Housing RENTAL DEPOSIT ASSISTANCE Homelessness Intervention Program (203) 782-3500 Voice SUBSIDIZED RENTAL HOUSING -RAP (RAP stands for Rental Assistance Program.) PROGRAM DESCRIPTION The Conn. Department of Social Services (DSS) Rental Assistance Program (RAP) provides a state funded rental subsidy for low income households paying more than 30% of their income for rent. The RAP subsidy is intended for families with children, older adults age 62+, or disabled adults age 18-61, in privately owned rental housing. Preference is given to persons who meet at least two of the Federal preference categories: 1) homeless, 2) reside in substandard housing, 3) are paying more than 50% of income for rent, 4) are dislocated, 5) are disabled. The program is administered on a statewide basis by DSS through a contract with John D'Amelia and Associates, who subcontracts with selected Public Housing Authorities and/ or Community Action Agencies. Benefits are not an

entitlement, but rather for on-going, limited supports based on individual need. Participants will receive referrals to community-based organizations as well as assistance with clothing, food (if the individual is not receiving food stamps), housing or shelter, limited transportation, and other services to promote employment. Benefits are issued in the form of vouchers or direct payment to vendors; never in cash. WHO IS ELIGIBLE: SAGA Medical recipients who are not receiving SAGA cash and who are in treatment for substance abuse and/or mental illness and who are in need of recovery supports that cannot be met by other community resources. HOW TO APPLY: Clients initiate Basic Needs Program request in collaboration with their treatment provider. Treatment providers document engagement in treatment and verify SAGA status. Advanced Behavioral Health (ABH) will evaluate requests and issue authorizations or deny requests. Urgent requests for assistance are met or denied within one business day; nonurgent requests are met within five business days.
