Noise-Induced Hearing Loss is 100% Preventable Noise-Induced Hearing Loss is 100% Preventable Unlike most occupational injuries, there is no visible evidence of noise-induced hearing loss (NIHL). It is not traumatic and often goes unnoticed when it first occurs. Noise-induced hearing loss accumulates over time, its effects realised long after the damage has been done. NIHL is permanent and irreversible. With proper education, motivation and protection, is also 100% preventable. When is noise considered hazardous? Noise is considered hazardous anytime you must shout at someone an arm s length away to be heard. While exposure to hazardous noise is common, prevention of NIHL is simple: consistent use of properly fitted hearing protection when exposed to hazardous noise. That is the goal of every Hearing Conservation Program. Indicators of Noise-Induced Hearing Loss. Although there are no visual signs of Noise-Induced Hearing Loss, there are a few simple indicators of NIHL. Identification in its early stages can help prevent further damage. High-Frequency Hearing Loss. When hearing impairment begins, the high frequencies are often lost first, which is why people with NIHL have difficulty hearing high pitched sounds such as human voices, alarms and signals. Compared to other sounds, they will seem muffled or distorted. With normal hearing, conversations are understandable if they are loud enough. When someone suffers from noise-induced hearing loss, simply turning up the volume does not make speech clearer. The clarity is adversely affected regardless of how loud the volume. Common Symptoms. Those suffering from noise-induced hearing loss will experience tinnitus (ringing in the ears) or muffled hearing. Non-auditory effects of NIHL may include increased stress, high blood pressure, sleep problems and/or headaches. Create a successful Hearing Conservation Program through best practices. Powered Air Purifying Respirator (PAPR): A motor-driven fan which draws contaminated air through a filter and then to the face. Types of Filters, Use & Lifespan Filter Type Use Filter Life Particle filters Gas Filters/Cartridges Combination Filters/Cartridges Protects only against particles, that is, dust, aerosols, smoke, mould, bacteria etc. A particle filter does NOT protect against gases and vapours. Protects only against gases and vapours. There are different kinds of gas filters/cartridges for different kinds of gases. A gas filter/cartridge does NOT provide protection against particles. Protects against both particles and gases. Different combination filter/cartridges are used depending on the gas or vapour present in the air. Some particle filters are single use such as filtering face pieces, and others are not and can be reused (these filters absorb more and more particles and will eventually clog, it will then become more difficult to breathe through the filter). Absorbs gas until they become saturated. After this, the filter will simply not absorb any more gas. There is no difference in breathing resistance, and it is unlikely that the user will be able to tell by smell or taste that the filter has become ineffective; the gas will just go right through the spent filter. This is why it is very important to replace gas filters/cartridges before the end of the filter lifetime. This has to be done according to a time schedule based on the type and concentration of the gas or vapour. Lifetime expires when either the particle component becomes clogged and hard to breathe through, or when the time is up for the gas component. EN Standards Guide for Gloves EN Standards Guide for Gloves The International Organization for Standardization (ISO) and Australian/New Zealand Standards (AS/NZS) help classify specific product attributes and communicate the quality and protection levels of personal protection equipment. The standards are designed to assist managers in the provision and maintenance of workplace safety levels. The elimination of health and safety workplace hazards is mandated by government legislation. Where they cannot be eliminated, employers are responsible for reducing hazards to a minimum as is reasonably practical. As a result, they have implemented a number of identical standards to those used in Europe. For example, standard EN420 (AS/NZS 2161.2:1998) - Occupational Protective Gloves, General Requirements - defines requirements for all protective gloves (except electrical and medical gloves) for glove construction, cleaning, comfort and efficiency, marking and information. While the majority of the Australian/New Zealand occupational glove standards are identical to the European standards, there are instances where the European standard has been revised, but the Australian/New Zealand standard has not been changed. This is why, for example, the protection against cold standard AS/NZS 2161.5:1998 is not the same as the European cold