1. Prerequisite Programmes For a HACCP to be effective a business should identify prerequisites, i.e. systems which are necessary to control a process and the environment in which it takes place. They can also be thought of as concentrating on prevention and preparedness of a business. HACCP based procedures Prerequisite programs (GMP, GHP, General Principles of Food Law (Regulation 178/2002) Preparation and preparedness A documented prerequisite programme will be a valuable resource during the HACCP study, and can be useful in avoiding excessive numbers of Critical Control Points (CCPs) 2. Examples of Prerequisite Programmes Typical examples of prerequisites would include: Smoking, eating and drinking policy Cleaning schedules and hygiene audits Pest control programme Supplier approval procedures Plant operating procedures and instructions Job descriptions and responsibilities Staff training Traceability, recall Page 2 AIC April 2016 Edition 1

Operational Prerequisite Programmes Many guides and certification standards now further divide prerequisites into two categories: Prerequisite Programmes (PRP) Operational Prerequisite Programmes (OPRP) Operational prerequisites are controls which are applied at a specific step in the process (rather than being generally applicable across the process) but do not meet the criteria for being a critical control point. The decision tree in Annex I (based on a Campden BRI diagram) may help businesses identify and separate PRPs and OPRPs should they choose to use this distinction. 4. Documenting Prerequisites Although not part of the main HACCP study, it is important that prerequisites on which the HACCP relies are documented and cross referenced with the HACCP. It can be useful to record prerequisites in a table which will then form part of the scope of the HACCP study. An example table is produced in Annex II (and also available to download as a Word document from the AIC website. 5. Checking Prerequisites The performance of prerequisites needs to be routinely checked to ensure they remain effective, and remedial actions taken to rectify any issues found. These checks and any resulting actions should be recorded, and form part of HACCP Reviews. Page 3 AIC April 2016 Edition 1
