I/ SPORT4ALL CALL FOR PROPOSALS 1. Background Since 2002, Sport Sans Frontières/PL4Y International supports the implementation of an inclusive and democratic society in Kosovo by using sport as means for people s empowerment and dialogue. The Sport4Youth project is directed to Kosovo s youth and aims at reducing discrimination by providing spaces and opportunities that bring together ethnic communities through sport. The project runs multi-ethnic joint events and trains young volunteers to become sport animators and to organize socio-educative activities for the children. PL4Y International has recently been awarded with a grant by the European Instrument for Democracy and Human Rights to implement the Sport4All project. This project aims at enhancing inclusiveness within Kosovo society through sport, and targets vulnerable groups such as ethnic minorities, people with disabilities, girls and women. The present Call for Proposals is a component of the Sport4All project. It aims at supporting civil society organizations by financing grassroots projects that contribute to the development of inclusiveness in sport. 2. Objectives of the Call for Proposals In Kosovo, inter-ethnic tensions are persisting and the integration of women, ethnic minorities, and people with special needs in the society is far from being satisfactory. The objective of this Call for Proposals is to contribute to the inclusion of the most vulnerable in Kosovo society by promoting the development of inclusiveness in sport. The selected projects shall refer to one or both of the following themes: - Promoting inclusiveness in sport: improving access to sport for the target groups (girls and women, people with special needs, ethnic minorities) and encouraging mixed activities. For instance, activities mixing boys and girls, or disabled people with non-disabled people, will be valorized. - Encouraging the mentality shift: activities that encourage the change of perspective over one or more of the target groups (girls and women, people with special needs, ethnic minorities) through sport will also be supported. 3. Financial allocation Two Call for Proposals one in 2015 and one in 2016 - will be launched for a total amount of 50 000. 18 000 will be allocated under this first Call for Proposals: 3 to 6 projects will be awarded with a grant amounting between 2 000 and 6 000.

II/ RULES OF THE CALL Organizations willing to submit their project proposal in the framework of the Sport4All Call for Proposals shall mandatorily read the document Benefits and Obligations of the Selected Organizations (Annex)/ available for download on this link: www.pl4y.international/sport4all 1. Eligibility of the applicant(s) The applicant(s) must mandatorily: - Be legal person, registered in Kosovo - Have a proven background : either in working with the target groups (girls and women, people with special needs, ethnic minorities) or be experienced in organizing events and sport activities. In case of a consortium, relevance of the partnership shall be justified. If the partnership is relevant and justified, projects submitted in the framework of a consortium between several organizations will obtain a higher score. Applicants may not submit more than one application under this Call for Proposals (even as following partners in consortiums). 2. Eligible actions 2.1. Location The action must take place in Kosovo. Activities that will be implemented in areas where sport offer is less developed (notably in disadvantaged or rural areas) will be valorized. 2.2. Duration Projects shall start in May or June, and last until the end of the year 2015. The expected duration of the action is 6 months. Projects with regular activities and some visibility actions will be valorized during the selection process. 2.3. Priority themes Proposals must promote social inclusion in and through sport through the topics of access to sport practice and change of regard. They shall mandatorily focus on one or more of the following priority themes: - Sport and gender: empowerment of girls and women through mixed sport activities with boys and men; promotion of gender equality and awareness-raising on women s rights through sport. - Sport and disability: improve the access of people with disability to sport; empowerment of people with disability through sport; encourage the change of regard over people with disability and awareness-raising on their inclusion in society thanks to sport. - Sport and minority communities: facilitate dialogue and creation of links between cleaved communities through sport; awareness-raising on community inclusiveness in society through sport.

Projects that are focused on one topic but that includes the other topics as a cross-cutting issue (for instance a community-related project that also involve certain number of girls) will be valorized during the selection process. More information about those priority themes is provided in the «Background Study», available for download on this link: www.pl4y.international/sport4all Examples of relevant actions (not exhaustive): - Sport events, tournaments, games; - Activities which promote education and human development through sport; - Trainings or workshops (but not as the main focus of the action); - Visibility actions are encouraged in order to reach out a higher number of beneficiaries. 3. How and when to apply Applications shall be written in Albanian, Serbian or English. The deadline for the submission of the application is 08/05/2015. Applications must be submitted using the attached form (Annex) and shall be sent by email, private courier or by hand-delivery to the addresses below: - Email address : pc1.kosovo@pl4y.international - Postal address : To Ms. Ana LARDERET, Sport Sans Frontieres, Xhavit Mitrovica 6-10000 Pristina Hand-written applications will not be accepted. Applications that are not submitted in time or do not respect the given format will not be considered.

4. Evaluation and selection of applications Applications will be evaluated according to the following evaluation grid. Evaluation criteria Relevance to the objectives of the Call for Proposals: the project takes into account a least one of the priority themes (communities, gender, disabilities). Score Ex: Joint sport activities on a weekly basis mixing girls and boys. Design and feasibility of the action: the proposed activities are relevant and the calendar of the activities is clear. Ex: The project is implemented in adapted sport venues; joint volleyball sessions every Wednesday, mixing boys and girls. Expected results and impact: the expected results are reachable/concrete and the project has a positive impact on the target groups. Ex: The project shall benefit to 30 girls that will increase their sport practice, and to 30 boys who will change their regard over gender and will adopt a more inclusive attitude towards girls and women. Cost-effectiveness of the action: all the activities are budgeted and the estimated costs are satisfactory towards the expected results of the action. Ex: Budget planning takes into account the costs for transportation, sport equipment, visibility action (leaflets, banners, etc.) at reasonable market prices. Total /10 Grassroots organizations are very encouraged to participate. PL4Y International remains available to the organizations that wish to submit their application and can assist small structures in the diagnostic and/or for the technical aspects of their projects. PL4Y International keeps the right to emit recommendations to the Applicants in order to improve their projects. Those recommendations will be provided after the closure date for the Applications and before the publication of the results. PL4Y International keeps the right to lower the submitted budget if it turns out to be inaccurate compared to the market price, or if it seems incorrect according to the proposed activities. 5. Notification of the Contracting Authority The results of the Call will be published on the Sport4All website (www.pl4y.international/sport4all). Selected applicants will be informed by email.
