Howard Secretary AGENDA ITEM SUMMARY SUBJECT: Report on Programs Reviewed from October 1, 2013 to December 31, 2013 DATE OF MEETING: January 22, 2014 STAFF: Dr. Jennifer Frank SUMMARY: During the current reporting period, the Secretary of Higher Education acted on a total of 111 academic program proposals. These actions included the approval or endorsement of 10 degree and 14 certificate programs at independent institutions; 5 degree and 4 certificate programs at public four-year colleges and universities; and one degree program at a public community college. Twenty new out-of-state programs and 48 out-of-state renewals were approved. Additionally, one program proposal was withdrawn; one program was discontinued at a public four-year institution; and one program was discontinued at a public community college. Five partnerships were approved and one proposal was not approved/endorsed. During this same reporting period, the Secretary of Higher Education issued registration to 19 out-of-state institutions, offering 446 fully online programs. I. PROGRAMS FAVORABLY REVIEWED AND APPROVED Independent Colleges and Universities Johns Hopkins University Master of Science in Cybersecurity (Endorsed 11-13-13) Johns Hopkins University has added an online format to the existing Master of Science in Cybersecurity degree program. The curriculum intends to provide professionals with indepth knowledge and skills in the field of Cybersecurity. It will prepare graduates for careers in both the private and public sectors. The program objectives will balance theory with practice and provide students requisite knowledge and skills to protect and defend information systems from attack. Master of Science in Government Analytics (Endorsed 11-20-13) The Master of Science in Government Analytics will provide students with the knowledge and skill set needed to perform sophisticated data analyses, draw substantive conclusions and communicate results for the purpose of improving the functioning of government. Upon completion, students will be able to perform advanced analyses for government agencies, think tanks, business and political consulting firms, public opinion polling firms, political campaigns, market research firms and news organizations. -Area of Concentration in Statistical Analysis (Endorsed 11-20-13) -Area of Concentration in Geospatial Analysis (Endorsed 11-20-13 -Area of Concentration in Political Behavior and Policy Analysis (Endorsed 11-20-13) -Area of Concentration in Public Management (Endorsed 11-20-13) Master of Arts in International Economics and Finance (Endorsed 10-29-13) The new Master of Arts in International Economics and Finance is designed to prepare graduates to meet the myriad challenges associated with advanced work in the field of international economics and financial analysis, focusing on economic theory and reasoning. Students will receive quantitative and econometric skills, and the practical application of these tools to complete projects and policy analysis. Students may complete the 54-credit hour degree in 11 months as opposed to a standard two-year program. Mount St. Mary s University Bachelor of Science in Health Sciences (Endorsed 12-18-13) The Bachelor of Science in Health Sciences is designed to prepare students to work in health careers, including the areas of nursing, physical therapy, or occupational therapy. The major has a strong emphasis in biology, with a secondary emphasis is on social and behavioral science.

Goucher College Master of Arts in Environmental Studies (Endorsed 12-09-13) The Master of Arts in Environmental Studies is designed to be a professional, applied program that focuses on the importance of social and cultural contexts in understanding and responding to environmental issues. Recognizing that environmental practitioners who may not be scientists must still be able to engage in productive and meaningful dialogue with colleagues in the sciences, this program will provide the scientific literacy and quantitative skills necessary to engage all constituencies in these fields. The program will be offered in a distance-learning, limited-residency format. Master of Fine Arts in Digital Arts (Endorsed 12-09-13) The Master of Fine Arts in Digital Arts will provide opportunities for students in the digital arts to deepen their knowledge and prepare them to become researchers, scholars, and teachers, as well as creative artists. Spanning multiple disciplines, technologies, and methodologies, artists in this field are rapidly expanding possibilities of how art is created, distributed, and conceived. This 72-credit program will be offered in a distancelearning, limited-residency format. Master of Arts in Management (Endorsed 12-09-13) The Master of Arts in Management is an interdisciplinary degree that will provide its graduates with business mastery informed through the lens of creative, social, and environmental applications. Students can elect to take courses that focus on business and professional practices from nonprofit, public administration, entrepreneurial, educational, or for-profit sectors. The curriculum is designed for early-career professionals and students who do not necessarily come from a business background. This program will be offered in a distance-learning, limited-residency format. Washington Adventist University Bachelor of Science in Health Science (Endorsed 11-26-13) The Bachelor of Science in Health Science will prepare students to pursue positions in various health related fields. The curriculum is designed to build a foundation for those who intend to further their careers in allied health such as Physical Therapy, Occupational Therapy, Medicine and Dentistry. Health professionals occupy needed positions in hospitals, clinics, federal and state health departments, rehabilitation centers and other health support services. Associate of Applied Science in Radiologic Technology (Endorsed 10-09-13) The Associate degree in Radiologic Technology is designed to meet the future certification requirements for radiological technologists. Upon successful completion students will become eligible to sit for the examination to become certified radiographers. The program will prepare individuals to obtain optimal images that are used in the diagnosis and treatment of diseases.

