What is the SRG Ten-Year Development Plan? The ten-year development plan describes the main infrastructure development projects that will be carried out on the national and regional transmission networks owned by Snam Rete Gas during the period 2014-2023. The decisions behind the Ten-Year Plan have been made in accordance with: European and Italian legislative and regulatory frameworks; National Energy Strategy; ENTSOG Ten-Year Network Development Plan; ten-year development scenarios regarding the natural gas market; the content of project sheets obtained as part of the data gathering process; corporate strategy of Snam (the parent company of Snam Rete Gas. 2
Regulatory Framework The requirement to develop the Plan was established by Directive 2009/73/EC, subsequently enacted into Italian law, which establishes common rules for the European gas market and promotes the security of energy supply. The reference legislation is as follows: Directive 2009/73/EC ("Third Package"); Italian Legislative Decree No. 93 of 1 June 2011 ( Enactment of the Third Package"); Ministerial Regulation of the Italian Ministry of Economic Development (MSE) of 27 February 2013 (Published in the Official Gazette on 10 June 2013). 3
Ten-Year Plan development process The Ten-Year Plan is drawn up by Snam Rete Gas on an annual basis. The development process is completed on 31 May each year with the transmission of the plan to the Italian Ministry of Economic Development, the AEEGSI and the Regions. The stages of the drafting process, with the names of the parties involved, are as follows: 1-30 September: information and data is gathered from interested third parties (domestic and foreign gas transmission/distribution companies, etc.).; Start of the data and information gathering process End of information gathering process by 31 March: Snam Rete Gas publishes a draft version of the ten-year plan on its website and the public consultation phase begins; by 30 April: the public consultation phase ends; by 31 May: the plan is finalised and submitted to institutional stakeholders. Contents of the Ten-Year Plan (1/2) The ten-year development plan is divided into the following sections: Executive summary; Objectives and scope of the plan (development methods, communication and publication); Legislative and Regulatory Framework (European and national frame of reference); Gas supply and demand in Italy and Europe (highlighting the Italian natural gas supply and demand capacity and the assessment of its adequacy); Gas infrastructure in Italy and Europe (general description of the expansion projects with regard to domestic production, storage and LNG terminals in Italy and the priority European infrastructure projects, such as the Projects of Common Interest); Snam Rete Gas Ten-Year Development Plan (describes the Snam Rete Gas infrastructure development plans); Attachments 5

Support to the North West market The three-year period 2014 2016 is expected to see the implementation of the first phase of the project to increase the flexibility and security of supply for the North West market from January 2016. The project is included in the list of Projects of Common Interest presented on 14 October 2013 by the European Commission. 8
Development for new imports from the South This project includes the construction of approximately 430 km of new pipeline and a compression plant of about 33 MW along the South - North line (known as the Adriatic Line ), which will make available new transmission capacity of about 24 million Sm3/d through future entry points from the South The Adriatic Line is included in the list of Projects of Common Interest presented on 14 October 2013 by the European Commission. 9
