In order to assist consumers in applying for health insurance through kynect, you must first become a Certified Application Counselor (CAC) Organization. Who can become a CAC Organization? - Federally Qualified Health Centers - Hospitals - Health Care Providers - Indian Health Services and Providers - Ryan White HIV/AIDS Providers - Behavioral or mental health providers - Agencies with experience providing social services like SNAP, energy assistance etc. that are: - Non-federal government entities, - 501(c) organizations, or - Local government agencies
What can CAC organizations do? Becoming a CAC organization allows an organization to train Certified Application Counselors (CACs). These counselors can: - Provide information to individual and employees about health insurance plans offered through kynect - Educate individuals and employees about payment assistance programs (Medicaid, tax credits etc.) - Assist individuals and employees with their Medicaid or health insurance plan applications through kynect
All CAC organizations must agree to: Disclose to the organization or to the OKHBE and potential applicants any relationships with Health Insurance Plans (also referred to as Qualified Health Plans or QHPs), insurance affordability programs or any other potential conflicts of interest; Comply with Federal and OKHBE privacy and security standards consistent with Section 155.260, and applicable authentication and data security standards; Refer to the appropriate consumer assistance personnel or call center when applicable; Provide information in a manner that is accessible to individuals with disabilities, as defined in the Americans with Disabilities Act; Agrees to act in the best interest of the applicants assisted; Comply with the requirements of 45 C.F.R. 155.225; and Not collecting fees or accepting any form of payment from applicants for applications or other assistance with kynect
How do I become a CAC organization? 1. Go to healthbenefitexchange.ky.gov 2. Click on the Agents/kynectors tab
2. Click on the link that states If your organization is interested in participating as a Certified Application Counselor please click here
3. Review the information provided then click the Complete the Form Button
4. Enter organization information like name, type, address etc. 5. You will need to designate an Organization Administrator and primary contact. This should be the supervisor of anyone who will be doing outreach and enrollment. 6. Enter the names, phone numbers and email address of those who will be doing enrollment *A screenshot is on the next page
What happens next? 1. You will receive confirmation from KHBE that your application to become a CAC organization has been approved. 2. The organization administrator will receive an invitation from EKU to completed required training. Note- You may need to check your junk mail folder. 3. After completing training, you will receive an invitation to create a KOG account. Note- This is a different account from the training account and you will need to create a new account on KOG. 4. The CACs you designated will receive an invitation to train as a kynector. These invitations will come from EKU and may go into junk mail on email. 5. After they have completed trainings, the organization administrator can send an invitation for CACs to create a KOG account (KPCA has a resource for this). Note- This account is different from the training account and CACs will need to create a new account on KOG. 6. The CAC will create an account and have access to their portal!
