INTRODUCTION The purpose of this student handbook is to provide criminal justice majors with an overview of the various program opportunities in the Thomas College Criminal Justice Program. Students have a choice between two different four-year degree programs in Criminal Justice: Criminal Justice or Criminal Justice Administration. Each program is described in detail with course options and electives in this student handbook. The four-year criminal justice degree programs offer various law enforcement, courts, corrections, and private business internships which are available to qualifying students at state, municipal, county and federal organizations. One of the unique aspects of the Thomas Criminal Justice Program is its provision of practical experience and learning opportunities to each student in the program. A student is able to select an internship in his or her field of interest, attend the Maine Criminal Justice Academy Basic Law Enforcement Training Program, attend Maine s Basic Corrections Training Program, and/or attend the Law Enforcement Pre-Service Program. Federal Law Enforcement Officer (e.g., Border Patrol) *Some criminal justice and criminal justice-related careers will require additional training or skills development for entry-level positions. The Thomas College program in Criminal Justice offers students opportunities to diversify their background with additional courses in Forensic Psychology, Psychology, Sociology, Political Science, Forensic Accounting, or Cyber-Security. The program in Criminal Justice Administration offers a strong business core that introduces the student to administrative skills and functions essential for career opportunities and advancement. A distinctive feature for both degree programs is the student s opportunity to attend the eighteen-week Basic Law Enforcement Training Program at the Maine Criminal Justice Academy. In addition to the opportunity at the Maine Criminal Justice Academy, Criminal Justice majors at Thomas College have the opportunity to complete an internship. Some of the past internships completed by Thomas College students include the Drug Enforcement Agency, INTERPOL, the Department of Homeland Security, and many different state, local and county law enforcement and probation agencies throughout New England. Students who choose not to attend the Basic Law Enforcement Training Program at the Maine Criminal Justice Academy (MCJA) during their senior year will complete an internship through Career Services at Thomas College. If the Academy or an internship is not completed by the student, the student can choose to complete CJ403 Careers in Criminal Justice as an alternative. All three of these options are indicated in the program of study described in the Thomas College catalog. 4

APPENDIX C Thomas College and the Maine Criminal Justice Academy (MCJA) Basic Law Enforcement Training Program 20
Thomas College and MCJA Overview The Basic Law Enforcement Training Program is an 18-week residential program that is conducted twice a year at the Maine Criminal Justice Academy in Vassalboro, Maine. This program is open, on a space available basis, to persons who meet the entrance requirements (below). Thomas College has established a memorandum of understanding that enables the College to pay the Academy tuition cost, which includes board and room fees. Each student has the option to enroll in Course CJ450 and receive 15 credits for successful completion of the Basic Law Enforcement Training Program. Completion of this program does not guarantee your employment as a law enforcement officer. It does enable you to state to prospective law enforcement employers that you have fulfilled the mandatory training requirements of a full time municipal, county or state law enforcement officer. Upon employment, you will be eligible to take the Maine Law Enforcement Officer s Certification Exam. Students who choose to attend the Criminal Justice Academy will be charged tuition as a regular day student. For a complete overview of tuition costs and policies, please refer to the Thomas College course catalog, or contact Student Financial Services. All expenses for the processing of the Basic Law Enforcement Training Program application, polygraph test, psychological test, background investigation and medical examination are the responsibility of the student. The approximate cost of the application process is $1,800. The application process for the Basic Law Enforcement Training Program is mandated by the Director of the Maine Criminal Justice Academy, with the approval of the Board of Trustees. Those meeting the entrance requirements will be placed on a roster and accepted into the program on a space available basis. Preference will be given to individuals who have been hired as law enforcement officers by a governmental entity. Students who are interested in pursuing a career as a law enforcement officer are advised that attendance in a State or Federally certified basic law enforcement training course is a prerequisite before performing law enforcement duties in most jurisdictions. The Academy Basic Law 21
Enforcement course begins in August or January of the senior year. Students who attend the Law Enforcement Training Course at the MCJA will complete the same academic requirements as those students who complete an Internship, including a journal of work activities, reports, attendance at an Internship Seminar and submission of major papers. MCJA Basic Law Enforcement Training Program Entrance Requirements In order to be admitted to the Basic Law Enforcement Training Program, an applicant who is employed as a law enforcement officer must meet the standards below. In the case of a person not yet employed as a law enforcement officer, the applicant must meet the standards set forth below as determined by a Selection Committee established by the Board of Trustees. A) Shall be a high school graduate, or have scored as follows on the General Education development Test: 1) not lower than 35 on any one of the 5 parts, and 2) an average not lower than 45 for all 5 parts B) Shall be at least 21 years of age, unless the applicant has an associate s degree, or 60 credit hours of post-secondary education; in which case the applicant must be at least 20 years of age. C) Shall submit the medical certificate provided by the Academy, signed by a licensed physician indicating that the applicant is physically and medically fit to undergo physical training at the Academy. D) Shall meet the physical fitness standards as established by the Board of Trustees. E) Should have no convictions for Murder, Class A, Class B, Class C, or Class D crime; or convictions for any violation of the Maine Criminal Code, chapters 15, 19, 25 or 45, or a conviction for any equivalent crime in another jurisdiction outside the State of Maine. A person may make application to the Board of Trustees for a waiver of this provision. 22
