TOWN OF SUGAR HILL TOWN MEETING WARRANT To the inhabitants of the Town of Sugar Hill, in the County of Grafton, and the State of New Hampshire, qualified to vote in Town affairs: You are hereby notified that the Annual Town Meeting of the Town of Sugar Hill, New Hampshire, will be held at the Meetinghouse on Tuesday, March 12, 2013, at 7:00 p.m., to act on the following subjects: Polls will open at 11 a.m. for voting by ballot on Article 1 (the election of Town Officers) Polls will close at 7:30 p.m. unless the Town votes to keep the polls open to a later hour. All other Articles will be presented, discussed and acted upon starting at 7:00 p.m. ARTICLE 1: To vote by nonpartisan ballot for the following Town Officers: One Selectman to serve for a term of three (3) years A Town Treasurer to serve for a term of one (1) year A Town Clerk to serve for a term of one (1) year A Tax Collector to serve for a term of one (1) year A Library Trustee to serve for a term of three (3) years One Trustee of the Trust Funds to serve for a term of three (3) years One Board of Adjustment member to serve for a term of three (3) years. One Board of Adjustment member to serve for a term of two (2) years. Two Board of Cemetery Trustees to serve for a term of three (3) years. And such other Town Officers as may be required by law. ARTICLE 3: To see if the Town will vote to raise and appropriate the sum of Fifty Thousand Dollars ($50,000) to be placed in the Highway Department Heavy Equipment Capital Reserve Fund created in 1976. ARTICLE 4: To see if the Town will vote to raise and appropriate the sum of Fifty Thousand Dollars ($50,000) to be used for Highway Department Roadwork. This will be a non-lapsing account per RSA 32:3, VI and will not lapse until the fund is expended or in 3 years, whichever is less. (Majority vote required) ARTICLE 5: To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000) to be placed in the Police Department Capital Reserve Fund created in 1976. ARTICLE 6: To see if the Town will vote to raise and appropriate the sum of Fifty Thousand Dollars ($50,000) to be placed in the Fire Department Heavy Equipment Capital Reserve Fund created in 1993. ARTICLE 7: To see if the Town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000) to be placed in the Fire Department Building Capital Reserve Fund created in 2008. The Selectmen recommend this Appropriation ARTICLE 8: To see if the Town will vote to raise and appropriate the sum of Thirty Thousand Dollars ($30,000) to be placed in the Highway Department Bridge Capital Reserve Fund created in 2006. Article 9: To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000) to be placed in the Highway Department Building Capital Reserve Fund created in 2009. 3

ARTICLE 10: To see if the Town will vote to raise and appropriate the sum of Ten Thousand Dollars ($10,000) to be placed in the Carolina Crapo Building Capital Reserve Fund created in 2004. ARTICLE 11: To see if the Town will vote to raise and appropriate the sum of Twenty Thousand Eight Hundred Dollars ($20,800) to purchase 4,000 of 4 Hose for the Sugar Hill Fire Department with Nineteen Thousand Seven Hundred Sixty Dollars ($19,760.00) to come from a federal grant and the remaining One Thousand and Forty Dollars ($1,040.00) to come from taxation. ARTICLE 12: To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500)for support of the Boys & Girls Club of the North Country. The Boys & Girls Club is a fun, safe, positive place for all children of the North Country under the guidance of caring adults. The Club offers after school care and all day care during winter & spring vacation weeks and for 9 weeks in the summer. ARTICLE 13: To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) for support of the Center for New Beginnings. A non-profit that offers general counseling for any mental health issues, alcohol and drug counseling, psychiatric testing and employee assistance program services. ARTICLE 14: To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300)for support of the Above the Notch Humane Society (ATNHS). ATNHS is a non-profit; no kill organization that serves the communities of Northern New Hampshire. The organization provides training and low cost spay/neuter clinics for the local communities. ARTICLE 15: To see if the Town will vote to adopt the tax exemptions for Solar Energy Systems (RSA72:62), for Wind-Powered Energy Systems (RSA72:66), and for Wood Heating Energy Systems (RSA72:70), all as defined in the relevant state statutes. Such property tax exemption shall be in the amount equal to 100% of the assessed value of the qualifying equipment under these statues up to a maximum of $20,000.00 for each solar energy system, wind-powered energy system or wood heating energy system. The Selectmen recommend this Article. ARTICLE: 16 To see if the Town will vote to direct the Select Board to appoint a representative to a governing body that will be formed for the purpose of holding and managing the Cooley- Jericho Community Forest? The Selectmen recommend this Article. ARTICLE 17: To transact any other business that may legally come before this meeting.