Washington College Bachelor of Science in Environmental Science (Endorsed 11-26-13) The Bachelor of Science in Environmental Science will complement the institution s in Environmental Studies degree and will provide majors with an understanding of human-nature interfaces from the natural sciences perspective, informed by an awareness of the social dimensions of environmental problems. Courses in biology, chemistry, physics, and mathematics will form the multidisciplinary core of the new major. Public Four-Year Colleges and Universities Morgan State University Bachelor of Science in Multimedia Journalism (Approved 12-06-13) The Bachelor of Science in Multimedia Journalism is designed to ensure that students are receiving the education, skills, and experience needed to be successful journalists in the 21st century. Like real world journalism, this program requires that students learn to write and edit for traditional journalism media as well as for digital, online media. There is a focus as well on the use of social media and other new technologies for reporting the news. In addition, the program requires that students learn how to record and edit audio and video material for use across all the media platforms that journalists are now using on the job. Saint Mary s College of Maryland Bachelor of Arts in Studio Art (Endorsed 12-17-13) The designation of two separate majors would allow students to double major in Studio Art and Art History, or pursue a major in Art History with a minor in Studio Art, or viceversa, both commonly requested options that are functionally prohibited under the current structure. University of Maryland Baltimore Master of Science in Pharmacometrics (Approved 11-12-13) University of Maryland Baltimore proposed a new Master of Science in Pharmacometrics. Pharmacometrics is defined as the science that quantifies drug, disease and trial information to facilitate efficient drug development and/or regulatory decisions. The Food and Drug Administration (FDA) has identified Pharmacometrics as the mechanism for driving innovation in the scientific processes through which medical products are developed, evaluated and manufactured. The program intends to produce scientists with practical modeling and simulation skills whose research findings will ultimately inform the clinical service decision of pharmacy practitioners. The part time 30-credit hour program will be taught in an online and hybrid format.

Master of Science in Health Science (Approved 11-29-13) University of Maryland Baltimore proposed a new Master of Science in Health Science. Courses will be offered entirely online and hybrid format. The program intends to meet the credential requirements for entry into the Physician Assistant profession, the healthcare needs of Maryland and health policy changes occurring at the State and national level. Initially, the proposed degree will be offered exclusively to graduates of Anne Arundel Community College s Physician Assistant (AACC-PA) degree program provided they meet UMB s graduate admissions criteria. After the initial offering period, other students may apply for admission to the program. University of Maryland Eastern Shore Bachelor of Arts in Jazz and Popular Music (Approved 12-06-13) The Bachelor of Arts in Jazz and Popular Music will be unique on the Eastern Shore of Maryland. Few institutions in the State of Maryland offer any music programs in the contemporary areas of jazz and popular music. Given the popularity of these genres of music, this is an underserved area of study. The program will be offered within the Department of Fine Arts, which currently offers the Bachelor of Arts in Music Education as its only music degree. A non-teaching degree program in the field of music will enhance and complement the existing teaching program by expanding the student body within a diverse field. This program will bring many cultural opportunities to the Eastern Shore as well as enhance the mission of HBIs through the perpetuity of jazz, which has strong ties to African-American heritage. Community Colleges Community College of Baltimore County Associate of Science in Engineering (Approved 10-29-13) Graduates will be able to transfer their degree in a block, rather than on a course-bycourse basis, into a Maryland four-year electrical engineering program to which they have been accepted. II. IFICATES APPROVED WITHIN EXISTING DEGREE PROGRAMS Independent Colleges and Universities Johns Hopkins University Post-Master Certificate in Education Sciences (Endorsed 12-17-13) The Post-Master s Certificate is an interdisciplinary, collaborative program that seeks to provide doctoral students with the methodological skills needed to conduct exemplary education research. In partnership with the U.S. Department of Education s Institute of Education Sciences (IES) the program will increase the supply of scientists and researchers in education who are prepared to conduct rigorous and relevant education research that advances knowledge in the field. The program will provide students

