Energy Market Productivity and DM - Energy Efficiency Schemes Ric Brazzale, April 2014 A2SE Doubling Energy Productivity

Key points Four Energy Efficiency Schemes operating in Australia are remaining key support measures for EE Have delivered significant reduction in energy use, reduced peak demand and transforming market (Victoria a case study) Are regressing - risk that Victorian scheme will be unwound Need to address false notion that removing energy efficiency schemes leads to downward pressure on energy prices www.recagents.org.au Presenting analysis done for RAA and EECCA www.eecca.org.au 2

Who is Green Energy Trading? Convert environmental credits and other incentives to cash for solar and energy efficiency businesses in Australia One of largest independent environmental certificate creators Accredited for commercial lighting and other activities in NSW & VIC Created certificates for more than 820 solar and energy efficiency businesses last financial year www.greenenergytrading.com.au Our team in Hawthorn www.greenmarkets.com.au Research, consultancy and advisory associate (Green Energy Markets) Check out website for prices, research notes and other market information

Financing solar and EE We have implemented an on-line form processing system Have now started to act as a Finance Broker to assist solar clients access finance solutions for their customers Please contact Green Energy Trading on 1300 077 784 or benefit@greenenergytrading.com.au 4

Up-to-date wholesale prices www.greenmarkets.com.au Wholesale certificate prices Tracking weekly activity 5

Review of EE schemes Remaining policy measures that create the greatest support for energy efficiency activities (actually diving industry transformation) Addresses a number of market failures that have plagued EE - energy is small proportion of input costs, gets little attention and unable to access capital EE schemes enable aggregation of small scale abatement and assists with up-front costs 20 EE schemes currently operate globally - certificate style schemes are in place in the UK, France, Belgium, Denmark, India, Italy, Poland and some states of the US. There are also a number of other countries/states that have implemented other forms of mandatory energy efficiency obligations on energy suppliers. 6

Energy Efficiency Schemes Scheme Started Type Coverage Target (current yr) Victorian Energy Efficiency Scheme NSW Energy Saving Scheme SA Residential Energy Efficiency Scheme ACT Energy Efficiency Implementation scheme 1 Jan 2009 1 July 2009 1 Jan 2009 1 Jan 2013 certificate based certificate based direct obligation direct obligation residential and business, electricity and gas residential and business, electricity only residential only electricity and gas residential and business, electricity only 5.4 million tonnes 2.5 million tonnes 0.34 million tonnes 13% of electricity (rising to 14% in 2015) 150 Agents accredited under NSW/Vic schemes More than 3,000 people directly employed 7

How the NSW and Vic schemes work Demand Created Energy Savings Certificate Creation Energy retailers are required to surrender energy efficiency certificates to achieve the annual target (based on level of energy sales) Range of energy efficiency activities are eligible to create certificates (based on imputed level of energy reductions converted to GHG reduction) Certificates can only be created by an Accredited Person / Accredited Certificate Provider (need to go through approval process) Compliance Reasonably onerous compliance and documentation requirements (ensuring robustness of the activity and energy savings)

Victorian Energy Efficiency Comparing Target the two (VEET) commercial (ESS) lighting schemes Economic sectoral coverage Administrator Certificate type Residential Commercial and industrial (since Dec 2011) Essential Services Commission (ESC) Victorian Energy Efficiency Certificate (VEEC) Scheme commenced January 2009 July 2009 NSW Energy Savings Scheme Residential, commercial and industrial Independent Pricing and Regulatory Tribunal (IPART) Energy Savings Certificate (ESC) Scheme duration 2030 Target reviewed every 3 years 2020 or until a national scheme comes into effect Cost to register a certificate $1.00 $0.70 Final date for creation on previous years vintage 30 June (30 Jan for Surrender) 30 June (30 June for Surrender) Certificate creator Accredited Person (AP) Accredited Certificate Provider (ACP) 2014 Target 5.4 million certificates ~2.6 million certificates (5% of annual liable electricity) 2013 penalty / shortfall rate (before tax) $43.51 ($62.16 after tax) for 2013 $25.45 ($36.36 after tax)

Methodologies used Project Impact Assessment Method Certificate creation is based on an engineering assessment of only the equipment, process, or system that is the subject of Energy Savings. Metered Baseline Method Certificate creation is based on the difference in measurements of the electricity consumption before and after the recognised energy saving activity has taken place. Deemed Energy Savings Method Certificate creation is based on common end-user equipment formulas determined by the administrator over a specific period of time. Up-front Discounted over 5 years Over 1 year Up-front 10 years In Victoria only Deemed Methodology used to date other methodologies to be developed

Is a material market value of $120 to $160m pa Combined target of 8m certificates Victorian target set every 3 years?

