6400 Shafer Court, Suite 350 Program Requirements and Procedures 1. Recertification Units (RUs) shall be required to maintain Active Certified in Plumbing Design (CPD) status beyond the established certification expiration date. 2. Active CPD status shall expire on the last day of the month that is printed on the recertification certificate and wallet card that shall be issued on a biennial basis. 3. All Active CPDs shall be certified for a period of two (2) years. This will depend on the original testing or transfer date. 4. Recertification is achieved by accumulating a prescribed number of Recertification Units (as described below) within the certification period through continuing education and professional development activities such as: A. Acquiring additional professional or engineering related education. B. Participating in activities which advance or broaden the engineering profession. 5. Failure to accumulate the required number of Units before the expiration of the certification period will result in the cessation of active CPD status, removal from the published biennial Certified in Plumbing Design Directory and removal from the official CPD registry. The Certified in Plumbing Design Directory will be to correspond to the and will be available to the ASPE membership, the general public, state engineering state contracting boards and any other requesting agency. In addition, the directory will www.aspe.org. 6. An active CPD status recertification reminder notice l be e-mailed at the beginning and the middle of the two (2) year recertification period. A final notice of pending expiration of active CPD status shall be mailed (3) months prior to the end of the certification period. 7. Reinstatement of an expired active CPD status certification may occur only during the two (2) years immediately following the expiration date. The reinstatement process shall include: A. Recent work experience appropriate to the active CPD status. B. Payment of the recertification fees and a reinstatement fee. C. Meeting all of the recertification requirements for the current and previous recertification periods. 8. An expired active CPD status certification that is no longer eligible for reinstatement may be returned to active status only by reapplying as an initial (first time) applicant and satisfying the Certified In Plumbing criteria. 9. Active CPD status recertification requires submitting completed forms as follows: Option 1. Recertification forms must be submitted no later than the expiration date of the certification. Option 2. Recertification forms may be submitted in two (2) annual installments, the first during the 30 day period commencing at the start of year 2 and the second submitted no later than 30 days prior to the expiration of the certification.

Recertification Unit activities must be completed before the certification expires subject to the following exceptions: Exception 1: Additional time is required to obtain Recertification Units because individual had to allocate substantial time to critical need such as military duty, jury duty, or convalescence that arose with essentially no warning in the last 8 months of the certification period and prevented accumulation of the remaining necessary Recertification Units. This exception is permitted only if 70 percent of the necessary Recertification Units were accumulated in the first 16 months of the two (2) year certification period. Each case will be reviewed on its own merits. Exception 2: ASPE requires additional time to complete an audit of the information supplied. 11. Information provided on the active CPD status recertification forms will be processed and evaluated as follows: A. Information supplied will be reviewed for understandability, applicability, and comprehensiveness. If necessary, clarification may be requested. B. Selected active CPD status recertification applications will be audited. Audited individuals will be required to substantiate the information and claims made on the application forms and may be required to provide reproductions of documents that validate the information and claims, and written statements from reputable individuals verifying particular activities. 1. Individuals selected for an audit shall be identified by a combination of fixed and random sampling methods that ensures selection equality across ASPE Regions and states. 2. Audits shall be conducted prior to the end of the certification period so that decisions and appeal rulings are made before the next certification period begins. 12. Record keeping is the responsibility of the individual. A Personal Recertification Units Log is available to maintain a record of activities valid for use in the recertification process. The Personal Recertification Units Log is supplied as a simple tool to help avoid inaccuracies and incompleteness of the Recertification Application. Use of the Log is by personal choice and is not required to be submitted as part of the recertification program. In the event an individual is audited, the individual will be required to substantiate the suitability of a course, seminar, workshop, or in-house training session. Acceptable documentation includes: a copy of a simple certificate or statement of attendance or completion supplied by the provider of training; a copy of an announcement of the training attended; an attendance receipt; a copy of the program signin sheet; a letter by the instructor or education provider verifying attendance; or any other supporting evidence of attendance. Copies of personal records requested for audit verification must be supplied within 30 days of the receipt of the request. Individuals failing to supply the requested information in a reasonable time frame shall be deemed to be in noncompliance. Copies of personal records need only be maintained until the recertification process is completed. 13. The fee for active CPD status recertification must be paid in advance. The recertification fee is not refundable in whole or in part if recertification is denied.

