2 NEWS Headline Gitnang Luzon september 18-20, 2015 Morales lauds P Noy, Tanjuatco for P1.2B Clark airport expansion By Charlene A. Cayabyab MABALACAT CITY Mayor Marino Boking Morales said the city will experience further economic upheaval due to the increasing operations at the Clark airport, one of the busiest airports in the country. Morales made the statement after the Department of Transportation and Communications (DoTC) infused an initial P1.2 billion for the construction of the low-cost carrier terminal. The expansion of Clark airport which will be done in phases will increase its capacity to 15 million passengers per year. The new Clark airport design was done by the French team Aeroport de Paris. Morales has expressed gratitude to President Benigno Aquino III and Clark International Airport Corporation president and chief executive officer Emigdio Tanjuatco III for having pushed for the development of the local airport. For his part, Tanjuatco has brushed aside certain perceptions that the government is neglecting Clark airport. The fact that this project is up for bidding this year is proof that government is serious in developing Clark Airport, Tanjuatco said. Meanwhile, Morales said the expansion of the Clark airport proves that President Aquino is bent on further improving the airports all over the country particularly Clark. The expansion of Clark airport will offer job opportunities and will open up Clark to other big airline operators and new investors, Morales added. The Clark airport is within the territorial jurisdiction of Mabalacat City, now one of the vibrant cities in Pampanga province. Morales said the city government will support the development of an aerotropolis that will encompass Clark Freeport Zone CIA EXPANSION.. Page 7 MANILA BAY REHAB PROJECT. Dubbed as The Enterprise Sachet, this pay-as-you-go model allows companies to make use of business productivity tools and compute resources on-demand and pay only for what is required at any given point in time, via online payment. With the availability of these business-enabling applications and systems on its cloud services portal cloud.com. ph, IPC empowers the growing start-up movement in the Philippines to harness the operational capabilities of established players at a fraction of the time spent to deliver the technology, and at reasonable cost. An estimated 90% of Philippine businesses are considered to be SMEs, including startups. We define the Enterprise Sachet as the business model by which Filipino SMEs and entrepreneurs can use IT tools that give them the same capabilities as larger organizations but at affordable, pay-as-you-use packages. It changes the landscape of business IT as we know it because small operations are now able to compete in the big leagues using IT resources that are affordable, flexible, and easily accessible, said IPC President ENTERPRISE SACHET... The schedule of the forum was set following a meeting on Wednesday by the representatives of DENR Bataan and PIA with Mariveles Mayor Jesse Concepcion. JM Garcia, PIA Bataan officer, said the forum dubbed MANILA BAYanihan Para Sa Kalinisan, to be held MANILA Manila Archbishop Cardinal Luis Antonio Tagle called on the faithful to turn to prayer as the effects of El Niño looms. This impending situation brings us to the brink of helplessness, but not hopelessness, as we turn to God our Father, to turn His mercy on us and shorten the life of El Niño and bring down the rain to avert the crisis, said Tagle. Aside from asking for His compassion and mercy, the cardinal said the faithful should also ask for forgiveness in neglecting their responsibility of caring for the environment. In praying to Him for His compassion and benevolence, we also seek His forgiveness for our ecological sins our neglect and abuse of the environment, our throw-away culture, and our failures as stewards of His creation, he added. Cardinal Tagle recently issued a mandatory prayer for the impending drought (Oratio Imperata Ad Petendam Pluviam) and urged priests to lead the faithful in praying for rain. (CBCP) on Tuesday (September 22) aims to raise awareness among barangay officials in rehabilitating the Manila Bay. Solid and liquid waste management and programs on informal settlers, among others will be discussed, he said. MANILA BAYanihan Para Sa Kalinisan was hatched by the DENR and concerned local government units around Manila Bay aiming to rehabilitate and revitalize the bay. DoLE Regional Director Atty. Ana Dione said the livelihood assistance was sourced from National Reintegration Center for OFWs (NRCOs) Livelihood Development Assistance Program (LDAP). In her report to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, the undocumented OFW-returnee beneficiaries received their livelihood grants in the form