2012 trimester. Data associated with Praxis II examinations and the CT Foundations of Reading Test are described in Section II. The intent of the report is to provide information about new candidates starting the teacher preparation program in the Fall 2012 trimester, and describe the performance of candidates on Praxis II examinations and CT Foundations of Reading Tests. 5

Section I: Transition Point 1 Entry into the Program - New Enrollments Fall 2012 This section of the report presents data on new enrollments for the Fall 2012 trimester. The data describe enrollments by program, campus/location, field placement by District Reference Group (DRG), and background information (i.e., gender, race/ethnicity, undergraduate GPA, and undergraduate institutions). These data are aligned to Transition Point #1 Program Entry. Other admissions data (i.e., key assessments) associated with this transition point will be presented in subsequent quarterly reports. New Enrollments by Program: Seventy-five candidates are enrolled in the Fall 2012 trimester. This represents a 9% increase in enrollments compared to the number of enrollments for Fall 2011. Of the 75 candidates, 41 candidates are enrolled in the elementary education program and 34 candidates are enrolled in the secondary education program. These data, as well as a breakdown of the number of secondary education candidates by subject, are presented below in Table 1. It should be noted that candidates are required to take the majority of classes at either the West Haven Campus (i.e., 600 Sawmill Road, West Haven, CT) or the Southeast Campus (i.e., Mitchell College, New London, CT). Candidates are permitted to take no more than half of their required coursework at the Meriden location (i.e., Lincoln Middle School). Meriden is considered a satellite location, and is not a campus. 6

The majority of the candidates (81%) are female, and the average age of the candidates is 27.6. The average undergraduate GPA is 3.2. See Table 3 for this information. Of the 75 candidates, only 10 candidates (13%) indicated their racial/ethnic background. Of the 10 candidates reporting their race/ethnicity, 2 indicated African American, not of Hispanic origin, 1 indicated Hispanic, and the remaining 7 indicated, White, not of Hispanic origin. Given that 87% of the new enrollments did not indicate their race/ethnicity, the data based on 13% of the enrollments are very limited. This information is displayed in Table 4. Fifteen percent (15%) graduated from UNH, and the remaining number (32%) earned undergraduate degrees from out-of-state institutions. See Table 5 for this information. The type of undergraduate major varied. Excluding subject area majors such as History/Social Studies, English, Mathematics, Science, other majors represented include: Art, Anthropology, Coastal Studies, Communications, Computer Science, Criminal Justice, Fashion, 7

