MINUTES OF THE MEETING OF THE LOCAL MANAGEMENT COMMITTEE FROM HASKOVO REGION UNDER THE PROGRAM LEONARDO DA VINCI Today, 09.05.2005 /Monday/ at was held a working meeting for the creation of the Local Management Committee under the program Leonardo da Vinci Programma di Azione Comunitaria in materia di Formazione Professionale. The following organizations from Haskovo region, involved in the local training system took part in the meeting: Municipal enterprise Youth center Haskovo; Secondary vocational school for food industry and tourism in Haskovo; Secondary mathematics and natural sciences school in Haskovo; Union for development and recreation; Chamber of industry and trade Haskovo; The working meeting was chaired by Vania Alexandrova senior expert in the department Regional development and European integration of. The agenda of the work meeting was as follows: 1. Presentation of the project under Leonardo da Vinci Program objectives, activities, expected results, partners etc. 2. Discussion on the main tasks and responsibilities of the Local Management Committee from Haskovo region; 3. Decision for the creation of a Local Management Committee; 4. Evaluation of the local educational system in Haskovo region and the basic needs in the field of vocational training, with special emphasis on the needs of the disadvantaged groups; 5. Discussion on the objectives and activities to be performed on a local level. The representatives of the above mentioned organizations agreed to become members of the Local Management Committee and to work, together with the local partner of reference for the implementation of the project on a local level. They committed to: Participating in the activities carried out on the local level under the project, including in the Laboratory for testing of the training model; Providing information and expertise about the needs and opportunities of the local training system; Preparing an operative working program to support the strengthening of the local training network; Adapting the innovative training methods to the local needs and including them in the school programs and courses; Raising the awareness of other local organizations, working in the field of education and vocational training; Promotion of the activities under the project through information materials, seminars etc.

The composition of the Local Management Committee is as follows: Vania Alexandrova senior expert in the department Regional development and European integration, ; Krasimira Damyanova director of the Municipal enterprise Youth center Haskovo; Penka Georgieva headmaster of the Secondary vocational school for food industry and tourism in Haskovo; Dora Mileva headmaster of the Secondary mathematics and natural sciences school in Haskovo; Ivanka Dushkova executive director of the Union for development and recreation; Ivanka Koleva representative of the Chamber of industry and trade Haskovo; The Local Management Committee decided to meet once every three months for discussion of the progress under the project and the forthcoming activities to carry out. Whenever there is an important issue to discuss or a problem to solve on a local level, the Local Management Committee can meet more often., as the main local partner under the project, will take care of the smooth running of the planned activities on a local level. It will organize the overall work on a local level and will ensure the good coordination between the foreign partners and the local organizations. Community action programme on vocational training Procedure B Second phase: 2000 2006 PILOT PROJECTS, LANGUAGE COMPETENCES, TRANSNATIONAL NETWORKS AGREEMENT n 2004 I/04/B/F/PP-154052 NEXT LOCAL TRAINING PACT AMONG DIFFERENT LOCAL ACTORS INVOLVED IN TRAINING HASKOVO REGION The Haskovo Local Management Committee prepared in the framework of the Pilot Project Sistemi Formativi verso Nuove Esperienze NEXT (hereafter named NEXT) the present Local Training Pact, involving different local actors interested in training, in order to define the main objectives, strategies, tasks, responsibilities of the local organizations involved in the implementation of NEXT project under the Program Leonardo da Vinci, as well as the operative working program. Creation of a network of organizations on a local level /in Haskovo region/ to work operatively under the NEXT project for the development and testing of an innovative training model (NEXT Training Model); Improvement of the local system of vocational training through the introduction of the NEXT Training Model defined in the educational process; Improvement of the situation of disadvantaged groups of young people and of their chances to enter the labour market through vocational training, through the development of social skills and a facilitated approach to active life. Strategies: Analysis of the local training system and assessment of the strengths, weaknesses, needs and opportunities of the system of vocational training in Haskovo region; Testing the model and spreading it to other local educational organizations; Adapting the innovative training methodology, developed under the project, to the national educational system and including the training model in the curricula of the secondary vocational schools in the region and in extra-scholastic courses; Raising the awareness on a local level through dissemination of information about the project and promotion of the good practices, developed under the project; Tasks (activities) on a local level: Establishment of connections between the public and the private organizations, working in the field of vocational training; Definition of an operative working program to support the creation of a local training network; Research of specific characteristics of the national vocational training system identification of the strengths and weaknesses, needs, problems, trends and opportunities of the national educational system; Identification of potential participants in the Laboratory for testing the training model; Organization of the Laboratory /logistics, registration of participants, distribution of materials etc./; Testing of the innovative training methodology by local trainers and teachers; Translation of the information materials and dissemination of the materials; Coordination of the activities under the project, carried out on a local level; Responsibilities of the local partners: The partners under this Local Training Pact will cooperate for the effective implementation of the project on a local level. The work will be coordinated by the Local Management Committee, which includes different actors, involved in the educational process and working with young people on a regional level. The tasks will be carried out by the partners as follows: is the local partner of reference under the project. As a lead organization on a local level it is responsible for the overall implementation of the project in Haskovo region. It is responsible for the overall management of the project, for the distribution of the tasks between the local

partners, for the coordination of the work, for the connections with the foreign partners, for the logistics, for carrying out the tasks assigned to Haskovo region within the framework of the project, for drafting reports /Cahiers de bord/ and managing the financial resources under the project. The Municipal enterprise Youth center Haskovo is the biggest youth center in Haskovo region. It offers different extra-curriculum activities to children and young people: art classes, signing and dancing groups, psychological help, youth exchanges with other countries, groups of various interests etc. It will provide information, concerning the extra-scholastic activities and trainings offered to young people in Haskovo. It will participate in identifying the local organizations to be included in the testing laboratory and will take an active part in the testing laboratory. It also commits to use the training model and to disseminate it to other organizations, interested in innovative training methodologies. It will participate in the promotion of the project. The Secondary vocational school for food industry and tourism in Haskovo is one of the leading vocational schools in Haskovo region. It is very active and experienced in the preparation and implementation of European projects. It will provide information, advice and expertise in the field of vocational training. It will disseminate the information and good practices of the project to other secondary vocational schools in the region. It will help identifying the potential participants in the testing laboratory. The school will adapt the innovative training model and include it in its curriculum. The Secondary mathematics and natural sciences school in Haskovo is one of the best secondary schools in Haskovo region. It is specialized in teaching maths, informatics, natural sciences and foreign languages. It has know-how and administrative capacity for the management of EU projects. It will provide information about the educational process and the newest trends in the secondary schools. It will assist in the organization of the testing laboratory and will disseminate information materials about the project. It will use the innovative training model in its school work after the testing phase. The Union for development and recreation is one of the leading NGOs in Haskovo region. It is well-experienced in regional development, projects implementation, work with young people, training courses. It has a license as training organization and it organizes courses for young people in the field of information technologies, management etc. It will share its experience in the extracurriculum work with young people and will assist in the adapting and application of the innovative training system on a local level. It will participate in the testing of the model, in the dissemination of information and promotion of the project. The Chamber of industry and trade Haskovo is the major employers representative on a regional scale. The biggest companies from the region are members of this chamber. It has a license as training organization and it has organized several trainings, courses, seminars, conferences etc. in different fields. It has good connections with the local business and can be very helpful for providing information about vacant positions and finding work for young people, trained with the developed innovative model. It will assist in the organization of the testing laboratory and will disseminate information materials about the project. It will use the innovative training model in its training work after the testing phase.
