Introduction 1 Agreements with content suppliers make provision for the use of third party systems in the hospitality industry. Packages available for the hospitality industry include channels that carry movie and series content. In the context of this document the term hospitality industry is defined as: commercial organisations that specialise in providing transitional or short-term accommodation in relation to travel and tourism, e.g. hotels, motels, or inns. 2 Approved Third party systems may also be installed for commercial corporate establishments provided that the subscription packages is limited to exclude channels that carry movie and series content. 3 These provisions demand stringent control measures to be enforced by MultiChoice entities (including MultiChoice South Africa and MultiChoice Africa). 4 Unrestricted use or distribution of our services poses an unauthorised content redistribution risk. If measures are not put in place to minimise this risk, it could have financial and reputational implications. Purpose 5 The purpose of the MultiChoice Third Party system is to regulate 3rd party encryption systems and installations. 6 These must be complied with in order to ensure the prescribed control measures are enforced. Applicability 7 All third party head-end systems shall comply with the terms and conditions irrespective of the distribution method. 8 The system must be an approved system even if it is currently using RF as the distribution method. 9 These applies to: 9.1 All third party system aggregators and; 9.2 Commercial entities permitting professional head-end installations. Exclusions 10 These terms and conditions are not applicable to Analogue cable systems (RF) provided that MultiChoice set top boxes are used as the source of the content. 2

MultiChoice prerequisites regarding third party IPTV systems 11 Only the following IPtv systems are approved as industry-standard conditional access systems: Conax Irdeto Latens Nagra NDS Pro:Idiom SecureMedia Viaaccess Widevine Locatel ibahn IPTV NetUP Samsung Lynk Panaccess Verimatrix 12 Any other system must first be submitted to and approved by MultiChoice before use. The following requirements must be noted in the case of an IPtv system other than that mentioned in par 11 supra: 12.1 Comprehensive documentation regarding the functioning of the encryption and decryption system must be supplied. 12.2 MultiChoice must be advised in writing if any other pay TV operators or studios have approved the system. 12.3 This process is dependent on our content suppliers approval and may take up to 6 months for feedback. DVB over IP Redistribution 13 The authorised DStv channels must be distributed via a closed network in a secure and encrypted form using an industry-standard conditional access system. 14 The conditional access translation shall occur within the same unit/device that contains the satellite receiver card(s), secured professional CI-CAM(s) conditional access modules and DStv Smartcard(s). DStv services shall never be exposed to any outside interface on the unit/device. This device shall have access control to prevent unauthorised configuration changes. 3

Copy Protection Requirements 15 Analogue outputs from the STB: 15.1 CGMS-A (Copy Generation Management System Analogue) Copy One Generation (or if not available, copy never ) analogue output protection shall be applied on any analogue outputs. 15.2 The component analogue output of decrypted, protected content shall be limited to standard definition interlace modes only. 15.3 No new orders are to be made after 31 December 2011 for STBs capable of receiving and rendering high-definition content which have component analogue outputs. No new orders are to be made after 31 December 2015, or as mutually agreed with MultiChoice, for STBs with analogue outputs. 16 Digital outputs from the STB: HDCP (High-bandwidth Digital Content Protection) protection shall be applied on any digital outputs. 17 Security and copy protection systems shall be kept up to date to reflect any applicable security enhancements available in the market place, including the implementation of applicable updates/security patches issued in respect of any security or copy protection software. 18 The connections of all STBs to all displays must be physically secure, and only one display may be connected to a STB. Physically Secure means a VGA, HDMI, Firewire, ilink, F, SCART connector, RCA pin plug or BNC plug surrounded by a metal security sleeve which can be installed or removed only by a special wrench, and/or one-way security screws where appropriate. 19 Transmission of high definition channels to HD televisions shall be via digital output only. 20 No ability to record or store any authorised DStv channel content shall be permitted i.e. no DVR capability is permitted. 21 Embedded copy control information, watermarks, rights signalling information, burn-in warnings, broadcast flags or other identifying marks (if present) must be passed through without removal, alteration, modification or degradation. 22 No up conversion shall be permitted, including but not limited to the use of any line-doubling technology. Security Requirements 23 IPtv data shall be transmitted over a closed Virtual Local Area Network (VLAN). Any rebroadcasting of the content from the LAN is prohibited. 24 The network shall conform to the MultiChoice Network Specification. 4

25 The distribution system shall implement secure internal data channels designed to prevent rogue processes from intercepting data transmitted between system processes on all STBs. In addition, measures shall be in place to detect clone devices (i.e. an unauthorised device appearing to the network as having the identity of another STB). 26 MultiChoice approved receiving equipment and all encryption equipment shall be hosted in a secure server room. Physical security and operational controls shall be enforced and maintained, that includes access control whereby access to the room is logged and restricted to authorised personnel only. 27 The authorised DStv channels must be transmitted in an encrypted form at all times and in a secure manner to prevent any unauthorised access to any decrypted content and decryption keys. Terms of use 28 All DStv channels must be presented as a single bouquet and cannot be separated out of the bouquet. 29 All DStv channels can only be shown within the DStv bouquet and may not be repeated elsewhere on the portal. Audit reports regarding the number of active devices to which authorised DStv services are distributed shall be generated and forwarded to MultiChoice three times per annum on the following dates :1 st March, 1 st July and 1 st of November. 30 The authorised DStv channels shall be distributed as originally broadcast by MultiChoice with no add replacement, squeezing back, banners or any modification to the original audio/video content. 31 Authorised DStv channels shall always be rebroadcast as what is live on air and must not be delayed or re-played at any other time. Controls 32 Remote Internet access via a VPN shall be granted to MultiChoice, at any time, to, audit the security and the number of end devices to which the authorised DStv services are distributed. 33 MultiChoice shall have the right and shall be granted physical access to audit the complete distribution system at a predetermined time to inspect and review the delivery, security and content protection systems and procedures and confirm that it complies with MultiChoice requirements. This right may be extended MultiChoice s affiliates, content providers and/or their appointed auditors. In addition, MultiChoice may at any time request information regarding the delivery, security and content protection systems and procedures, which information must be provided in an accurate and detailed manner. 34 Prior to implementation, or any alteration of an IP distribution system, complete specifications, system architecture and installation drawings shall 5

be submitted to MultiChoice as proof that the system meets MultiChoice s requirements. Limitations 35 As a licensed subscription broadcasting service provider MultiChoice is unable to offer Free to Air broadcasting services in South Africa that are not carried as part of the DStv channel of bouquets and duly authorised by ICASA. 36 Subject to a commercial subscription agreement, only services that are accessible to MultiChoice commercial subscribers are available for use. General 37 The requirements contained in this document may be subject to change and may be amended by MultiChoice at any time. 38 The operators of authorised commercial establishments shall cease or suspend the operation of the distribution service, or the distribution of the authorised DStv service(s) or specific content, if required by MultiChoice at its discretion in the event of: 38.1 any security breach or non-compliance with MultiChoice requirements; or 38.2 if MultiChoice is of the view that the rights of MultiChoice, its affiliates, content providers and/or any third party may be infringed. 39 The commercial subscriber must notify MultiChoice immediately of any security breach and must take all necessary action, and must assist MultiChoice (including its affiliates and/or content providers), to fix and improve the security system to ensure that further breaches do not take place. 40 The commercial subscriber must notify MultiChoice in writing of any proposed changes to their distribution systems prior to implementing any such changes, which changes will be subject to MultiChoice approval.
