KIRKWOOD SOCCER CLUB Instructional League Rules The Rules of Play set by the Federation Internationale de Football Association (FIFA) will be used for games played except for the following modifications for all instructional league games. Rule 1: Participation 1.1 Every player MUST play a minimum of 50% of each game. 1.2 The purpose of the league is to help develop the understanding of the game of soccer. It is strongly recommended that players be used in different positions throughout the game. 1.3 No player may play keeper for more than 50% of the game in age groups up to and including U-12. 1.4 The number of players on the field: Soccer Tots 3 Kinder Kickers 4 U8 4 U10 U12 Rule 2: Duration of Play and Ball Size 7 (including keeper) 8 (including keeper) U14-18 11 (including keeper) Soccer Tots 8 minute quarters Ball Size: 3 Kinder Kickers 8 minute quarters Ball Size: 3 U8 10 minute quarters Ball Size: 3 U10 12 minute quarters Ball Size: 4 U12 25 minute halves Ball Size: 4 U14-18 35 minute halves Ball Size: 5 2.1 There will be a five minute break at the mid-point of each game and two minutes between the first and second and the third and fourth quarters. Rule 3: Team Field Position and Jersey Color 3.1 The home team will wear gold and shall provide the game ball. The away team will wear blue.

3.2 Both teams will be on the same sidelines. The home coach has choice of which end. All parents and spectators must be on the opposite side of the field. 3.3 U8 and older coaching must be in the technical area. The technical area shall be defined as 15 yards on either side on the mid field line. 3.4 No coaches or spectators will be allowed behind the goal. Rule 4: Conduct 4.1 No dissent, insulting or abusive language towards any official will be tolerated. 4.2 Coaches are responsible for the conduct of their players and spectators. 4.3 Referees, in accordance to the authority vested in them by FIFA, are instructed to issue a yellow card to an offending bench and stop play for five minutes of unruly or abusive behavior on the part of spectators. A second yellow card issued for the same reason will automatically terminate the game and the offending team will forfeit the game. A score of 1-0 will be recorded for the game. 4.4 A referee may issue a yellow card or red card directly for dissent of a coach. If the coach is ejected, he must leave sight of the field. 4.5 Players are expected to conduct themselves within the spirit of the game as well as the letter of the law. Players ejected from a game (red card) must sit out the remainder of the game and the team shall play down a player. The referee has the authority to have the offending player leave the field. 4.6 A player or coach receiving a red card must sit out the next scheduled game. 4.7 Coaches receiving a card will be brought in and his/her coaching techniques and abilities will be reviewed by Director of Instructional League, the Executive Director of KSC and the Director of Coaching. KSC reserves the right to ask an offending coach not to finish the season and may not be allowed back as a coach at KSC. 4.8 All carded players are reported to the Director of Instructional League. Cards issued after the end of regulation play or as a result of physical assault will be reviewed by KSC Board of Directors. Additional penalties and/or restrictions may be imposed. Rule 5: Goalkeeping 5.1 Goalkeepers will be used for ages U10 and older.

5.2 The Goalkeeper has 6 seconds to distribute the ball (Standard FIFA Rule). 5.3 No charging of the Goalkeeper will be tolerated. Rule 6: Substitutions 6.1 Games played in quarters are allowed to substitute at each break. Any injured player may be substituted with the permission of the referee. 6.2 U12 and older ages playing halves will follow standard substitution rules. You may sub with permission of the referee on goal kicks, your throw ins, and after a goal is scored. Rule 7: Representative Players 7.1 Representative (carded) players may play in the Instructional League only after the approval from both the Age Group Coordinator and the Director of Instructional League. They will not be guaranteed placement on a specific neighborhood team. Rule 8: Game Format 8.1 A maximum of a five minute grace period will be allowed after the scheduled kick-off time before the game is awarded to the opposing team. 8.2 A minimum of three (3) players is necessary for U8, five (5) players for U10, six (6) players for U12 and seven (7) players for U14-18 to constitute a team in order to start the game. Additional players may be added at a stoppage of play with the permission of the referee. Each team will play an equal number of players. A team short of players may borrow players from the opposing team if acceptable by coaches and players. 8.3 The absence of a team s coach or assistant coach is not an acceptable reason to delay the start of the game. Rule 9: Soccer Tots, Kinderkickers, and U8 Rules 9.1 All games will be played on a downsized field with small goals. 9.2 There will be a total of 4 players on the field (NO Goalkeepers). 9.3 U8s only: There will be a single box around the goal area within which no offensive OR defensive player may touch the ball. 9.3.a A touch by a defensive player will result in a goal if the touch prevented a goal, or a corner kick if the touch did not prevent a goal.