standard EN511:2006. The requirements are similar but the two standards use different testing methodologies. Explaining the Three Risk Categories According to EN Legislation The PPE directive 89/686/EEC specifies two classes of glove meeting two levels of risk: minimal and mortal or irreversible risk. A risk which falls between the two levels may be described as intermediate. A system of marking has been developed to identify the level of risk to help you select gloves of the appropriate class. Risk Category I: Gloves of Simple Design For Minimal Risk Only For gloves of simple design offering protection from low level risks, e.g. janitorial gloves, manufacturers are permitted to test and certify gloves internally (i.e. there is no requirement for testing and certification by an independent body). Risk Category II: Gloves of Intermediate Design For Intermediate Risk Gloves designed to protect against intermediate risk, e.g. general handling gloves requiring good cut, puncture and abrasion performance, must be subjected to independent testing and certification by a notified body. Only these approved bodies may issue a CE mark, without which the gloves may not be sold. Each notified body has its own identification number. The name and address of the notified body that certifies the product has to appear on the instructions for use that will accompany the gloves. Gloves of this category are CE marked as indicated. Risk Category III: Gloves of Complex Design For Irreversible Or Mortal Risk Gloves designed to protect against the highest levels of risk e.g. chemicals, must also be tested and certified by a notified body. In addition, the quality assurance system used by the manufacturer to guarantee homogeneity of production or the quality consistency testing of the final product must be independently checked. The seams of the glove shall not come apart after an ignition time of 15 seconds. B Contact Heat Resistance Performance Level 0 to 4 Based on the temperature range (100-500 C) at which the user will feel no pain for at least 15 seconds. If an EN level 3 or higher is obtained, the product shall record at least EN level 3 in the flammability test. Otherwise, the maximum contact heat level shall be reported as level 2. For gloves used in containment enclosures, the glove shall pass in addition a specific air pressure leak test. Materials may be modelled by their behaviour to ozone cracking. This test is optional and can be used as an aid to selecting gloves. Asbestos - A Natural Fibre Working with Asbestos Understanding the Dangers of Asbestos Asbestos is a material with numerous qualities which was used on a massive scale before being shown to be highly toxic. Prohibited for import and use across Australia since the end of 2003, it can still be found in many buildings and machines. Helping to keep workers in such environments safe, protective coveralls can provide durable, comfortable and robust protection against asbestos fibres. Asbestos is the common name for several naturally occurring fibrous silicate minerals. Asbestos fibres are very heat resistant and strong and were used for many years in thermal insulating materials such as laggings and coatings, floor tiles, roofing, asbestos cement products, electrical insulating materials as well as vehicle clutch and brake linings. Since asbestos is a very friable material, microscopic fibres can release into the air in smaller or larger quantities. Inhalation of asbestos fibres can have serious health effects, including asbestosis, lung cancer and mesothelioma. In Australia, a nationwide ban on importing and using all forms asbestos took effect on 31 December 2003. Reflecting the ban, the National Occupational Health and Safety Commission (NOHSC) revised asbestos-related material to promote a consistent approach to controlling exposure to workplace asbestos and to introduce best-practice health and safety measures for asbestos management, control and removal. The ban did not cover asbestos materials or products already in use at the time the ban was implemented. Although Australia has only a third of the UK s population, its asbestos disease fatalities approximate Britain s of more than 3,000 people per year. Minimising the Risk when Working with Asbestos The European Council Directive 83/477/EEC on the protection of workers from the risks related to exposure to asbestos at work and its amendments, deals specifically with protecting workers from the risks related to exposure to asbestos at work. Before any work is done, a comprehensive risk assessment has to be carried out and preventive measures have to be established. Employers have to provide the necessary organisation of work, appropriate equipment (including suitable personal protective equipment), safe systems of work, training, information, and supervision. Suitable personal protective equipment in general includes respiratory