SENIOR EUROPEAN CHAMPIONSHIP GRAPPLING GI & NO-GI PANKRATION AMATEUR MMA Kecskemet (HUN), 28-31 March 2013 PARTICIPATION GENERAL REGULATIONS 1. Only the National Federations or Committees duly affiliated to FILA for the year 2013 can participate in the Championship. They are fully responsible for entering their athletes within the deadline. 2. In order to be allowed to participate in the 2013 World Championship, the National Federations or Committees must have previously participated in the European Championship with at least the same number of participants that they intend to enter in the World Championship. 3. National Federations or Committees can enter a maximum of 1 athlete per weight category. 4. Each competitor must have a valid FILA licence for the year and a valid passport. Those who did not purchase their licence in advance will be able to do so at accreditation. They will be asked a copy of their passport, a picture and the annual licence fee of 100 CHF. 5. Each competitor must be 20 or older. Competitors aged 18 and 19 will be allowed to participate upon presentation of a medical certificate. Age and nationality will be checked with the passport at the weigh-in. 6. The delegations in need of a visa to enter Hungary must send their visa application forms to HUN@fila-grappling.com before 31 January 2013. The following countries do NOT need a visa to enter Hungary: Austria, Belgium, Bulgaria, Cyprus, Croatia (also with identity card), Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Ireland, Israel, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden (new type of identity card), Switzerland (also with identity card), and the United Kingdom. 7. Preliminary entries confirming the number of participants and hotel reservations must be sent to FILA at info@fila-grappling.com before 24 February 2013. 8. Final entries confirming the participants names and arrival times must be sent to FILA at info@fila-grappling.com before 10 March 2013. 9. The competitors must report to the competition secretariat the day before each competition by 8 pm in order to ensure a smooth weigh-in and draw procedure the next morning. 10. The delegations can benefit from a full accommodation package (including transport from and to Budapest Liszt Ferenc International Airport, hotel, 3 meals, and entry in the championship) of 80 EUR per day. The package reservations must be made by 24 February 2013 via the preliminary entry form and must be confirmed by 10 March 2013 via the final entry form. Upon agreement with the organizer, it will be possible for the delegations to transfer the total amount of accommodation fees to the organizer s account. Otherwise, the team leaders will have to settle their financial obligations cash at accreditation. 11. The delegations wishing to book their own hotel and take care of their local transport and food must pay a single entry fee of 65 EUR per competitor.

12. In conformity with the FILA regulations, each team that has been entered but does not turn up, or turns up with fewer competitors than originally announced will be held responsible for 50% of the accommodation fees for all individuals previously entered, unless they can provide official justification such as visa refusal letters or valid medical certificates. 13. Competitors are under the exclusive responsibility of their National Federation or Committee through their respective coaches. Any breach of the rules will be sanctioned according to the FILA Disciplinary Regulations. TECHNICAL CONDITIONS 1. The competition will run according to the FILA official rules on 3 FILA approved mats. 2. The competition will take place in the official weight categories and no weight allowance will be accepted: Men 62, 66, 71, 77, 84, 92, 100, +100kg and Women 53, 58, 64, 71, +71kg. 3. Each competitor will be requested to undergo a medical examination before the official weigh-in, during which his/her competition uniforms will be inspected for compliance as well. 4. The drawing of lots for position in the brackets will be done manually at the time of weigh-in. 5. The competitors are allowed to enter several styles (No-Gi, Gi, pankration, and amateur MMA), provided that they undergo the official weigh-in and draw held the morning before the beginning of each style. If a registered athlete has not turned up by the end of the official weigh-in time to re-check his/her weight and draw a number, he/she will be removed from the brackets and will not be allowed to compete. 6. Competitors who forfeit a match without proper medical certificate will not be allowed to proceed throughout the tournament (even in other styles) and will be withdrawn from the final ranking. 7. The FILA licence covers medical assistance to the competitors in the event of an accident occurring during the competition. If a competitor wishes to have a medical examination or receive a treatment that is not linked to an accident that happened during the competition, either he/she or his/her National Federation will be entitled to bear the related costs. 8. Each competitor will be required to wear the FILA approved competition uniform complying with the international regulations, that is: No-Gi Grappling: Board shorts and a mandatory rashguard. The first competitor called shall wear an overall red uniform and the second one an overall blue uniform. Gi Grappling: The first competitor called shall wear a white Gi and the second one a blue or black Gi. Pankration: The first competitor called shall wear a white Gi and protections and the second one a blue Gi and protections. Amateur MMA: Board shorts and a mandatory rashguard. The first competitor called shall wear an overall red uniform and protections and the second one an overall blue uniform and protections. 9. In addition, pankratiasts and amateur MMA fighters are required to wear a groin guard and a mouth guard. Female competitors are also allowed to wear a chest protector. 10. FILA Approved uniforms and protections will be for sale on site or at www.filaapproved.com. 11. The country s abbreviation (3 capital letters max. 10 cm high) must appear on the back of the athletes competition uniform. The athletes who do not comply with this requirement will be able to have their countries abbreviation pressed on the spot for 10 EUR per garment.

12. Individual prizes will be given to each weight category: 1 st place 1 gold medal, certificate 2 nd place 1 silver medal, certificate 3 rd places 2 bronze medals, certificates 5 th 10 th places certificates 13. The first three teams in each style will receive a cup. 14. Points will be allocated to the first eight ranked in each weight category and will count for the World Ranking of athletes: 1 st place 17 points 2 nd place 16 points 3 rd places 15 points 5 th places 13 points 7 th place 11 points 8 th place 10 points 15. The organizer will conduct random anti-doping test among the gold medallists. The categories concerned will be selected and publicly announced at the end of the weigh-in. The laboratory used to analyse these tests will be IOC/WADA approved. The procedure for undertaking the tests and transporting the samples to the laboratory is laid down in the FILA Regulations and in WADA's Anti-Doping Code. REFEREES 1. In accordance with the FILA regulations, each delegation participating with more than 3 athletes (all styles combined) is required to enter at least 1 referee of the highest category available in the country. The National Federations or Committees that would not comply with this rule will be imposed a penalty of 1000 CHF invoiced at the end of the year. 2. The referees must present a valid 2013 licence. 3. The candidates to international certification will be requested to pay a 100 CHF examination fee and will receive the official polo and accessories. 4. All referees must stay in the official hotel and attend the seminar that will be organized on 26-27 March 2013, as well as all additional consultations that may be required by the Head Referee. 5. All referees must wear the regulation uniform (during the course and competition), that is: the official black polo, black flat front pants, and black plimsolls or socks (sport shoes are no longer accepted). The referees receive 1 official polo for free and can buy additional polos on the spot for 30 CHF or 25 EUR. COACHES 1. Only one coach is allowed to the competitors corner. The coaches must wear their national team tracksuit when performing their match duties and abide by the International Code of Conduct at all times. OFFICIAL CEREMONIES 1. The team leaders must confirm their country s national anthem at the time of accreditation in order to avoid any unpleasant situation at the time of the award ceremonies. 2. Each participating team must be present at the opening ceremony according to the organizing committee s instructions. 3. The national flags of the countries whose athletes and teams obtained 1 st 3 rd places will be hoisted once the medals have been awarded. 4. The national anthem will be played for each individual and team champion.
