2 What is a Program Executive Officer (PEO)? A key leader in the military acquisition process Currently acting in two roles: DHMS PEO and Interagency Program Office (IPO) Director Reporting Structure DHMS PEO reporting directly to Mr. Kendall, USD(AT&L) IPO reports through to USD (ALT&L) and to VA Two major programs DoD Healthcare Management System Modernization (DHMSM) DoD Health Data Interoperability (integrated Electronic Health Records) Partnerships DHA is the customer and the transition manager is DoD s counterpart to the Assistant Secretary of Information and Technology, VA 2
3 Our Mission Take key clinical information in DoD and VA health records and make it standardized, integrated and immediately available for clinicians so they have the information they need to make critical medical decisions. Modernize our EHR systems 3
4 What Are Our Objectives? Goals Create seamless integration of VA, DoD and private provider health data Field modernized software supporting DoD and VA clinicians by 2017 Be a technical leader and contribute to national standards for health data sharing Acquisition Strategy DoD fielding data accelerators for near-term effort to improve interoperability DoD will do a full and open competition to acquire a replacement system for DoD legacy Military Health System (MHS) clinical systems including by not limited to the Armed Forces Health Longitudinal Technology Application (AHLTA), Essentris, Composite Health Care System (CHCS), and the Electronic Health Record (EHR) components of the Theater Medical Information Program (TMIP) Moving Forward Together: VA Collaboration and Partnering Remain co-staffed on joint efforts Collaborate during DHMSM acquisition process Include VistA-based products when evaluating potential solutions 4
5 What Does Success Look Like? IPO Departments can successfully implement the technical data interoperability standards profile and processes to create seamless integration of health data Departments recognize IPO as the Technical and Data Governance Authority Successful partnerships with ONC and other health data standards organizations Interoperability (iehr) First iteration of computable data exchange (i.e., accelerators) delivered in DEC 2013 with additional capabilities through FY16 Electronic Health Record (DHMSM) Modernized system fielding by FY17 5
