Maxwell, Administrative Director Ms. Horton called the meeting to order at 9:09 a.m. A roll call was conducted and a quorum was present. Dwight Hymans, LCSW, ASWB Mr. Hymans gave a presentation to the Board regarding different types of marketing plans ASWB and other state boards have prepared, including brochures and electronic media. Mr. Hymans said the plans target students and faculty, licensees, the general public needing services and potential employees. Mr. Hymans stated the ASWB can print brochures for the Board to distribute to schools, etc. for a fee. Mr. Hymans stated there are sixty-two (62) levels of social worker licensure in the United States. Mr. Hymans stated that ASWB has new brochures which they offer to member Boards at no charge. ASWB has three new blueprints for examinations, including advanced generalist. The 1

advanced generalist examination has moved away from primarily clinical and is now focused on advanced practice. ASWB also has an online practice exam. Mr. Hymans said ASWB has initiated a service that will audit continuing education for Boards. The Board thanked Mr. Hymans for his presentation. Marketing Task Force Report The Board reviewed the report from the committee. Ms. DeMott made a motion, seconded by Ms. Williams, to support the recommendation from the task force to seek the services of a marketing firm to craft a message regarding the practice of social work and social work licensure through a request for proposal. A roll call vote was conducted and all Board members voted in the affirmative. Minutes Ms. Housteau made a motion, seconded by Dr. Reverend Gray, to approve the February 3-4, 2011 minutes. The motion carried. Petition for Reconsideration of Licensure Denial The Board reviewed a petition for reconsideration of a licensure denial from Christopher Russell, LMSW applicant. At the February 12, 2009 meeting, the Board voted to delay a decision on Mr. Russell s application. The Board requested that Mr. Russell submit certified copies of the pardon from North Carolina and appear before them to discuss two felony convictions in 1979 and 1985. As of the May 7, 2009 meeting, Mr. Russell had not submitted a certified copy of his pardon, and he did not appear at the meeting. The Board voted to deny his application. Mr. Russell appealed the denial. On November 5, 2009, a hearing was held. The Board issued an order denying Mr. Russell s appeal and upholding the denial of licensure. Mr. Russell filed a petition for reconsideration. Ms. Housteau made a motion, seconded by Dr. Reverend Gray, to grant the petition and to schedule oral argument for the August meeting. The motion carried. OGC Report There are four (4) open disciplinary files in OGC for social workers. The Board reviewed SB0280 requiring licensees to be notified when a complaint is received. Ms. Sams made a motion, seconded by Ms. Alexander, to oppose the bill. The Board reviewed SB505 requiring practitioners to display their license or registration certificate at the licensee s place of business. The Board took no position on the bill. The Board reviewed House Bill 0968 regarding licensing military spouses in an expedited manner. Ms. Sams made a motion, seconded by Ms. DeMott, to oppose the bill. 2

The Board reviewed House Bill 1070 regarding barring issuing licenses to persons convicted of a felony. Ms. Housteau made a motion, seconded by Ms. Alexander, to take no position on the bill. The motion carried. The Board reviewed SJR78 which creates a special joint committee to study the feasibility to make boards more autonomous. Ms. Alexander made a motion, seconded by Ms. Williams, to have representation on the committee. The motion carried. Investigative Report There are six (6) LCSWs and four (4) LMSWs, LAPSWs and LBSWs being monitored. Monitored Practitioners Report Four (4) practitioners have their license revoked, one (1) is on probation, one (1) is reprimanded and one (1) is under a Board order. Applicant Interview The Board reviewed the LCSW application for Sharon Stewart who obtained her supervision hours between 2002 and 2005; however the supervisor did not sign off on the hours until November 2010. Ms. Sams made a motion, seconded by Ms. Housteau, to have Ms. Stewart submit her original supervision logs and, if in order, to issue Ms. Stewart a license. The motion carried. The Board reviewed the LMSW application for Alice Moore who lives in California and had a felony conviction. Ms. Horton asked Ms. Moore why she was interested in a Tennessee license. Ms. Moore stated she obtained her masters in social work in 2009 but is unable to obtain employment in California as they only license LCSWs which is a three (3) year process. Dr. Reverend Gray made a motion, seconded by Ms. Housteau, to approve Ms. Moore for licensure. The motion carried. Licensure Denial Appeal Michelle Haverland appealed the Board s denial of her application for licensure as a licensed advanced social worker at the February 3, 2011 meeting on the basis that as she was not licensed as an LMSW with three (3) years work experience. Ms. Sams made a motion, seconded by Dr. Reverend Gray to approve Ms. Haverland as an LMSW. The motion carried. Applicant File Review The Board reviewed the LCSW application for Martha Bissinger who is applying for licensure by reciprocity from Alabama and had a 2002 conviction in Alabama. Ms. Sams made a motion, seconded by Ms. Housteau, to approve Ms. Bissinger to sit for the clinical examination. The motion carried. 3