Human Development and Family Studies, Journalism, Legal Studies, Marketing, Nursing, Psychology, Public Policy, Recreation Science, Theater, and Urban Affairs. Candidates are given the opportunity to work with diverse P 12 students when placed in internships, the Capstone program, and then later in student teaching positions. The distinction between urban, suburban and rural school districts is based upon District Reference Groups 1 (DRGs) as determined by data collected by the Connecticut State Department of Education. DRGs represent classifications of groups of districts based on several socioeconomic variables, for example, household income, and percent of students eligible for free or reduced-price meals. Districts with highest income and lowest need are represented with a letter code of A, while lowest income and highest need districts are represented with an I. These classifications are represented on a spectrum from A to I. Candidates are placed in DRGs of various socioeconomic status and need. The candidates are instructed to vary their field experiences among the different school districts, so that they have the opportunity to work with diverse groups of students. To summarize data, the DRGs were grouped into three categories with A through C representing low need school districts, D through F representing medium need school districts, and G through I representing high need school districts. As indicated in Table 6, forty-seven percent (47%) of the candidates are placed in High Need districts. The remaining candidates are placed in Low Need (29%) and Medium Need (24%) school districts. 1 DRG - (District reference groups) were developed by the State Department of Education to enable educators to fairly compare groups of districts with similar characteristics. The state's 166 local school districts and three academies have been divided into nine groups based on socioeconomic status and indicators of need. Section II: Transition Points: 1 Entry into the Program, and 4 Exit from the Program This section of the report provides information about the performance of candidates on the Praxis II examinations and the CT Foundations of Reading Test. The State of Connecticut requires these examinations for teacher certification. The testing requirements vary with the candidate s certification track. For instance, elementary education candidates are required to take the Praxis II elementary examination and the CT Foundations of Reading Test. The UNH Education Department recommends that candidates in the elementary program take the Praxis II examination by their third trimester so to have as many strategies courses as possible prior to taking the examination. The CT Foundations of Reading Test is designed to assess reading instruction knowledge and skills. The test must be taken and passed prior to applying for certification. Since the Praxis II Elementary examination and the CT Foundations of Reading are taken prior to applying for certification, the assessment data obtained from the examinations align with Assessment Transition Point #4 Exit from the Program. For the secondary education program, the Praxis II Content Area Tests are designed to ascertain if a candidate has the requisite subject area knowledge and competencies for a beginning teacher. Beginning Fall 2011, candidates for secondary education certification are required to pass the Praxis II Content Area Test as a program admission requirement, thus ensuring a candidate s subject area knowledge prior to beginning the pedagogical program. Therefore, data obtained from the Praxis II Content Area Tests align to Assessment Transition Point 1 Entry into the Program. (Prior to Fall 2011, the UNH pre-service teacher education program required that its candidates for secondary licensure pass the Praxis II content test prior to student teaching.) the Praxis II Content Area Test provides a standardized, objective measure of candidates subject knowledge. As the UNH Education Program does not attempt to teach candidates the substance of the subject itself, the required Praxis II test helps ensure that each candidate has sufficient subject knowledge. For standardized assessments such as the Praxis II examinations, the UNH Education Department accepts the reliability, validity, and freedom of bias information that is made available in the technical manual produced by the developer (i.e., Educational Testing Service). Information about the State of Connecticut s Assessment Requirements for Educator Certification, is available in the following web link: http://www.sde.ct.gov/sde/lib/sde/pdf/cert/guides/assess_for_cert.pdf Praxis II Elementary Education Subtests For elementary education majors, the Praxis II examination that has been administered starting in this current academic year (2012 2013) is based on a content outline and test blueprint that differs from the Praxis II Elementary examinations that have been administered during previous academic years. The current examination consists of four subtests that cover: 1) Reading and Language Arts, 2) Mathematics, 3) Social Studies, and 4) Science. The Reading and Language Arts subtest (Code 5032) consists of 65 test questions and candidates are given 60 minutes to take the examination. The Mathematics subtest (Code 5033) consists of 40 test questions and candidates are given 50 minutes to take the examination. The Social Studies subtest (Code 5034) consists of 55 test questions and candidates are given 50 minutes to take the examination. The Science subtest (Code 5035) consists of 50 test questions and candidates are 10

