River Information Services River Information Services, in short RIS, are: A comprehensive set of services for navigation on the inland waterway network, which are agreed internationally PIANC guidelines CCNR guidelines EU directive RIS 2005/44 EC 3
RIS background and development Vessel Traffic Services as a start Harmonised Services to Navigation Example mobile phones International dimension Cooperation EU member states and beyond 4
Result: harmonised services on the interconnected inland waterway network 5
RIS Main Services and Issues 1. FIS, Fairway Information Service 2. TI, Traffic Information 3. TM, Traffic Management 4. CAS, Calamity Abatement Service 5. ITL, Information for Transport Logistics 6. ILE, Information for Law Enforcement 7. ST, Statistics 8. WCHD, Waterway Charges and Harbour Dues Information on the infrastructure Information on the traffic Electronic Data Interchange Tracking and Tracing Voyage Planning and Monitoring Traffic Planning Corridor Management 6

EU RIS mandatory implementation For waterways class IV and above: 1. Fixed electronic waterway data 2. Inland ENC s 3. Notices to skippers according to standard 4. When an authority requires a report the authority has to ensure it can receive this electronically according to ERI standards 5. If a waterway authority implements automatic tracking and tracing of vessels the EU RIS standard has to be implemented = inland AIS 6. When a technical annex to the RIS directive is published it has to be applied by the member states within 30 months after publication 8
RIS standards Published by the EU and in force Implementation guidelines 414/2007, 13-3-2007 Notices to Skippers 415/2007, 13-3-2007 Tracking and Tracing 416/2007, 22-3-2007 Electronic reporting 164/2010, 6-3-2010 Inland ECDIS 909/2013, 10-11-2013 Hull database 2013/49, 12-10-2013 9
RIS implementation status Directive transposed into national law EU member states Production and Publication of inland ENC s FIS (Fairway Information Service0 in most countries Notices to Skippers Inland AIS http://www.ris.eu/home 10
STI; Planning, Traffic, Transport, Logistics Information at regional or national scale Voyage monitoring and planning Planning of locks (ETA and RTA) Planning of terminals (ETA and RTA) Using inland AIS for tracking and tracing and EDI for more detailed information respecting privacy of companies and individuals 11
Inland AIS For all certified ships, meaning all ships of 20 meters or longer All operational cargo carrying vessels (professional fleet) Class B transponders possibly for recreational vessels 12
AIS shore facilities NL Full coverage base station network 13

AIS results in: Improved reliability radar images in VTS Vessel traffic monitoring throughout all of the Netherlands, supporting incident management on the complete fairway network Possibilities for improved planning of locks and bridges Improvement of network and facilities usage 15
Next Step Corridor Management Services to improve voyage planning and the optimal use of the infrastructure Transport management? Better partner in logistic chains Customer can always follow its cargo Logistic performance of navigation will improve by supplying more reliable ETA s 16
Example Chamber of Appeal CCNR Collision of 2 vessels Location of incident determines the responsible party AIS /GPS tracks as proof Position of lost anchor 17