Activities implemented Certificates created - NSW Certificates created - Vic Are now creating more ESCs than VEECs Commercial lighting has dominated creation Changes to commercial lighting rules being implemented Standby Power Controllers had dominated creation are now phasing out Residential activities have dominated scheme to date very few business activities 12

Schemes under pressure as demand has fallen Generators and Retailers profitability severely impacted Generators losing money, writing down value of assets and closing plant Retailers profitability falling (selling less as average consumption per household has fallen) 13

AEMO in 2010 projecting growth in electricity consumption 42 TWh Growth (over 10 yrs) 14

AEMO continues to downgrade consumption - again in Feb 2014 Demand continues to fall 15

Actual consumption falling (continue to fall with manufacturing plant closures) 10-20 TWh Reduction? 16

Distributed energy has had an impact NEM consumption fell by 2.8% in 2013 cf: 2012 Solar and EE contributed more than 40% of reduction Source: www.greenmarkets.com.au Resources/Research Notes 17

Victorian demand reduction Case study Melb heat wave Unprecedented high temperatures in Vic and SA in week ending 17 Jan 2014 (4 days in a row >42 degrees) Power crisis Blackouts BUT - Did not exceed previous peak demand Pool prices did not spike as much as expected 18

VEET Scheme kept a lid on peak demand Highest peak demand in Victoria this year reached at 4.00pm on Thursday 16 January 2014 at 10,240 MW VEET activities contributed 187 MW (as lower demand) Effective Peak demand was 10,427 MW which exceeded previous peak of 10,415 MW on 29 Jan 2009 in lead up to Black Saturday bushfires. EE also contributed through: Appliance standards New home regulations Report at: www.greenenergy trading.com.au Under News and events 19

More than 2.5 million activities implemented under VEET From Jan 2009 to Dec 2103 More than 1.3 million homes have participated For Facts on VEET Scheme refer to http://www.eecca.org.au/information 20

VEET has reduced Victorian electricity consumption by 3.2% Analysed contribution of each activity in terms of its impact on reducing electricity consumption and its impact on reducing peak demand From Jan 2009 to Dec 2103 21

Reducing peak demand by 187 MW Exceeded previous peak 22

Solar PV contributed 272 MW Solar PV effectively delays peak until later in day For Report on PV contribution refer to: www.greenenergytrading.com.au 23

VEET Scheme under threat Awaiting release of Regulatory Impact Statement and Government s position on the scheme Target for 2015 to 2017 period needs to be set by 31 May 2014. Previous Minister leaked report to Herald Sun which recommends that VEET be abolished and replaced by 2015 Narrative is all about putting downward pressure on electricity bills 24

What about rises in power prices? Power prices have risen predominantly due to network charges RET and state EE schemes put downward pressure on wholesale power prices (can offset the direct cost pass-through) Modelling for NESI showed $2.2 billion of net benefits (Vic share = $500m) Composition of National Residential Electricity Prices (NEM average) (2010/11 to 2015/16) (Cents per kwh) Regulated network charges are expected to increase by 5.45 c/kwh by 2015/16 increase of 54% from 2010/11 http://greenmarkets.com.au/newsevents/report-on-impact-of-therenewable-energy-target-on-powerprices 25

What about rises in power prices? Network charges are the issue but we don t hear state and commonwealth governments raise this any more PM Tony Abbott, Guardian 18 December 2013 Reframe the issue Is it really about government not convinced of the case to incur costs to reduce emissions PRIME Minister Tony Abbott has played down a United Nations climate report that predicts a dire future for the Murray-Darling Basin and the Great Barrier Reef, saying that Australia is a land of drought and flooding rains, always has been and always will be. 31 March 2014 What about rising gas prices? 12% of NEM demand met by gasfired generation 26

Low income suburbs have disproportionately benefited VEET activities penetration by postcode compared to income levels On average these houses have had nearly two activities Predominance of low income postcodes have benefited. Few of these houses have participated 27

Conclusion Energy Efficiency schemes are making a material contribution EE schemes are remaining policy support for reducing energy consumption (and are important to addressing barriers) Like the RET the schemes are having impact and are seen as an easy target VEET review outcome represents major challenge to our industry 28
