PART I Introduction, Goals, General Requirements, and Background Information Introduction The Oyster River Cooperative School District supports 2,040 students and 520 staff members across four schools, three administrative buildings, and three towns. Currently, the LAN is all Cisco equipment that is reaching end of life within the next two years. The majority of the ports only support 10/100 speeds. The high school and middle school have wireless access but not the wireless density that is needed to support Bring Your Own Device or a 1 to 1 initiative. The elementary schools wireless was recently refreshed with a solution from Aerohive and is working adequately. The elementary schools are located in two separate towns and have had only T1 connectivity back to the Durham campus (ORHS, ORMS, SAU, and Service Building). This summer their connectivity will be upgraded to dark fiber. Our current firewall will not be able to handle the additional users. We also hope to take advantage of several Internet connections from more than one carrier for redundancy but our current firewall does not support this either. The Oyster River Cooperative School District is looking for a vendor to provide a network design, hardware, software, training, and implementation services. If it does what is the turnaround time? Written references for which your company has provided a similar project scope to. Goals By upgrading our network infrastructure we hope to meet the following goals Reduce complexity Provide improved end user experience o Increase edge connections to gigabit o Provide ubiquitous wireless coverage for both district owned devices and personal student/staff devices o Provide a smoother connection process for personal wireless devices Page 2 of 9

Gain better visibility into the network including but not limited to how many devices are connecting to the network, what are the devices, how much bandwidth are they consuming, what applications are the devices running, and RF information for troubleshooting. General Terms and Conditions A. All proposals must be received by May 23, 2013 at 12:00pm EST. ALL BID PACKAGES MUST BE SEALED AND DELIVERED TO: Oyster River School District 36 Coe Drive Durham, NH 03824 Attention: Joshua Olstad (Network Infrastructure RFP) Each package should be clearly marked with the school district s project title: Network Infrastructure May 2013 RFP Any packages faxed or delivered to the wrong address will be subject to disqualification. B. No bid will be opened prior to the date specified above in section A. Thereafter, Oyster River School District will open all bids. A list of all bidding vendors, a summary of bids and all original bid documents will be made available for public inspection as soon as possible. Oyster River School District will notify all bidders when a contract has been awarded. C. Any cost incurred in the preparation and submission of a proposal in response to this RFP shall be at the sole responsibility of the respondent. D. The Vendor and/or Subcontractor must be authorized to sell all equipment outlined in this specification. E. The Vendor will provide price quotes for the complete equipment configuration outlined in this RFP. Pricing shall remain valid for at least 90 days from date of the RFP due date. Bidding vendors must be able to supply all parts listed. F. Products must be available within two weeks from the day the RFP is awarded. G. Evaluation of vendor proposals will be based on: a. The experience of vendor personnel, b. Ability to install and test products in timeframes specified, c. A recognizable commitment by the vendor to provide excellent service. d. Total system cost H. ORCSD reserves the right to reject any or all proposals and to waive any minor informality or irregularity in proposals received, if doing so best serves the interests of the school district. I. It is the responsibility of the bidder to deliver the proposal on or before the requested date and time (stated above). Proposals may be withdrawn by letter or, with proper identification, by personally Page 3 of 9

securing the proposal prior to the requested bid date. Withdrawn proposals will be returned unopened to bidder. Bidders will be permitted to withdraw proposals after said proposal is received and opened pursuant to this invitation only by written request indicating the reasons for withdrawal. J. Should a bidder find discrepancies in, or omissions from, the specifics contained in this RFP, or should the bidder be in doubt as to the meaning, he shall at once notify Oyster River School District, which will send written instructions/clarifications to all bidders on record. Oyster River School District will not be responsible for any oral instructions/ communications. K. A contract resulting from this RFP is subject to cancellation by either party upon thirty-day s (30) written notice. L. A proposal shall be signed by a duly authorized representative or agent of the Vendor. M. Awarded Vendor shall not assign, transfer, convey, sublet or