Administrative Report There are 730 licensed baccalaureate social workers, 2476 licensed master social workers, 293 licensed advanced practice social workers and 2158 licensed clinical social workers. Ms. Maxwell stated there were concerns that the LCSW applications were not being processed by board staff in a timely manner at the end of 2010 and the beginning of 2011. The LCSW applications were processed first and Tennessee applications were processed before out of state applications. Financial Report For Fiscal Year ending June 30, 2011 the Board has expenditures of $212,189.92, revenue of $326,759.36 and a net of $114,569.44. Ms. Horton suggest the Board needs additional staff. Dr. Reverend Gray made a motion, seconded by Ms. Williams, to request an additional board administrator and licensure technician for the Board. The motion carried. Newly Licensed Ms. Housteau made a motion, seconded by Ms. Sams, to approve the list of newly licensed LAPSWs. The motion carried. (List attached). Ms. Housteau made a motion, seconded by Ms. Axley, to approve the list of newly licensed LBSWs. The motion carried. (List attached). Ms. Sams made a motion, seconded by Ms. Alexander, to approve the list of newly licensed LCSW s. The motion carried. (List attached). Ms. Housteau made a motion, seconded by Ms. Axley, to approve the list of newly licensed LMSWs. The motion carried. (List attached). Ms. Sams made a motion, seconded by Ms. DeMott, to approve Sharon Stewart s LAPSW application. The motion carried. File Review Ms. DeMott made a motion, seconded by Ms. Housteau, to approve the LAPSW applications for: Melissa Fowler Kathleen Valesky The motion carried. 4

Ms. Sams made a motion, seconded by Ms. Axley, to deny the LBSW application of Angela Thomas, as she obtained her degree from a non-accredited institution. The motion carried. Ms. Sams made a motion, seconded by Ms. Axley, to deny the LBSW application of Kasey Walker, as her degree was not in social work. Ms. Axley made a motion, seconded by Ms. Housteau, to deny the LBSW application of Lesia Duncan, as her degree was not in social work. The motion carried. Ms. Axley made a motion, seconded by Ms. Sams, to deny the LBSW application of Marilyn Burress, as she obtained her degree from a non-accredited institution. The motion carried. Ms. Williams made a motion, seconded by Ms. Axley, to approve the LBSW application of Rebecca Leita. The motion carried. Dr. Reverend Gray made a motion, seconded by Ms. Sams, to deny the LBSW application of Wanda Baker, as she obtained her degree from a non-accredited institution. The motion carried. Ms. Alexander made a motion, seconded by Ms. Housteau, to deny the LCSW application of Donna Peissner, as her degree was not in social work. The motion carried. Ms. Housteau made a motion, seconded by Ms. Axley, to deny the LCSW application of Elizabeth Merriweather, as she did not obtain supervision or pass the examination. The motion carried. Ms. Sams made a motion, seconded by Ms. Housteau, to approve the list of LCSWs by examination. The motion carried. (List attached). Ms. Williams made a motion, seconded by Ms. Sams, to defer action on the LMSW application of Sally Chambers, pending receipt of additional information regarding her self-employment status. The motion carried. 2010 ASWB Examination Pass Rates The Board reviewed the 2010 pass/fail report for the ASWB examination, which indicates an overall pass rate of 61.3% out of 34,085 candidates who sat for the exam. Correspondence The Board reviewed a letter from Patricia France, LCSW, requesting she be allowed to obtain her 2011/2012 continuing education hours online as she is being deployed to Iraq. Ms. DeMott 5

made a motion, seconded by Ms. Housteau, to approve Ms. France s request. The motion carried. The Board reviewed a letter from Vicki Bitler, MSW, requesting to sit for the social work licensure examination in Tennessee. Ms. Sams made a motion, seconded by Ms. Alexander, that Ms. Bitler s credentials qualify her to apply for LMSW licensure in Tennessee and, upon approval, sit for the examination. The motion carried. Ms. Horton asked that a letter be sent to the NASW regarding the licensure process and delay in getting applications reviewed due to the large volume of applications received by the December 31, 2010 deadline. Continuing Education Policy Statement Ms. Appelt stated she revised the continuing education policy statement to grant a waiver of the continuing education requirements for baccalaureate and master level social worker by examination during the first calendar year of licensure. The policy statement also changes the time frame to obtain the deficient hours from twelve (12) months to ninety (90) days. Ms. Alexander made a motion, seconded by Ms. Housteau, to adopt the revised policy statement. The motion carried. Consider purchasing laptops for future Board meetings Upon discussion, Ms. Housteau made a motion, seconded by Ms. Alexander, to purchase laptops for future social worker Board meetings. The motion carried. Ms. Horton asked that the Marketing Plan Task Force be kept on the agenda for the next meeting to determine which method to use. With no other Board business to conduct, Ms. Alexander made a motion, seconded by Ms. Axley, to adjourn at 3:25 p.m. The motion carried.
