DALLAS COUNTY COMMUNITY COLLEGE DISTRICT REQUEST FOR QUALIFICATIONS EXECUTIVE SEARCH COMPANY April 8, 2013 The Dallas County Community College District is preparing to initiate a search to hire its seventh Chancellor in its forty-eight year history. The DCCCD invites Executive Search Companies, particularly those with experience in higher education to submit company qualifications for review and consideration to assist the DCCCD Board of Trustees in their endeavor to fill the upcoming vacancy of Chancellor, chief executive officer for the District. Following review of responses to the RFQ received, a number of companies will be short listed, selected for interview and further consideration. GENERAL INFORMATION 1. The Dallas County Community College District (the "District") operates seven (7) twoyear community colleges and other facilities, all located in Dallas County, Texas. This Request for Qualifications ( RFQ ) invites interested and qualified Companies to submit their credentials to provide Executive Search Company services for the selection of a new chancellor as specified herein. 2. The District is an institution of higher education and is a political subdivision of the State of Texas. The District has a board comprised of seven (7) trustees elected from seven (7) districts within Dallas County. More information about the District can be found at www.dcccd.edu. 3. The process the District will use to select the Executive Search Company will include determination of an optimum mix of experience, qualifications, capabilities and references. 6. The District may make such investigations and conduct interviews as may be deemed necessary to determine the ability of Company to provide the Services and Company shall furnish to the District, as designated, all such information and data for this purpose as the District may reasonably request. 7. It shall be clearly understood that any costs incurred by Company in responding to this RFQ is at Company's own expense as a cost of doing business and the District is not liable for payment or reimbursement to Company for any expense so incurred, regardless of whether the Proposal is accepted or rejected. 8. The selected Executive Search Company will not offer, give, agree to give to any person, or solicit, demand, accept, or agree to accept from another person, a bribe, or unlawful gift, benefit, advantage, gratuity, payment or an offer of employment in connection with or arising from this RFQ or subsequent contract. 9. All Companies must disclose the name(s) of any of its employees, officers, directors, sub-companies, or agents who may also be a member of the Board of Trustees, or an employee or agent of the District. Further, all Companies must disclose the name of any District employee, or Board of Trustees member, who has, directly or indirectly, any financial interests in Company or any of its branches. Submit this information on an attachment to the RFQ which is to be titled "Disclosure of Interest" and include the person's name, position, and the extent of financial or other interest the person(s) has in the Company's business affairs. 4
10. Companies are hereby notified that in accordance with Section 44.034 of the Texas Education Code, a person or business entity that enters into a contract with the Dallas County Community College District must give advance notice to the District if the person or an owner or operator of the business entity has been convicted of a felony. The notice must include a general description of the conduct resulting in the conviction of a felony. Furthermore, the District may terminate a contract with a person or business entity if the District determines that the person or business entity failed to give this notice or misrepresented the conduct resulting in the conviction. This requirement does not apply to a publicly held corporation. 5