9.3.b A touch by an offensive player will result in an indirect kick by the opposing team outside the 3 yard box. 9.3.c Any ball entering the 3 yard box that does not cross the goal line results in goal kick if last struck by the offensive team and a corner kick if last struck by the defensive team. 9.4 Goal kicks will be taken from the 3 yard line. 9.5 All goals will result in an indirect kick from the midfield. 9.6 There will be NO PENALTY KICKS. 9.7 U8s All restarts will begin with blowing of the whistle by the referee. 9.8 Ball exiting the touchline: Soccer Tots may restart using a dribble or a throw-in. A coach may also toss the ball into play to keep the game moving and spread players out. Kinderkickers Players are encouraged to use proper technique for the throwin, but not penalized for improper throw. U8 will be allowed two chances to execute a proper throw-in. The ball will be played on the second attempt. The referee may award the ball to the opposing team after the second attempt. 9.9 There are no offsides (exception: when player is planted offsides). 9.10 Goaltending will be discouraged. Goaltending is when a defensive player is planted in front of the goal to act as a goalkeeper. Rule 10: U10 Rules 10.1 Games are played on a down sized field. 10.2 There will be a total of six (7) players on the field; one (1) of which will be the Goalkeeper. 10.3 All fouls are ruled indirect resulting in a kick from the spot of the foul. Rule 11: U12 Rules 11.1 There will be a total of eight (8) players on the field; one (1) of which will be the Goalkeeper. 11.2 Substitutions are standard of FIFA rules (see 6.2). Please keep in mind that 50% playtime must be guaranteed to every player on the team. 11.3 It is acceptable for U-12 age group of the same player to remain as goalkeeper 100% of the game.

Rule 12: Protests 12.1 No protests will be allowed. Rule 13: Inclement Weather 13.1 A decision to cancel games will be made no later than 6:00am on the day of the scheduled games and/or the forecast dictates such an action. 13.2 Go to the KSC website at www.kirkwoodsoccer.org and any cancellations due to inclement weather will be posted on the home page. 13.3 Cancellations should also be on the club s phone hot line: 302-322-4220. 13.4 There will be no rescheduled games due to inclement weather. Decisions for U14-18 make up games will be made by the Director of Instruction League. Rule 14: Reporting Scores 14.1 No scores or standings will be recorded for all age groups except U14-18. 14.2 U14-18 scores to be forwarded by the winning team to the Director of Instructional League. 14.3 The referee is responsible for turning in a game card with the correct score to the KSC snack bar for all games played at KSC. Rule 15: General 15.1 Shin guards are mandatory for all players during practice and games. 15.2 Either a KSC reversible (gold/blue) shirt or individual KSC gold and blue shirts are required. 15.3 Medical forms must be filled out and signed for every player and carried by the coach at all practices and games. These forms must be filled out before any participation. 15.4 Coaches must have a first aid kit at all practices and games. In addition, coaches should have ice on hand. Instant packs are not recommended. 15.5 Certified First Aid Trainers will be on site at the Kirkwood complex to administer First Aid and evaluate and treat injuries. They will be located in the pavilion between fields 6 and 7.
