DoD and VA Health Care Modernization Objectives Our Goals Significantly improve standardization and integration of VA, DoD, and private sector health data through DEC 2015 Field modernized software supporting DoD and VA clinicians by 2017 Actively engage with national and international health standards organizations and contribute subject matter expertise to ensure their resulting data sharing standards meet the needs of the DoD and VA Acquisition Strategy IPO will field accelerators as near-term effort to improve health data interoperability DoD will acquire a replacement for legacy clinical systems via a full and open competition; anticipate VistA-based solutions to be part of one or more competitive offerings received by DoD VA will modernize their existing VistA program Moving Forward Together: Continued Collaboration and Partnership Partner on acquisition and execution of joint data interoperability capabilities Remain co-staffed Share funding responsibility Collaborate during DHMSM acquisition and VistA Evolution development 3

DHMS Organizational Structure Three offices report to DHMS with following common goals: Create seamless integration of DoD, VA, and private healthcare provider data Modernize the software to support DoD and VA clinicians VA Office of Information and Technology (OI&T) DHMSM Interoperability IPO DHMSM Interoperability IPO Acquire, deploy, implement, and sustain an enterprise EHRS using standards-based open architecture interfaces Support DoD clinicians in all care environments including outpatient, inpatient, emergency, intensive, and specialty Fit the 21 st century EHR business and workflow models Develop technical solutions for data interoperability capabilities to securely and reliably exchange standardized data Allow users at different locations and in different organizations to access, use, and supplement health care data Acts as the single point of accountability for the development of capabilities that enable interoperability of personal health care information between the Departments Ensures both Departments consistently implement national and international health data standards 4

Looking Back at FY13 Developed and received approval for updated operating model for electronic health records and supporting health data exchange Near-Term Interoperability Improvements: Completed JLV deployment to seven additional sites and expanded its use at two existing Provided access to standardized data through a single, integrated view at nine priority sites Developed a data capability (to be deployed by the beginning of CY 2014) to give DoD and VA clinicians access to standardized, integrated clinical record data Enhanced Blue Button functionality, giving patients the ability to download and share their own electronic medical record information in industry standard formats Upgraded the data transport capability to support data exchange requirements Modernizing our DoD Software: Gained approval for Functional Advisory Council (FAC) charter; FAC will deliver DoD consolidated functional requirements Established DHMS program office and supporting PEO Conducted two DHMSM industry days Began development of supporting acquisition and contract Request For Proposal (RFP) 6

Acquisition Strategy Interoperability Partner with and leverage the Office of the National Coordinator (ONC) interoperability efforts Incrementally improve interoperability through near-term fielding of accelerators and enhancements to existing programs Partner with DHA and VA to ensure we are providing scalable and common solutions Modernization Full and open competition to acquire a replacement system for DoD legacy Military Health System (MHS) clinical systems Utilize a tailored acquisition strategy and hybrid contracting approach to realize maximize value and deliver effective solutions that meet our requirements Leverage key design tenants of open architecture to mitigate vendor lock-in and enable future flexibility 8

IPO Mission and Objectives Mission Be the single point of accountability in the development and implementation of electronic health records systems or capabilities that allow for full interoperability of healthcare information between the Departments Lead the Departments' efforts to implement national health data standards for interoperability Objectives Establish, monitor, and approve the clinical and technical standards profiles and processes to ensure seamless integration of health data between the two Departments and private health care providers Work hand-in-hand with Health Architecture Review Board (HARB) and Interagency Clinical Informatics Board (ICIB) Represent and lead the DoD and VA efforts with ONC and other national and international standards organizations 9

New IPO Charter Status Completed and signed 5 December 2013 Charter highlights Leveraged the JEC Charter as a model Leveraged legislation that created the IPO Scopes the IPO to be a health data standards guidance and enforcement entity Excludes modernization and integration of legacy systems; this is the responsibility of the Departments 10

Electronic Health Record Data Sharing: Future Efforts Data Interoperability Standards Identification and Development Actively engage with ONC and international health standards setting organizations and collaborate with DoD and VA subject matter experts Identify and prioritize the data domain terminology and technical standards necessary to create a seamless integration of DoD and VA health care record data based on functional use cases Develop joint (DoD/VA) data interoperability standards for each data domain as well as guidance on data interoperability compliance and implementation of the standards Support Data Interoperability Standards Implementation Coordinate the development of an Interagency Data Sharing Strategy and Plan Oversee and approve DoD and VA adoption of and mapping to the identified standards Coordinate the development and execution of Data Interoperability Standards Governance which is critical to maintaining and continuously improving Data Interoperability for the future Monitor and Report on Data Interoperability Standards Adoption Develop and monitor appropriate metrics concerning the adoption and subsequent effect of Data Interoperability Standards with periodic reporting to the parent agencies and quarterly reports to Congress 11

ONC Collaboration and Partnership ONC will be involved in DHMSM s draft Request for Proposals by: Ensuring the language and requirements for industry meet the current national data standards Helping to require industry to drive the next generation of data standards IPO will be the single point of accountability for DoD and VA regarding data standards. IPO will work with ONC to: Identify, draft, and implement data interoperability standards for both Departments Ensure that the VistA Modernization and DHMSM Acquisition adhere to the selected data interoperability standards in the development and acquisition of new capabilities and systems 12
