ISC - Inter-service Separation Codes These Inter-service Separation Codes (ISC) were developed by DMDC to enable meaningful cross-service comparison of separation reason for both enlisted and officer personnel. Originally developed with DoD Standard Data Element, Separation Program Designator (SPD), ISC codes, in addition to providing crossservice comparisons, now also enable longitudinal comparison of separation reason regardless of the change from SPN to SPD. For the Reenlistment Eligibility Data Display (REDD), ISC code is a direct conversion from the SPD code. Reenlistment Eligibility Service and DMDC Coding of Reenlistment Eligibility Current Service Codes The Services have independently developed reenlistment eligibility codes, which reflect distinct personnel regulations and management philosophies. Coding is attached for all. DMDC Edit Codes The original DoD Instruction, tasking the Services to provide extracts of their separation files to DMDC, specified that reenlistment eligibility should be coded either '1' (eligible) or '2' (ineligible). At various times, though, one or more of the Services provided more detailed coding which was, in turn, reflected in the DMDC edited files. In conjunction with a 1978 agreement to provide monthly submissions for use in an expanded prior service recruiting inquiry system, the Services agreed to submit the complete reenlistment eligibility coding available on their files. The following table describes by Service the coding structure of reenlistment eligibility in the DMDC edited separation files for FY73 - FY82. From FY82 to present, all services have supplied their complete reenlistment eligibility codes to DMDC. A reference to double-coding descriptions indicates that during the fiscal year the codes changed from those described by the first reference to those described by the second reference. Army Reenlistment Codes AR 680-29 Code Explanation 1 or 10 Fully qualified for enlistment/reenlistment if all criteria are met. 1A Fully qualified for enlistment/reenlistment after 93 days have elapsed since date of last separation. Applies to persons with over 6 years of service for pay (over 4 years of service for pay if separated on or after 15 August 1978). 1B 1C Fully qualified for enlistment/reenlistment. Applies to persons who were fully qualified when last separated; however, reenlistment was not authorized at time of separation under strength management program. Fully qualified for enlistment. Applies to persons who do not possess scores of 90 or higher in any three or more aptitude areas of the armed services vocational aptitude battery (ASVAB). If tested prior to 1 October 1980: or scores of 85 or higher in any three or more aptitude areas of the ASVAB. If tested on or after 1 October 1980. 2 or 20 Fully qualified for enlistment/reenlistment. Applies to persons whose voluntary enrollment is not contemplated due to circumstances such as separation to accept commission or warrant officer appointment. Enlistment expires while in cadet status, etc. 2A 2B 2C Fully qualified for enlistment/reenlistment after 93 days have elapsed since date of last separation. Grade determination must be made. Applies to persons with over 6 years of service for pay separated prior to 15 August 1978, who have incurred an additional service requirement and who decline to meet this requirement through reenlistment or extension. Army In-Service Reenlistment Codes AR 680-29 The following codes are meant to be used while an individual is still in the service to show reasons he/she may be precluded from voluntary enrollment. They are occasionally seen on dropped from strength type "loss" records (i.e., desertions,). Code 9A 9C 9E 9G 9K 9L 9N 9O 9P 9Q 9U 9W 9X 9Y 9Z Explanation Lost time. Time lost because of absence without leave (AWOL). Skill qualification. A non-qualifying skill qualification evaluation and less than three scores of 85 on the Armed Services Vocational Aptitude Battery (ASVAB) / Army Classification Battery (ACB) / Women's Army Classification Battery (WACB) Physical readiness. Unacceptable physical readiness qualifications. Grade. Exceeds total years active federal service for pay grade. Field Bar to reenlist. A denial of reenlistment imposed below Department of the Army Headquarters. Department of the Army Bar to Reenlist. A denial of reenlistment imposed by Department of the Army Promotion board. Navy Reenlistment Codes Code Explanation R1 Recommended for preferred reenlistment. 1 Eligible for reenlistment. 1E Eligible for reenlistment, but not reenlisted due to Perform to Serve (PTS) regulations. 2 Ineligible for reenlistment due to one of the following: the member transferred to the Fleet Reserve; member retired (not to include Temporary Disability Retired List (TDRL)); or member received an officer commission or advanced to warrant officer. 3 Otherwise eligible for reenlistment except for disqualifying factor. 3A Alien. Discharged per MILPERSMAN 1910-127. 3B Parenthood, pregnancy/childbirth. 3C Conscientious objector. 3E Inducted, enlisted, extended, or reenlisted in error. 3F Failed the physical fitness assessment (PFA). 3G Condition (not physical disability) interfering with the performance of duty. 3H Hardship or dependency. 3J Failed entry level drug test, not drug dependent. 3K Disenrolled from Naval Academy or other officer program. 3M Ineligible for reenlistment in current rating. 3P Physical disability (includes discharge and transfer to TDRL). 3Q Disqualified for officer candidate training (not physically qualified for appointment as an officer in the naval service). 3R Not meeting the professional growth criteria outlined in MILPERSMAN 1160-030. 3S Surviving family member. 3U Minority age. 3X Non-swimmer. 3Y Received Voluntary Separation Incentive (VSI). 3Z Received Special Separation Benefit (SSB). 