WOSB Program Changes The National Defense Authorization Act removed the anticipated award price of the contract thresholds for women-owned small businesses (WOSB) and economically disadvantaged womenowned small businesses (EDWOSB) This allows contracting officers to set aside more contracts for certified WOSBs and EDWOSBs and will help federal agencies achieve the existing statutory 5% goal. Currently the WOSB Program identifies eighty-three four-digit North American Industry Classification Systems (NAICS) SBA will conduct another study to identify and report industries underrepresented by women-owned small businesses. More eligible women-owned businesses may be able to participate in SBA s Women s Federal Contract Program and compete for and win federal contracts

Mentor-Protégé Programs The Administrator is authorized to establish a mentorprotégé program for all small business concerns. The mentor-protégé program will be identical to the mentor-protégé program of the Administration for small business concerns that participate in the program under section8(a) except that the Administrator may modify the program to the extent necessary given the types of small business concerns included as protégé Within 270 days (from Dec. 28, 2012) regulations with respect to mentor-protégé programs will be issued

Senior Executive Service The head of an agency will take steps to ensure that members of the senior executive service responsible for acquisition, other senior officials responsible for acquisition, and other members of the senior executive service assume responsibility for of the agency s success in achieving small business contracting goals and percentages promoting a climate or environment that is responsive to small business concerns; communicating the importance of achieving the agency s small business contracting goals; and encouraging small business awareness, outreach, and support.

Size Standard Changes In 2007 SBA began a review of size standards to determine whether existing size standards were still relevant and revise them when necessary. Size standards are re-evaluated every five years. To review size standards, SBA evaluated industry characteristics such as Average firm size Startup costs Industry competition Distribution of firms by size Level of and small business share of Federal contract dollars

Size Standard Changes SBA has evaluated all receipts-based size standards for industries in NAICS Sector 56, Administration and Support and Sector 51, Information to determine whether they should be retained or revised SBA will retain employee based size standards for Sector 56 and 51. The Agency will review them with other employee based size standards.

NAICS Sector 51, Information SBA has increased the receipt based size standards for 15 industries and retained the current receipts based size standards for five industries in NAICS sector 51.