Inactive CPD status may be elected by an individual if he/she is not employed for a period not to xceed 24 consecutive months. A. Inactive status may not be requested until after the period of unemployment equates to 500 hours of normal employment. B. Inactive CPD status must be requested in writing within 12 months from the start of the unemployment period. C. Return to active CPD status shall be accomplished within 12 months from the date inactive status begins and shall require: 1. Documentation of recent work experience appropriate to active CPD status recertification, and 2. Payment of a reinstatement fee. D. Reinstatement is not possible if the period of unemployment exceeds 24 consecutive months. Retesting is required. E. Inactive CPD status does not waive the payment of the recertification fee. 15. Successful active CPD status recertification candidates will be issued a certificate and wallet card showing the new expiration date. 16. The active CPD status recertification policy and process began on May 1, 2000 and shall continue on a biennial basis. A. All new CPD certifications will carry an expiration date of two (2) years after the issue date. B. All individuals holding active CPD status certification will be notified that their certification will expire two (2) years after the Active CPD Status is achieved. 17. It is the responsibility of an individual holding the CPD designation to assure that he/she participates in the CPD Recertification Program and the recertification process. In the event an individual holding the CPD designation is unable to be located or otherwise fails to receive recertification notification mailings or forms and, thereby, is unable to participate in the recertification process and is deemed to be in noncompliance and is deactivated, it will be the responsibility of the individual to petition the ASPE Board of Directors for a recertification extension waiver. 18. All documentation and materials submitted for CPD recertification will become the property of the American Society of Plumbing Engineers and will not be returned. 19. The American Society of Plumbing Engineers will not preapprove courses, seminars, workshops, written material or any other elements acceptable for CPD recertification. Specific recertification elements will not be accepted or rejected until such time as a recertification audit is conducted.

6400 Shafer Court, Suite 350 Part 1 General Information Individuals with Certified in Plumbing Design (CPD) status have two (2) years to accumulate Recertification Units (RUs) required to maintain the CPD certification. Recertification Options Everyone holding a CPD designation is required to recertify every two years. Failure to recertify as required will void the CPD designation. All CPD designees shall be listed, annually, in the official CPD Directory. Number Of Recertificaton Units Required A total of 24 Recertification Units (RUs) are required for Certified In Plumbing Design (CPD) recertification. A Recertification Unit is simply a term used to identify education and professional development activities that earn points or education units that are valid toward recertification. Minimum and Maximum Distribution of 24 Recertification Units Required: Education and Professional Development Programs Issuing CEUs or PDHs Minimum of 12 Units (50%); Additional Education and Professional Development Programs Maximum of 12 RUs (50%); Higher Education and Professional Development Courses Maximum of 6 RUs (25%); Advanced Professional Activities Maximum of 6 RUs (25%) Recertification Application Starting at the beginning of each two-year recertification period the American Society of Plumbing Engineers will e-mail an Active CPD Recertification application form to all individuals identified as holding Certified in Plumbing Design status. To complete this form it will require information from each individual s Personal Recertification Units Log. The recertification application form must be returned to ASPE at least 60 days prior to the expiration of active CPD status. Late applications will be subject to a reinstatement fee or rejection. Do not fax the completed Recertification Application; fax submittals will not be considered or accepted. The CPD Recertification Application must be accompanied by the nonrefundable recertification fee for the application to be accepted, considered and processed. ASPE will not separately bill or invoice active CPD status individuals. Every two (2) years, a new CPD certificate and wallet card will be issued upon recertification and will show an expiration date of two (2) years from the date of issuance. Recertification Units Log Individuals who have Certified in Plumbing Design status should maintain a Personal Recertification Units Log to record eligible Recertification Units. A Personal Recertification Units Log is supplied as a simple tool to help avoid inaccuracies and incompleteness of the Recertification Application. Use of the Log is by personal choice and is not required to be submitted as part of the recertification program.

6400 Shafer Court, Suite 350 Part 1 General Information (CONT) Recertification for Retired Individuals Retired individuals who desire to maintain active CPD status for occasional consulting efforts or for other reasons must recertify in the same manner as all other recertification applicants. The recertification fee for a retired individual meeting the recertification requirements shall be $15, provided that the retiree is 65 years of age or older and engages in consulting or other professional activity no more than the equivalent of three (3) months of full-time effort per year. Recertification fees shall be waived for retired ASPE Honorary Members. Retired individuals who do not desire to maintain active CPD status and who are fully retired and who are 65 years of age or older may request transfer to emeritus status. Emeritus CPD status shall entitle the retired individual to the designation of CPD Emeritus with a lifetime waiver of recertification fees, provided that the individual does not reenter the active practice of plumbing engineering or design. The CPD Emeritus designation may not be used at any time in professional employment or consulting. Individuals who request emeritus status and subsequently reenter the active practice of plumbing engineering and design must refrain from using the CPD designation until such time as he/she has reactivated active CPD status. Auditing Recertification Applications The CPD Recertification Program will include an audit of a certain percentage of the applicants for recertification. The basis for selecting candidates for audit will be: 1. Individuals will be randomly selected from each local ASPE Chapter and state. 2. The number of individuals selected in each area will be in proportion to the number of CPD individuals in each area. Audited individuals will be required to substantiate the suitability of a course, seminar, workshop, or in-house training session. Acceptable documentation includes: a copy of a simple certificate or statement of attendance or completion supplied by the provider of training; or a copy of an announcement of the training attended; or a letter by the instructor or education provider. In addition, depending on claimed recertification Units, audited individuals will be required to provide documentation regarding participation in Chapters or committees, copies of written materials and proof of college, university or technical school attendance or teaching.

