My name is Steve White, and I am the Director of the Affiliated Construction Trades Foundation ( ACTy), a division of the West Virginia State Building and Construction Trades Council, AFL-CIO ( Council ). The Council offices are located at 600 Leon Sullivan Way, Charleston, WV 25301. The Commission granted the Council s request to participate as a party in this proceeding on September 9,2010. PLEASE DESCRIBE YOUR PROFESSIONAL BACKGROUND. A. I have a Bachelors Degree in Economics and a Masters Degree in Labor Relations, both from the University of Massachusetts, Amherst. Before coming to the Council, I worked for seven years at the Washington D.C. headquarters of the United Brotherhood of Carpenters and Joiners of America as a research specialist in their corporate research department and other duties. I have been ACT S Director since 1992. WHY DID THE COUNCIL INTERVENE IN THIS CASE? The Council is a labor organization that represents approximately 20,000 construction 15 workers throughout the State of West Virginia and surrounding counties. The 16 17 18 19 20 membership of the Council includes ratepayers and employees who work in the construction and maintenance of various projects including electric generating stations, substations and portions of the construction of transmission lines, including those owned by Monongahela Power Company, The Potomac Edison Company, and Trans-Allegheny Interstate Line Company, all of which are affiliates of Allegheny Energy, Inc. 21

The Council supports the proposed merger due to the long, positive history that we have with Allegheny. It is our position the merger will create a more stable and financially viable company which will maintain the employment opportunities we have enjoyed in the past as well as create possibilities for increased investment and construction employment opportunities in the future. In my experience the vast majority of construction and maintenance work undertaken by Allegheny in West Virginia has been done by local, union, construction workers. These good paying jobs, with health and pension benefits, are good for the Council s members and good for the State of West Virginia. At the same time, Allegheny and its customers have received quality work at competitive pricing from well-trained construction workers. Thus, the hiring of local union workers has been a positive for all involved. A strong Allegheny, which I believe will result if this merger is approved, will mean a continuation - and possibly an expansion - of this positive relationship. That will be good for this State.