otherwise dispose of any of its rights, title or interest in a contract without the prior written approval of Oyster River School District. N. Purchase orders will be the method by which Oyster River School District will purchase products if a contract is awarded. O. All invoices shall bear the correct purchase order number and shall be sent to: Oyster River School District 36 Coe Drive Durham, NH 03824 Attention: Accounts Payable Invoices may be faxed to (603) 868-6668. P. Proposals shall include payment terms of Net 30 Days from invoice. Q. Oyster River School District is a tax-exempt entity. Documentation will be provided upon request. R. Awarded Vendor shall not utilize the Oyster River School District name or logo without the express written permission of Oyster River School District. S. In performance of its duties and obligations under a contract, awarded Vendor shall at all times be in compliance with all applicable Federal, State and Local laws, regulations and ordinances now in effect or as hereafter amended or promulgated. T. Schedule of Events: The following is the required schedule of events for this project. The schedule may change depending on the results of the responses and a final schedule will be established prior to contracting with the successful Vendor. Event Date 1. Background Information District Network The service building houses the core of the district network. A Cisco Catalyst 6509E runs the core with single mode fiber running to Oyster River High School, Oyster River Middle School, SAU Office, Moharimet Elementary, and Mast Way Elementary. Due to the age of the Catalyst 6509E, we do not plan to replace this switch. This location will also house the district s Internet connections. Currently, there is a 35Mbps by 35 Mbps connection. Over the summer, an additional 50 Mbps by 50 Mbps connection will be added. This connection will provide Internet access as well as access for our hosted VOIP phone system. Both connections are delivered through fiber optic cable with an Ethernet handoff. Oyster River High School Network The ORHS has one MDF and four IDFs. Currently, the MDF has a Cisco Catalyst 4510R and is connected via single mode fiber back to the Catalyst 6509E in the service building. Between each IDF and the MDF are 8 strands of multimode fiber optic cable (62.5nm). The fiber optic cable is orange colored. Two IDFs have Cisco Catalyst 3560 switches while one has a stacked Enterasys B5, and the fourth has a Cisco Catalyst 4506. Based on our research we estimate that we need approximately 90 wireless access points. The following is the number of ports in each closet (this count does include ports for wireless access points). Between the MDF and each IDF are 24 strands of multimode fiber (50nm). The fiber optic cable is aqua colored. Both IDFs have Cisco Catalyst 4506 switches. Based on our research, we estimate that we need approximately 60 wireless access points. The following is the number of ports in each closet (this count does include ports for wireless access points). We would like to light this connection with a 10Gb connection. Between the MDF and IDF are 24 strands of multimode fiber (50nm). The fiber optic cable is aqua colored. The IDF has a Cisco Catalyst 3560 switch. Our current wireless solution is adequate and we do not plan to replace it. SAU Office The SAU Office has a single data closet with a Cisco Catalyst 3560. There is a 1GB connection over single mode fiber optic cable that goes back to the Cisco Catalyst 6509E at the network core. The building is small and only needs a single wireless access point. They have their own Internet connection that is 25Mbps. Both their data and phones utilize this connection. This location will need to have a firewall that supports a persistent VPN tunnel back to the core network at the Service Building. The building will also need a single access point that broadcasts the district SSID. Client Devices OYSTER RIVER COOPERATIVE SCHOOL DISTRICT supports many different clients including Windows XP and 7 running on Dell and Lenovo hardware Google Chromebooks Apple imacs, MacBook Air, MacBook Pro ipad 1 and ipad 2 Nooks and Kindles Printers and Copiers (HP, Konica Minolta, Toshiba and Xerox) Polycom IP 335 and IP 650 VOIP Phones 10Zig and Wyse Thin clients Traffic The network needs to support the following types of traffic Web based applications (Moodle, PowerSchool, Google Apps, etc) General web browsing including streaming audio and video Utility applications (Siemens building automation, VRanger Pro backup software, VMWare View) VOIP Phones Questions A. Part II: Product to be procured General Requirements A. New/Used: All equipment bid shall be new (in the box). B. Safety Standards: Equipment bid shall meet all federal, state and local safety standards and current Underwriters Laboratories standards for electrical equipment. C. Guaranteed Delivery Date: Guaranteed delivery no later than July 1, 2013. D. Pricing shall be F.O.B. destination 33 Coe Drive, Durham, NH 03824.
