Each offeror is required to provide a safety vest that meets the specifications. 2. Submitted Proposals must meet the Document Organization section and submit the completed Compliance Checklist. Safety Garment Classifications 1. Blauer 340 Breakaway Safety Vest or Chief Safety Officer Approved Equivalent 2. Velcro or equivalent front closure 3. 2 3M Scotchlite or equivalent reflective material 4. ANSI/ISEA 107-2010 Class 2 CERTIFIED version (28 long panels deployed) 5. Safety Vest will have NO STRAPS and NO ZIPPERS Background Material 1. Vest Mesh Material: Fluorescent Yellow or equivalent Hi-Vis Modacrylic Mesh, ANSI/ISEA 107-2010 2. Hi-visibility breathable, fade resistant and mesh background fabric 3. Minimum of 0.50 m 2 or 775 in 2 of material Background materials for high-visibility safety apparel shall be tested in accordance with ASTM D1424-09, Standard Test Method for Tearing Strength of Fabrics by Falling- Pendulum Type (Elmendorf) Apparatus at a minimum requirement of 13 N (1326 gf; 2.92 lbf) in both directions. Trim 1. Binding should be 100% nylon plain weave taffeta (Color: Black) a. 100% polyester plain weave taffeta (Color: Fluorescent Yellow or equivalent) 2. Stitching: Hook and Loop, woven nylon base, including Velcro or equivalent stitching: Fluorescent Yellow) 3. Ribbon width is 2.6 inches grosgrain (includes black border) 4. Reflective trim: 2 inches wide, 3M Scotchlite or equivalent silver reflective fabric Reflective Material 1. Hi-contrast Scotchlite or equivalent 2 inch stripe for day/night visibility and 3M reflective material 2. Retroreflective or combined-performance material with background material minimum of 0.13 m 2 or 201 in 2 and a photoelectric performance of 2 or 1. Performance Class 2 apparel shall have areas of retroreflective or combined-performance materials placed so as to provide 360 visibility of the wearer at all viewing angles in a horizontal plane. 2
Design and Features 1. Full Cut Vest 2. 2 inch wide heat laminated Scotchlite or equivalent striping applied to 2.6 inch wide grosgrain ribbon 3. Highly adjustable side closures for a universal and comfortable fit. The vest side closure shall be of the same reflective materials as described above 4. Two stripes of reflective material on the vest back that forms and X pattern 5. Vest shall have 4 points of breakaway: a. Chest shall breakaway on both shoulders with front attaching to back of vest with Velcro or equivalent b. Sides shall have Velcro or equivalent on an outside adjustable waistband 6. Velcro or equivalent strips will run the full length of fabric on all break-away areas 7. Microphone loops on the left and right shoulder area, approximately 4-1/2 inches below the shoulder 8. Four vertical individual pieces of reflective tape that converge at the shoulder seam with the front and back vertical tapes and are lined up evenly 9. Double slotted pen pocket to be located on both left and right side 10. Hot and cold weather resistant clear ID holder with flap on the upper left chest 11. Labels/Tags shall be sewn to the inside of the horizontal stripe certifying compliance of ANSI/ISEA 107-2010 Class 2. 12. Front and back must accommodate two rows of custom lettering. Pockets 1. One (1) clear plastic 3 x 4 pocket with flap. Flaps shall be secured with 1 clear plastic strap flap 2. Pocket shall be positioned on the upper left chest a. Option: can be placed on top of reflective tape Imprinting 1. FRONT: Grey reflective WMATA lettering (approximately 2-3/4 high) shall be positioned (centered) horizontally between the upper and lower horizontal reflective tapes on front. Grey reflective OPERATIONS lettering (approximately 2-3/4 high) shall be positioned (centered) horizontally between the lower horizontal reflective tape and bottom trim on front. 2. BACK: Grey reflective Metro logo (approximately 4 high) shall be positioned centered on the reflective tape ( X ) on the back. Grey reflective OPERATIONS lettering (approximately 2-3/4 high) shall be positioned (centered) horizontally between the lower reflective tape and bottom trim on back. 3. Washing instructions must be included in vest label with a minimum 20 washes Class 2 Vest Sizes 1. The class vest should be in the following sizes a. Small - Medium 3
b. Large - X-Large c. 2X-Large - 3X-Large d. 4X-Large - 5X-Large e. 6X-Large 7X-Large Certifications 1. Provide an ANSI/ISEA 107-2010 Class 2 full fabric certification provided by a third party on a WMATA customized garment for evaluation in accordance with the specifications. Certification records must be provided with the fabric. First Article Inspection 1. Contractor shall deliver one (1) unit of each size to the Authority for first article (preproduction sample) tests within 60 days of contract award. The shipping documentation shall contain this contract number and identification. The characteristics that the first article must meet all requirements. 2. Within 10 days after the Authority receives the first article, the Contracting Officer shall notify the Contractor, in writing, of the conditional approval, approval, or disapproval of the first article. The notice of conditional approval or approval shall not relieve the Contractor from complying with all requirements of the specifications and all other terms and conditions of this contract. A notice of conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite the reasons for the disapproval. 3. If the first article is disapproved, the Contractor, upon Authority request, shall submit one additional first article for testing. After each request, the Contractor shall make any necessary changes, modifications, or repairs to the first article or select another first article for testing. All costs related to these tests are to be borne by the Contractor, including any and all costs for additional test following disapproval. The Contractor shall furnish any additional first article to the Authority under the terms and conditions and within the time specified by the Authority. The Authority shall act on this first article within the time limit specified in paragraph (2) above. The Authority reserves the right to require an equitable adjustment of the contract price for any extension of the delivery schedule or for any additional costs to the Authority related to these tests. 4. If the Contractor fails to deliver any first article on time, or the Contracting Officer disapproves any first article after a second attempt, the Contractor shall be deemed to have failed to make delivery within the meaning of the Defaults clause of this contract. a. Unless otherwise provided in the contract, the Contractor may deliver the approved first article as a part of the contract quantity, provided it meets all contract requirements for acceptance and was not consumed or destroyed in testing; and 4
5. If the Authority does not act within the time specified in paragraph (2) or (3) above, the Contracting Officer shall, upon timely written request from the Contractor, equitably adjust under the Changes clause of this contract the delivery or performance dates and/or the contract price, and any other contractual term affected by the delay. 6. The Contractor is responsible for providing operating and maintenance instructions, spare parts support, and repair of the first article during any first article test. 7. Before first article approval, the acquisition of materials or components for, or the commencement of production of, the balance of the contract quantity is at the sole risk of the Contractor. Before first article approval, the costs thereof shall not be allocable to this contract for (1) progress payments, or (2) termination settlements if the contract is terminated for the convenience of the Authority. 8. The COTR will inspect the first article (pre-production sample) against the specification and shop drawings as well as test its fit in the field.