equipment, coverall, gloves and safety boots. Choosing Appropriate Protective Clothing Building maintenance and site remediation workers are at a high risk of coming into contact with the fibres when working on insulation in buildings and industrial installations such as pipes, roofs, walls etc. In order to avoid cross contamination, i. e. Asbestos fibres attached to a person s skin or underwear are carried to uncontaminated places, released and then inhaled, protective coveralls must provide a high barrier against airborne particles (Category III EN 13982-1 Type 5 - The Type 5 product standard allows for an inward leakage of up to 15% in 8 out of 10 suits tested). Physical Controls When Working at Height If a full risk assessment and work method statement has determined the need to use Personal Protective Equipment (PPE), careful consideration must be given to the following work at height techniques. Refer to AS/NZS 1891.4 for further information. All personnel using PPE at height must be trained in the proper use and limitations of their equipment. Fall Restraint Fall restraint is the preferred approach to fall protection - it prevents you from falling and from suffering possible injuries from the fall arrest system. Work restraint is a technique which uses PPE to prevent a person from entering an area where risk of fall from height exists. Work Positioning Work Positioning is a technique for supporting a person while working by means of PPE in tension in such a way as to prevent a fall. Fall Arrest Fall arrest is an approach which makes use of items of PPE to stop a person falling under safe conditions. This means that if a worker is in a position such that if they lose control they will fall. They are required to use PPE to limit both the distance and the force of that fall. Emergency Plan AS/NZS 1891.4 states that the rescue of a fallen worker must occur as soon as possible, as does the National Code of Practice for the Prevention of Falls from Heights in Construction Work. It also recommends that a person should not use a fall arrest system unless there is at least one other person on site who can rescue the user in the event of a fall. In some situations at least two persons may be required to safely rescue a person who has had a fall. This requires specific training. Confined Space Safe access and egress from confined spaces requires careful planning. When access and egress also includes the potential for falls, then it is considered work at height. In all cases rescue and recovery must be planned and the personnel be trained in emergency procedures. All personnel using PPE at height and confined space must be trained in the proper use and limitations of their equipment. Permanent Access - use walkways and gantries where possible. Temporary Working Platforms - the use of scaffolding, cradles and mobile platforms. Collective Measures are Preferable to Personal Measures - handrails, safety netting, airbags or landing mats Personal measures can be split into three categories: 1. Work Restraint 2. Work Position 3. Fall Arrest 2 If a fall can occur you must be protected Never work alone. Check that you have safe clearance below. Always have a rescue plan. PPE for arresting falls must include: Anchorages that are rated to AS1891.4 or equivalent. A Full Body Harness correctly fitted. A Fall Arrest Device that will: - Ensure shock loads do not exceed 6kN. - Arrest the fall in a known distance. - Arrest the fall and prevent the user colliding with obstacles. Connectors - suitable for linking the system. 1 3 The effects a fall will have on you Even if you use suitable fall arrest equipment a fall will still be a traumatic experience. You may collide with obstacles during the fall. You may be unconscious or in shock. Suspension in a harness if left unchecked can cause you serious medical complications. 4 Suspension in a harness can lead to suspension trauma If you are suspended after a fall you may experience pressure points from the harness that can cause pain and restrict your circulation. If this is left unchecked it can lead to tingling sensations in your limbs, dizziness and eventually a loss of consciousness. If you can move you may be able to relieve the effects, but you need to be rescued. A temporary aid may also help reduce the effects. If during the fall you are knocked unconscious then you will be unaware of these effects. They will still occur, but you will not be able to ease them and you need to be rescued. The effects can begin within a few minutes. Rescue should be carried out as quickly and as safely as possible. Ideally rescue should take no longer than 5 minutes. When the pressure is released from the harness you must also take care as blood and toxins will be released back into your system. You need to help prevent this happening too fast. It is better to sit or stand, not to exert yourself and seek medical advice.