4 Ineligible for reenlistment. Note 1: Prior service applicants issued a Reenlistment code of 4 (or equivalent) upon separation, solely for homosexual conduct may be eligible for reenlistment/enlistment. (Note: Member's record must be reviewed to assure the sole supported reason for processing was for Homosexual Act(s), Conduct, or Marriage). The following applies: 1. Eligibility Requirements. Applicant's prior service DD 214 (most recent) must reflect a narrative reason of Homosexual Act, Homosexual Conduct, or Homosexual Marriage in block 28. One of the following Separation Codes (SPD) must be in block 26: GRA, GRB, GRC, HRA, HRB, or HRC. Character of Service must be Honorable (no other misconduct was a basis for their discharge). 2. Processing Procedures. Prior service applicants that meet the eligibility criteria listed in item one of this note may be accepted for further processing. All prior service applications accepted for enlistment/reenlistment with an 4 (or equivalent) due to homosexual conduct will be processed as any code listed in the chart above labeled "Eligible to Enlist" with just an enlistment eligibility (rate and pay grade) determination (not an Code waiver). 5 USNR-R released after serving 90 or more days of Active Duty for Training (ADT). Returned to Reserve unit/activity without reenlistment eligibility being determined. 6 Ineligible or denied reenlistment due to High Year Tenure (HYT). 7 Completing the initial 2-year active duty obligation under the 2x8 Navy Reserve Program. 8 Temporary medical conditions or unsatisfactory initial performance and conduct (available to recruits assigned to Recruit Training Command for initial training only). Marine Corps Reenlistment Codes Code Explanation 1A Recommended and eligible. 1B Recommended, eligible and requested retention but denied retention by CMC. 1C Recommended and eligible career Marines meeting generally acceptable standards and denied further service. 2A Transferred to Fleet Marine Corps Reserve (FMCR) prior to reaching maximum service limitation for grade. 2B Retired. 2C Transferred to Fleet Marine Corps Reserve (FMCR) at maximum service limitation for grade. 3A Assigned when single disqualifying factor is failure to meet general technical score prerequisite. 3B Assigned when there is a military or civil record of in-service drug involvement prior to 31 Aug 92 and there is potential for further service. 3C When directed by CMC or when not eligible and disqualifying factor is not covered by any other code. 3E Assigned when single disqualifying factor is failure to meet educational standards. 3F Failure to complete recruit training. 3H Hardship discharge. 3N Pregnancy, single parenthood. 3O Refused to extend or reenlist to deploy or to incur obligated service for orders received. 3P Failure to meet physical/medical standards (includes Pseudofolliculitis and weight standards). 3S The Marine is approved for separation and receives the Special Separation Benefit (SSB) lump sum payment. May only be assigned by CMC. 3V The Marine is approved for voluntary separation and receives the Voluntary Separation Incentive (VSI), annuity payment. 4 Not recommended for reenlistment. 4B Assigned when there is a military or civil record of in-service drug involvement and there is no potential for further service. Air Force Reenlistment Codes AFI36-2606 Code Explanation 1 Eligible for immediate reenlistment. 1A Ineligible to reenlist, but condition waived. 1J Eligible to reenlist, but elects separation. 1K Career airman, selected by the commander under the SRP and 13 months or less remain before completing 20 years TAFMS. 1M Eligible to reenlist, second-term or career airman not yet considered under the SRP. 1P Eligible to reenlist, second-term or career airman with less than 19 years TAFMS, selected by the commander under the SRP and either 13 months or less remain before original ETS, or the airmen are serving on an extension of enlistment. 1Q Eligible to reenlist, career airman with more than 20 years TAFMS, selected by the commander under the SRP and either 13 months or less remain before original ETS or the airmen are serving on an extension of enlistment. 1R First-term airman, selected for reenlistment under the SRP. 1T Air National Guard and United States Air Force Reserve airman serving on voluntary or involuntary extended active duty (EAD). 2 Ineligible to reenlist. 2A HQ AFPC denied reenlistment opportunity for quality reasons. 2B Separated with a general or under other-than-honorable conditions (UOTHC) discharge. 2C 2D 2E 2F 2G 2H 2I 2J 2K 2L Involuntarily separated with an honorable discharge; or entry level separation without characterization of service. Returned prisoner with less than 6 months of service since return to duty. Serving a period of probation and rehabilitation. Undergoing, or separated while undergoing rehabilitation in a DoD regional confinement facility under the direction of HQ AFSFC/SFC. Participating in Track 4 or 5 of the Substance Abuse Reorientation and Treatment (SART) program for drugs, or has failed to complete Track 4. Participating in Track 4 or 5 of the Substance Abuse Reorientation and Treatment (SART) program for alcohol, or has failed to complete Track 4. Non-US citizen serving on initial enlistment. Under investigation by military or civilian authority, the outcome of which may result in discharge or court-martial action. Has been formally notified by the unit commander of initiation of involuntary separation action. Civil court charges pending for an offense for which the MCM authorizes confinement for the same or most closely related offense, or court-martial charges have been preferred, or court-martial action is under appellate review. Or First-term, non-prior service, females who enlisted into the Air Force and "it was later discovered they were pregnant before their enlistment," and were immediately discharged. 3B 3C 3D 3E First-term, second-term or career airman who was ineligible to reenlist, or, the ineligibility condition no longer exists, and the airman requires SRP consideration or reconsideration. First-term airman not yet considered under the SRP. Second-term or career airman who refused to get PCS, TDY assignment trainability.