exposure to disciplinary perspectives and methodological traditions not available within any individual doctoral program. Students will also participate in research placements, experience in classroom management for K-12 and experience in a local education agency. Post-Baccalaureate Certificate in HIV Primary Care (Endorsed 12-17-13) The Post-Baccalaureate Certificate seeks to address the critical need for primary care providers specializing in the care of HIV and AIDS infected individuals. Graduates of the program will be qualified to reduce the risk of HIV in key affected populations, assist patients living with HIV and AIDS in maintaining and promoting their health, apply an evidence-based person centered approach to primary care, and work in diverse settings with diverse patients. Upon completion of the program graduates will also be able to take the credentialing exam for certification as an Advanced AIDS Certified Registered Nurse (AACRN). Post-Baccalaureate Certificate in Government Analytics (Endorsed 11-26-13) The Post-Baccalaureate Certificate in Government Analytics will enhance students skills in advanced data analysis and decision making, and will welcome students from diverse academic backgrounds who have varying levels of experience with mathematics and statistics. The program sequence includes two required courses and three elective courses from one of the following specialty areas: statistical analysis, geospatial analysis, political behavior and public policy analysis, and public management. This program will be offered both online and in a face-to-face format. Post-Baccalaureate Certificate in Information Systems Engineering (Endorsed 11-13-13) Johns Hopkins University proposed to deliver the existing Post-Baccalaureate Certificate in Information Systems Engineering via online and hybrid instruction. The program intends to serve part time graduate students who are working in the engineering and science fields in the central Maryland region. The program offers the same courses based upon the same material and taught by the same instructors in the program. The coursework will provide in-depth knowledge and technical skills in the fields of information systems engineering and prepare students for technically significant careers within industry and government organizations. Maryland University of Integrative Health Post-Master Certificate in Clinical Herbalism (Endorsed 11-26-13) The Post-Master s Certificate in Clinical Herbalism provides students with comprehensive knowledge of therapeutic principles as they apply to supporting individual health and wellness, as well as tools and techniques to cultivate and build rapport in clinical encounters. Students learn to apply a bio-psycho-social model of care to meet health and wellness goals, and the skills and knowledge to build a safe and effective clinical practice in herbalism. The certificate is a total of 16.5 credits.

Post-Baccalaureate Certificate in Medical Herbalism (Endorsed 11-26-13) The Post-Baccalaureate Certificate in Medical Herbalism is designed for doctors, physician assistants, nurses, nurse practitioners, pharmacists, chiropractors, osteopaths, and other licensed and certified healthcare professionals who seek to be better informed about the safe and appropriate use of herbal medicine. The certificate is a total of 12 credits. Post-Master Certificate in Nutrition and Integrative Health (Endorsed 11-25-13) The Post Master Certificate in Nutrition and Integrative Health provides evidence-based nutrition training for health professionals and those with advanced science training, including: physicians, physician assistants, registered nurses, nurse practitioners, acupuncturists, herbalists, physical therapists, occupational therapists, dentists, pharmacists, osteopaths, and chiropractors. Post-Baccalaureate Certificate in Herbal Studies (Endorsed 10-25-13) The Post Baccalaureate Certificate in Herbal Studies is for those with an interest in herbs, wellness, and self-care. Those with a background or interest in horticulture and gardening, culinary arts and nutrition, public health and education, and the environment and sustainability, as well as parents and caregivers, will find the program of interest. SANS Technology Institute Post-Baccalaureate Certificate in Penetration Testing & Ethical Hacking (Endorsed 12-17-13) The Post-Baccalaureate Certificate in Penetration Testing & Ethical Hacking is a 13 credit program that introduces students to the strategies and techniques used by hackers to access networks and systems, and allow students to develop specialized knowledge in different types of vulnerable networks and systems. Post-Baccalaureate Certificate in Incident Response (Endorsed 11-25-13) The Post-Baccalaureate Certificate (P.B.C.) in Incident Response provides students with knowledge of attack vectors and techniques, the capabilities to seek out, identify and counter these attacks at both the host and network levels, and the ability to examine and reverse engineer malicious code often supporting these attacks. The program introduces students to forensic analysis policy and procedures, forensic analysis tools, data recovery and investigation techniques. Students will be able to explain the role of digital forensics and incident response in the field of information security, analyze the structure of common attack techniques to target the ensuing investigation and incident response, evaluate the effectiveness of available digital forensic tools and utilize multiple malware analysis tools. Post-Baccalaureate Certificate in Cybersecurity Engineering Core (Endorsed 11-25-13) The Post-Baccalaureate Certificate in Cybersecurity Engineering Core will survey the fundamental information security tools and techniques and mover to a more advanced study of the inter-relationships between offensive and defensive information security best practices. Students will gain knowledge of the essential tools and techniques needed in

