Retail market development Electricity market liberalised in 1990 Supplier switching free of charge since 1997 Hourly metering for large consumers since 2004 Nubix (2007) 3
State of the retail market ~ 175 DSOs ~ 200 Suppliers Few independent suppliers Generally low margins on contacts offered at national price comparison website > 50 % of customers are on elspot contracts Most suppliers are vertically integrated with DSO ~70 % of customers has incumbent supplier 4
The market is changing Customer at the center Climate and technology EU directives Nordic harmonisation National targets and regulations 5
Smart metering (AMS) in Norway All metering points in Norway shall have AMS by 2019 CBA made in 2007 Correct billing and settlement based on actual consumption Better basis for grid investments decisions Additional services DSOs now report that they have previously underestimated their benefits from smart metering
Current status for AMS DSOs are responsible for the rollout and secure operation Many DSOs cooperate on procurement and management of AMS Most DSOs have finalized procurement Currently there are three meter vendors Main deployment years: 2017-2018 (70% of scope)
Main goals for the datahub (2012) Efficient use of smart metering Efficient competition on additional services to smart metering Must support a supplier centric market model The solution must promote neutrality and equal competitive terms Must have regard to harmonisation of Nordic retail markets Cost efficiency
What is different? 9
Benefits of Elhub architecture Clear separation of monopoly and market services Effective access for third parties Functional standardisation of data formats, interfaces and processes Flexibility for future development of market processes Cost effective: One market operator instead of 150+ 10
Successful migration is critical All DSOs and suppliers must migrate high quality data to Statnett before Elhub can go live Quality assurance of databases National database for persons used to wash current data Quality requirements
Privacy by design Person ID Customer owns data Web plugin through service providers Overview of stored data Management of third party access Confidentiality
Regulation of Elhub New regulations in place since June 2015 Elhub takes over responsibilities from DSOs: Supplier switching and moving Profiling and grid loss Balance settlement data Reconciliation for profiled customers
Regulation of Elhub Supplier centric management of customer data Supplier provides customer data to Elhub Supplier required to provide historical consumption data to customers
Other changes in regulation Messaging standards (Ediel) Data quality and migration Storage duration Metering requirements Reversal of processes Standards for validation, change and estimation of metering data Meter values in Elhub must be used for billing Security management systems Privacy web solution Neutrality requirements Elhub user contract Third party access Statistics
What next? 16