F) Should not have engaged in any conduct that is penalized in this state as Murder, Class A, Class B, Class C, or Class D crime, or any provision of the Maine Criminal Code, chapters 15, 19, 25 or 45; or engaged in such conduct in another jurisdiction outside the State of Maine, unless that conduct is not punishable as a crime under the laws of that jurisdiction. A person may make application to the Board of Trustees for a waiver of this provision. G) Shall complete a state and federal criminal records check through the submission of fingerprints to the State Bureau of Identification and the Federal Bureau of Investigation. H) Shall possess a valid motor vehicle operator's license. If such license is not a Maine license at the time of admission to the Academy, the applicant shall obtain a State of Maine license within the time limits prescribed by Maine law. I) Shall be able to read and write at a level necessary to master the law enforcement basic training course, as determined by the use of a reading and writing test. J) Shall be of good moral character, as determined by a thorough background investigation by the hiring agency; or in the case of a person not yet employed, by the Academy Selection Committee, after review of the background investigation conducted by a licensed investigator approved by the Board of Trustees. K) Shall complete to the satisfaction of the employer, or in the case of a person not yet employed, to the Academy Selection Committee, a polygraph examination conducted by a polygraph examiner who is either licensed in the State of Maine or has been previously approved by the Board. The examination shall follow the guidelines in the "Police Applicant Polygraph Testing" manual as approved by the Board. L) Shall undergo, and complete to the satisfaction of the employer, or in the case of a person not yet employed, to the Academy Selection Committee, an evaluation of the applicant's suitability to work as a law 23
enforcement officer by a licensed psychologist or licensed psychological examiner, with experience in psychological screening in the field of law enforcement. The evaluation shall be subject to the approval of the Board of Trustees and shall include, at a minimum, an evaluation of the following characteristics: anxiety, mood, anger, antisocial characteristics, ability to accept criticism, ability to communicate, assertiveness, self-confidence, ability to get along with others, judgment and verbal skills. M) Shall complete an oral interview by the hiring agency, or in the case of a pre-employment candidate, by a panel appointed by the Chair of the Board of Trustees representing state, municipal, and county, law enforcement agencies. N) Shall not falsify, or misrepresent any information during the application process, background investigation, or polygraph examination. 24
MCJA Pre-Employment Application Process Phase I Application (In this phase, the below information must be submitted to the Maine Criminal Justice Academy) 1. Application and Personal History Statement: Applicants must complete and submit the Maine Criminal Justice Academy Application for the Basic Law Enforcement Training Program. This form covers personal, employment, military service, financial, legal, motor vehicle operation and school history information. Applicants will submit all required information and an official copy of any degrees conferred to the applicant as well as other requested documentation. The application will be reviewed by the Maine Criminal Justice Academy s Selection Committee. A non-refundable $150.00 application fee must accompany the application. 2. Reading and Writing Examination: Applicants will provide a copy of the ALERT examination results. This reading and writing examination is offered monthly at the Maine Criminal Justice Academy. Candidates failing the exam must wait at least six months before being allowed to take the exam again. 3. Physical Fitness Assessment: The physical fitness examination is offered monthly at the Maine Criminal Justice Academy. Applicants must meet the 40th percentile for their age and gender. Candidates failing the examination may retake the exam at any time. Exam results must be within one year of date of application to the school. All applicants will be retested 30 days prior to the start of the Basic Law Enforcement Training Program and no candidates will be accepted unless they meet the 40th percentile. 4. Application Review and Personal Interview: A selection committee, appointed by the Director, and comprised of members of the Maine Criminal Justice Academy s Board of Trustees, municipal, county and state law enforcement officers, will review all applications, interview and recommend candidates to the Director in order of their finish. 25
Phase II Applicant Screening (Applicants in this phase have received a conditional offer of acceptance to the Basic Law Enforcement Training Program and continue screening) The following information is required in this phase of the application process: 1. Medical Fitness: The applicant s medical fitness will be evaluated by a licensed physician who will submit the Maine Criminal Justice Academy Medical Evaluation Form to the Academy. Applicants are responsible for any fees associated with this evaluation. 2. Background Investigation: All applicants will undergo an extensive background investigation according to the standards set forth in the Maine Criminal Justice Academy s Background Investigation Manual. MCJA Application Checklist This checklist is designed to assist applicants in the application process for the Basic Law Enforcement Training Program. Phase I Application 1. Completed and submitted your Application and Personal History form along with a non-refundable $150.00 fee; 2. Submitted official copies of any college degrees held, a copy of your driver s license, and any other information requested in the Application; 3. Completed the ALERT Examination and submitted a copy of the results; 4. Completed the Physical Fitness Evaluation and submitted a copy of the results; Phase II Applicant Screening 1. Completed a medical examination by a licensed physician and returned the Medical Evaluation Form to the Academy; 2. Completed a thorough background investigation conducted by a law enforcement agency or a licensed private investigator approved by the Maine Criminal Justice Academy according to the standards in the Maine Criminal Justice Academy Background Investigation Manual and had the Agency / Investigator forward the results to the Academy; 3. Completed a psychological evaluation by a licensed psychologist or licensed psychological examiner and have the psychologist or psychological examiner forward the results to the Academy; 4. Completed a polygraph examination by a polygraph examiner approved by the Maine Criminal Justice Academy according to the standards for Law Enforcement Applicant Testing and have the results forwarded to the Academy. 27
