UNIFORM CRIME REPORTS (UCR) Offenses that make up the Uniform Crime Report are used nationally as a measure of the nation s crime index. Murder Rape Robbery Aggravated assault Arson Auto Theft Burglary Theft When national crime statistics are mentioned in general terms, it is Part 1 crimes they speak of. Part 1 crimes are reported quarterly to the FBI as they relate to every 1000 residents of the city. Orem s crime numbers are very good when compared to cities of similar size across the nation. Year after year, Orem is ranked nationally by Morgan Quitno as one of the safest of all cities in America. That group compares crime statistics from over 350 cities in the United States to determine rankings for safety. In 2004, Orem was again ranked amongst the top 25 safest cities in which to live. The following charts reflect a 13-year history of Part 1 crimes in Orem. 25

26

The following charts, tables, and graphs reflect statistics of interest. The chart (left) reflects an eight-year history for all arrests made by the department. 27

OREM PUBLIC SAFETY S EVENT CLOCK 2004 2003 1 RAPE occurs every 17 days 23 days 1 ROBBERY occurs every 21 days 26 days 1 AGG. ASSAULT occurs every 17 days 12 days 1 BURGLARY occurs every 22 hrs 24 hrs 1 THEFT occurs every 2.7 hrs 3.1 hrs 1 AUTO THEFT occurs every 2 days 1.9 days 1 SIMPLE ASSAULT occurs every 1.4 days 1.2 days 1 DOMESTIC VIOLENCE occurs every 15.6 hrs 17.3 hrs 1 CHILD ABUSE occurs every 12.9 hrs 15.3 hrs 1 FAMILY FIGHT occurs every 8.5 hrs 10.4 hrs 1 VANDALISM occurs every 10.4 hrs 9 hrs 1 PUBLIC PEACE occurs every 5.2 hrs 5.6 hrs 1 TRAFFIC ACCIDENT occurs every 2.1 hrs 2.5 hrs Of concern, not only to the department, but to us as members of our community is the number of criminal offenses occurring within some families. During 2004 the department responded to more than 500 reports of domestic abuse, more than 1000 family fights, and more than 500 cases of reported child abuse or neglect within the family. The chart (left) indicates reported instances of those terrible occurrences over a ten-year period. 31

As the chart (above) indicates, most theft reports taken by the department fall into these general categories. There was a 15 percent decrease in the number of reported cases of vandalism during 2004 from the previous year. Vandalism cost victims time, money, and heartache. It s a senseless crime committed by people who weren t taught, or didn t learn, basic lessons at home about respecting the property of others. If you see someone committing vandalism or painting graffiti, please report it promptly to the police. 32