cybersecurity engineering. Students will be taught various cyber-attack techniques to be employed in penetration testing and incident response. Students in this program will also learn how to detect attacks through packet analysis and intrusion detection. Washington Adventist University Upper-Division Certificate in Homeland Security (Endorsed 11-12-13) The new stand-alone Upper-Division Certificate in Homeland Security focuses on peace, conflict resolution, preparation, protection and responding to disasters and terrorism attacks. Students will have a foundation for further study in healthcare, computers, government, international affairs, policy, law enforcement or law and related disciplines. They will be prepared to work in private business, airports, FBI, Secret Service, Department of Homeland Security, military service, border patrol, coast guard, private security and computer science related positions. Upper-Division Certificate in Cyber Security (Endorsed 11-12-13) The new stand-alone Upper-Division Certificate in Cyber Security is developed to address the demand for skilled specialists to combat cyber-attacks. The curriculum will provide a framework for protecting computer systems of businesses, organizations and government agencies. The program of study will teach students about the vulnerabilities in organizations that are increasingly reliant on digital systems, and strategies to competently protect those systems. Upper-Division Certificate in Emergency Preparedness and Disaster Response (Endorsed 11-12-13) The new stand-alone Upper-Division Certificate in Emergency Preparedness and Disaster Response focuses on emergency planning and response to mass casualties with an emphasis on community health and ethical decision-making. The curriculum integrates security and public safety issues with an understanding for service. The certificate offers education and training to support the professional development of practitioners in related field. Public Four-Year Colleges and Universities Bowie State University Certificate of Advanced Study in Family Practice (Approved 12-17-13) The Certificate of Advanced Study in Family Practice will prepare nurses who currently have a Master of Science in Nursing for advanced practice roles by expanding their existing knowledge and experience to encompass primary health care. Post-Master Certificate in Nurse Educator (Approved 11-26-13) The Nurse Educator Post-Master s Certificate prepares nurses who currently have a Master of Science in Nursing degree for nursing faculty or clinical nurse educator roles. This is done by building on their existing graduate nursing knowledge and experience. The program will update and expand their knowledge in curriculum development,

assessment and evaluation. It will also revitalize their teaching and learning strategies. Students will be expected to demonstrate their proficiency in these areas through performing required presentations. Students will utilize theory from nursing science and related disciplines to design, implement, and evaluate intervention strategies in advanced practice nursing roles. They will provide leadership in nursing education and in clinical practice to improve the quality of health care to clients, with an emphasis on vulnerable and underserved populations. Coppin State University Post-Baccalaureate Certificate in Policing Strategies (Approved 11-15-13) The Policing Strategies Certificate will be offered within the existing master s program in Criminal Justice & Law Enforcement. The program will prepare qualified professionals in the human service professions and add a valuable dimension to the Department of Criminal Justice and Law Enforcement graduate program. It will also significantly enhance the graduate program and address cutting edge issues in the field and allow Criminal Justice graduate students to specialize in law enforcement related issues beyond administration and management. Morgan State University Post-Baccalaureate Certificate in Cyber Security (Approved 10-25-13) This program addresses the very serious need for Cyber Security experts and fits the University wide Certificate plan.