6400 Shafer Court, Suite 350 Part 2 Recertification Program Requirements 1. Total Recertification Units required in the 2-year period 24 Units (100%) A. A Recertification Unit has a value of one (1.0) and is equivalent to 0.1 Continuing Education Unit or 1.0 Professional Development Hour (PDH). 1. One (1.0) Professional Development Hour requires one (1) contact hour (not less than 50 minutes) of education or professional development instruction acceptable to the Active CPD Status program and for which a certificate of completion specifying the number of PDHs earned, has been issued. 2. A Continuing Education Unit (CEU) requires one (1) contact hour (60 minutes) of education or professional development instruction acceptable to the CPD Continuing Education Maintenance Program and for which a certificate of completion specifying the number of CEUs earned has been issued. B. A minimum of fifty (50) percent or 12 Units of the necessary Recertification Units must be earned in education or professional development programs that are approved and permitted to issue Continuing Education Units or Professional Development Hours. Approved CEU and PDH issuing programs typically issue a Certificate of Completion indicating the number of CEUs or PDHs earned. A Certificate of Completion may be required as audit documentation of RUs. 2. Minimum and/or Maximum Recertification Units Of Total That May Be Earned By Activity Category Over Two (2) Year Certification Period A. Approved Education and Professional Development Programs Issuing CEUs or PDHs (50%): Minimum of 12 RUs B. Additional Education and Professional Development Programs(50%): Maximum of 12 RUs C. Additional Higher Education and Professional Development Courses (25%): Maximum of 6 RUs D. Advanced Professional Activities (25%): Maximum of 6 RUs

Approved Education and Professional Development Programs [Minimum of 12 RUs required.] Approved education and professional development programs are defined as efforts undertaken to advance, broaden, and enhance the individual s technical knowledge and job skills in engineering. These activities are required to offer CEUs or PDHs and consist of engineering related education and professional development programs offered at local, state, regional or national society or association meetings or special events. Activities such as Workshops, Seminars, Technical Presentations at Meetings, and Training Sessions shall earn one (1.0) Recertification Unit per each contact hour per issued Continuing Education Unit (CEU) or Professional Development Hour (PDH). A contact hour is defined as the 50 to 60 minute period devoted to the education and learning effort. Fractional points are recognized in accordance to the number of CEUs or PDHs issued. B. Additional Education and Professional Development Programs [Maximum of 12 RUs permitted.] Additional education and professional development programs are defined as efforts undertaken to advance, broaden, and enhance the individual s technical knowledge and job skills in engineering. These activities typically do not offer CEUs or PDHs and include company or other organization sponsored non-proprietary, in-house training sessions and engineering related education and professional development programs offered at local, state, regional or national society or association meetings and special events. Activities such as Workshops, Seminars, Technical Presentations at Meetings, and Training Sessions shall earn three-quarters (0.75) Recertification Unit per contact hour. A contact hour is defined as the 50 to 60 minute period devoted to the education and learning effort. Fractional points are not recognized; that is, a stand-alone 30 minute session has no point value. However, a technical or education course comprising two (2) 30 minute sessions (even if sessions are noncontiguous; that is, on different days) shall have a value of three-quarters (0.75) REU. C. Additional Higher Education and Professional Development Courses [Maximum of 6 RUs permitted.] Additional higher education and professional development courses are defined as successful completion with a grade of C or higher and the awarding of credits for course work at colleges, universities or technical schools that advance, broaden and enhance the individual s technical knowledge and job skills in engineering. Activities such as college, university and technical school course work shall earn one (1.0) Recertification Unit per semester-based hour or three-quarters (0.75) REU per quarter-based hour. D. Advanced Professional Activities [Maximum of 6 RUs permitted.] Advanced professional activities include volunteer or for-hire education or professional development activities such as participating in professional membership organizations which advance the engineering profession or providing professional engineering expertise to assist committees, task forces, and the like to reach their objectives; making educational or professional development presentations to increase technical, engineering and design knowledge or serving as an instructor for a training, educational or professional development presentation pertinent to the engineering profession; or writing technical or engineering related research papers pertinent to the engineering profession for publication or distribution. 1. Participation in professional membership organizations and society activities which advance the engineering profession is defined as involvement with organizations that exist to promote technical knowledge and techniques pertinent to the engineering profession. An active Committee or Task Force

service is defined as the conduct of technical or engineering business activities, participation in one or more meetings per year, involvement in one or more reports or position papers issued per year, or one or more surveys or technical related studies underway per year. Service as an elected national officer of an engineering related organization shall earn one (1.0) Recertification Unit per active year; and three-quarters (0.75) REU per active year for an active local, state or regional engineering related organization officer. Service as the chair or co-chair of an active national Committee or Task Force service shall earn one (1.0) Recertification Unit per active year; three-quarters (0.75) REU per active year for an active state or regional committee or task force; and one-half (0.5) REU per active year for an active local committee/ task force. Service as a participating member of an active national Committee or Task Force service shall earn one half (0.5) REU per active year; and one-quarter (0.25) REU per active year for an active state, regional or local committee/task force. An active year is defined as a minimum of 50 to 60 minutes of active participation per month over a period of not less than twelve (12) months devoted to the engineering related organization, committee and task force effort. 2.
