2008 MARIN TRANSIT RIDER SURVEY. SUMMARY REPORT INTRODUCTION This report details the findings of an onboard survey of Marin County Transit District bus users. The fieldwork on this study was conducted from October 9, 2008, through November 22, 2008. In total, 2,947 completed questionnaires were collected and tabulated. Key objectives of the survey include: Ascertaining rider satisfaction by asking for assessment on a variety of service attributes. Creating a complete picture of Marin Transit riders with origin, access, transfer, egress, and destination information to better understand how riders use the system. Establishing rider demographics, including age, income, and city of origin. This report includes an Executive Summary, which provides highlights of the results, followed by a Detailed Results section that provides data on each question asked in the survey and verbatim comments. This is followed by a section that references pertinent information for each route surveyed. The Appendix of this report includes a copy of the English and Spanish language questionnaires, technical information on survey methodology and weight factors used, information on routes sampled, and interviewer instructions. Complete statistical tables are included in a separate binder. Methodology and Response Rate The survey was conducted as an onboard self-administered questionnaire distributed to Marin Transit riders. Surveyors boarded pre-selected routes and attempted to distribute questionnaires to all passengers on the bus. Completed surveys were collected by these surveyors (who stayed onboard during the bus route). Specific steps were taken to ensure the highest possible response rate. This include: using professional/experienced onboard surveyors on the project, printing the questionnaire in English and Spanish, and providing a business reply mail-back option for passengers who did not have time to complete the survey onboard. The overall response was good for a systemwide bus survey of this type. This response is measured by a 32% Response Rate. This is calculated by dividing the total number of completes (2,947) by the all eligible passengers riding on the sampled buses (9,332). (Note: all eligible passengers includes everyone except: children under 13, riders who had already participated, those who had a language barrier and those who were sleeping on the bus.) Please see the Appendix for additional details on distribution procedures and response rate information. The bulk of the surveying was conducted between the hours of 5:00 AM and 11:00 PM. The weekday shifts were allocated to allow for surveying during morning and afternoon peak periods, as well as off-peak periods. Specific routes were selected for each surveyor to ensure that interviewing on specific routes was conducted during different times of the day. Surveyors returned completed questionnaires to Corey, Canapary & Galanis office following the completion of the fieldwork. 3

2008 MARIN TRANSIT RIDER SURVEY. SUMMARY REPORT Sampling In total, 2,947 completed surveys were conducted. This total equates to a system-wide margin of error of +/- 1.49% (at the 95% confidence level). The sampling on the study was designed to achieve a cross section of riders utilizing different routes. Surveys were conducted on weekdays and on weekends. We sampled a total of 26 different routes. Each shift was assigned to allow a surveyor to cover multiple scheduled runs on selected routes. Depending on the route, two to ten full runs were covered in each allocated shift. On longer routes fewer runs were covered in a single shift because the surveyor remained on the bus for the full length of the bus route. In total, 554 individual survey runs were completed on these sampled routes. Selection of routes was achieved by establishing a protocol which grouped routes by ridership: a) highly traveled routes, b) moderately traveled routes, and c) lightly traveled routes. After segmenting the routes by these criteria, interviewer shifts were assigned to randomly selected Marin Transit routes based on their grouping. About 75% of the shifts were assigned to weekday routes, and 25% to weekend routes. The segmentation groupings are shown in the table below. A complete list of the specific Marin Transit routes that were surveyed is included in Appendix E of this report. 4

The resulting ridership segments are Weekday and Weekend. The following chart shows the actual number of interviews by ridership segment and the number of interviews weighted to represent the proportional amount of riders in each. It also shows the number of riders the weighting is based on, as well as the percentage of riders these numbers represent (weighting %). SUMMARY REPORT EXECUTIVE SUMMARY The primary reason Marin Transit is used is to commute to work or school. 53% of all riders are either commuting to/from work or attending a work-related function. Additionally, 24% are riding Marin Transit to go to/from school. Even among weekend riders, 58% are traveling to go to/from work or attend a work-related function. Those earning less than $25,000 were most likely to say they were commuting to/from work (50%) than any other income group. (By comparison, 41% of those earning $25,000-$49,999; 33% of those earning $50,000-$99,999 and 26% of those earning $100,000+ were commuting to/from work.) Higher income riders were more likely to be attending school or going to a work-related meeting outside of a normal commute pattern. Almost one-quarter (24%) of riders have been using Marin Transit for less than a year. Tenure varies somewhat by route. More than 35% of riders on Route 49, and about 32% of riders on Route 51, have been riding less than one year. These are the highest rates of new riders among regular routes. More than 38% of shuttle riders have been riding less than one year. Although middle/high school service accounts for some of these newer riders, there are also a substantial percentage of new riders in the 18 to 34 age range. These riders, on average, also tend to have higher household incomes than those riding 3 or more years. This suggests two segments of new riders: One sub-segment of college students who live in Marin County and whose households are high-income; Another sub-segment of young professionals, possibly recent graduates continuing to use Marin Transit. More than half of Marin Transit users rely on the system as their primary mode of transportation. More than half (54%) said Marin Transit was their only option for making the surveyed trip (Question 6). When asked why they use Marin Transit, over three-fourths (77%) said, Don t have a car/don t drive (Question 12). Riders generally walk to their bus stop when using Marin Transit. Walking is the primary mode used to get to and from Marin Transit; 75% walk to their bus stop, and 69% walk from their stop to their final destination. More than half (55%) of all Marin Transit riders transfer to at least one other Marin Transit bus before reaching their final destination. Although only 4% of riders use TransLink, it is used disproportionately by older, wealthier riders. While only 4% of riders overall use TransLink, 9% of those earning $50,000-$99,999 and 11% of those earning over $100,000 use the card. Conversely, only 3% of those earning under $25,000 use TransLink. Those age 45-64 are more likely to use TransLink (9%) than any other age group. Those earning under $25,000 are most likely to pay their fare using cash (81%), compared to 77% of all riders and 73%-76% of riders in all other income brackets. Language may also be a barrier: 95% of those who said they use TransLink filled out an English language questionnaire. 7

Route 51 has the second-highest percentage of transit-dependent riders, with 62% indicating it is their only option for making the surveyed trip. Route 51 also has the highest average household income. This suggests that many riders are students still living at home with high-earning family members. Also, while Route 51 riders have a below-average transfer rate, those who DO transfer are most likely to use 3 or more buses (22% of all who transfer). Shuttle Service riders also have the highest average age of any route (40 years, vs. 32 years for all Marin Transit routes). Although all Shuttle Service riders (by nature of the service) have to transfer, most (69%) transfer only once, and none of them transferred to more than 2 buses.