given 50 minutes to take the examination. For more details about the subtests, refer to the following web link: http://www.ets.org/s/praxis/pdf/5031.pdf Praxis II Elementary Education Candidate Performance Data Elementary Education Candidate Performance Data from April 2012 to November 2012 This section of the report presents preliminary data about the performance of UNH Education Department candidates on the four Praxis II subtests (i.e., 1) Reading and Language Arts, 2) Mathematics, 3) Social Studies, and 4) Science) for elementary education. Tables 7-10 present data for the subtests based on ten (10) candidates who tested from 04/19/2012 to 9/15/2012. The data were obtained from the candidates individual score reports. The tables include candidates test dates, the highest scale scores (i.e., total scores), pass/fail status, and raw points earned on each content category comprising the subtests. As indicated on the tables, raw points earned on the content categories were not provided on the individual score reports for three (3) candidates. The tables also indicate the number of raw points available for each content category, and the average performance range. It is important to note that the data are preliminary as they are based on the performance of a small number of candidates, and therefore, it is premature to draw conclusions about the performance of the UNH Education Department candidate population. Candidate performance and pass rates on the four subtests vary. The majority of candidates earned raw points on the subtests content categories that met or exceeded the average performance ranges. However, the pass rates range from a high of 90% for the Reading and Language Arts Subtest to a low of 50% percent on the Mathematics subtest. Elementary Education Mean s and Pass Rates - 2007-2012 This section of the report provides mean scores and pass rates for Praxis II elementary examinations (Test Codes 0011 and 0012) that were administered during the five academic years from 2007 to 2012. Although it is premature to make inferences about the performance of UNH candidates on the current Praxis II elementary examination (Test Codes 5032, 5033, 5034, and 5035), and it is not possible to compare candidate performance on exams that are based on different test blue prints, the data presented in this section may still be of interest. In general, the pass rates for this time period ranged from 69.7% to 94.85%, with most pass rates being approximately in the high 80% to a low- to mid- 90% range. As more candidates take the current Praxis II elementary examinations (Test Codes 5032, 5033, 5034, and 5035), a review of candidate performance and pass rates at institutional, state and national levels will become meaningful. For the Praxis II 0011 Elementary Education Curriculum, Instruction, and Assessment (paper) examination, the number of candidates testing each year has declined over the five academic years, as the number of candidates ranged from 89 candidates in 2007 2008 to 21 candidates 14

in 2011-2012. The mean scores ranged from 171.29 to 181.07 and the pass rates ranged from 69.70% to 90.48% for this five academic-year period. See Table 11 below for these data. For the Praxis II 0012 Elementary Education Content Area Exercises examination, the number of candidates testing each year declined over the five academic years, as the number of candidates ranged from 80 candidates in 2007 2008 to 53 candidates in 2011 2012. The mean scores ranged from 158.86 to 160.26 and the pass rates ranged from 89.89% to 91.94% for these five academic years. See Table 11 below for these data. All secondary education majors must take and pass the Praxis II examination(s) before entry into the program. Praxis II Secondary Education Candidate Performance Data This section describes candidate performance data from selected Praxis II subject area tests from the past five academic years: 1) 2007 2008, 2) 2008 2009, 3) 2009 2010, 4) 2010 2011, and 5) 2011 2012. The examinations include: English, Social Studies, Mathematics, Business Education, General Science and Biology. The Praxis II subject examinations for Music, Physics and Chemistry are not reported because the examinations had, on average, fewer than 10 candidates per academic year. The types of candidate performance data reported are: 1) number of candidates tested per academic year (n), 2) number of examinations taken, 3) mean score, and 4) number and percentage of candidates passing. Note that the number of examinations taken may exceed the number of candidates tested per year because candidates are permitted to retake examinations if they fail. 15

Secondary Education Mean s and Pass Rates 2007-2012 This section of the report highlights data on a select number of Praxis II subject examinations for Secondary candidates that were administered during the five academic years from 2007 to 2012. The examinations that are described in this section are for the following subject areas: English, Social Studies, Mathematics, Business Education, General Science, and Biology. For the Praxis II Examinations for English (Test Codes 0041, 0042, and 0043), the number of candidates testing each year varied over the five academic years. For example, the number of candidates ranged from 30 in 2009-2010 to 3 candidates in 2011 2012 for Praxis II Test Code 0041 English LLC: Content Knowledge (paper). The mean highest score achieved for this examination ranged from 172.34 to 181.63 and the pass rates ranged from 65.91% to 79.17% for this five academic-year period. For Test Code 0042, approximately the same number of candidates tested per year as compared to Test Code 0041. The highest mean score achieved ranged from 157.14 to 163.47, and the pass rates ranged from 52.38% to 88.89%. For Test Code 0044, the test was first administered in 2011 to 2012. The highest mean score achieved in 2011 2012 was 170.19, and the pass rate was 37.5%. Given that there are limited data on this examination, the candidate performance will be monitored. See Table 12 for these data.