of goods, early September. The NRCO LDAP s various livelihood projects are small startup businesses which include piggery, canteen, rice retailing, sarisari store, and fresh egg dealership. With their odd experiences in working overseas, the beneficiaries are hopeful that their livelihood projects will flourish as sustainable businesses, says OFW-returnee Estelita Dela Cruz. The investments poured to develop key tourism projects make this Freeport a preferred travel destination not only by local tourists but also foreign nationals. This helps pumpprime the economy in and around this former US military facility. Among the resorts frequently visited by local and foreign tourists in Clark is Fontana Hot Springs and Leisure Parks because of its wide array of amenities such as golf courses, hot spring, water theme park, tennis and basketball courts and choice restaurants, health and spa facilities. More than P2 billion have been spent in the improvements and renovations at Fontana. Unknown to many people, Widus Hotel and Casino is not only an exclusive hotel for Korean tourists, but also open to local and other foreigners who want to enjoy the luxury of alafive-star hotel service at very affordable rates. Widus is designed along the lines of a tropical resort which comprises three towers over looking the palm tree-lined swimming pool and landscaped garden blending harmoniously with the natural environment. Its management just spent P2 billion just for the expansion project of the hotel and casino that was completed in 2013. It will be shelling out P200 million more for another expansion program set this in 2016. Meanwhile, Oxford Hotel has also become one if the most patronized hotels in Clark after it was renovated for the SOM1 APEC meeting last January. The new Oxford management is also bent on further improving the design and concept of the hotel to give maximum comfort, privacy and relaxation while checked-in at the hotel. All the function rooms of the hotel are equipped with September 16. A total of 45 employers, 35 from local and 10 from overseas, joined the event that was aimed at providing jobs and helps lessen the unemployment rate. Mayor Edwin D. Santiago led the event with the city s PESO Manager Donny Sayre. The Mega Job Fair, for local and overseas employment, catered not only Fernandino job the latest and state-of-the-art audiovisual equipment ideal for meetings, seminars and social events. It has recently opened a new restaurant -- the Amare -- which is now frequented by people with discriminating tastes for culinary delights. Oxford has spent an initial P200 million as its contribution to Clark when the Freeport needed to offer more rooms and facilities for SOM1 APEC delegates. Pioneer hotel Holiday Inn Clark, now an institution here, is one of the best hotels not only in Pampanga but throughout Central and North Luzon. Located inside the Mimosa Leisure Estate (Mimosa), Holiday Inn opened in Clark when the former US air base is yet to get over the stigma on the effects of Mt. Pinatubo eruption and the pull out of the American troops in the early 1990s. Mimosa is now up for privatization where the minimum bid for the estate is pegged at P800 million while investments that should be committed is set at P5 billion. 4OPINIONHeadline Gitnang Luzon september 18-20, 2015 EDITORIAL On the rise DENGUE cases in the province, according to the Department of Health, are on the rise which has prompted Gov. Lilia Pineda to make a statement that precautionary measures are now being observed in the province. Although the cases are 66 percent higher compared to the same months last year, there is no outbreak of dengue in the province, according to Health officials. There is, however, a clustering of cases in some barangays in Mabalacat City, Angeles City, City of San Fernando, Lubao, Guagua, Candaba, Floridablanca, Macabebe, Magalang, Masantol, Mexico, Porac, San Luis, San Simon and Sta. Rita. Apart from the measures, Pineda is urging barangay chairmen to maintain cleanliness in their respective villages to prevent the spread of mosquitoes with dengue virus. The Governor made an assurance that she will be closely monitoring the dengue cases in the province. District and provincial hospitals, she said, are ready to deliver the necessary needs of the dengue patients. www.headlinegl.com HEADLINE Gitnang Luzon is a Daily Regional Newspaper General Manager: MARLO a. franco Editor: RIA DE FIESTA Layout Artist/Photographer: JP Manalang Reporters: CHARLENE CAYABYAB marna dagumboy - Del rosario Administrative Staff: sherylin l. rivera Publisher: HGL PUBLISHING Email: headlinegitnangluzon@gmail.com Website: www.headlinegl.com DISCLAIMER: Views expressed by columnists are their own and do not necessarily reflect the editorial position of HEADLINE Gitnang Luzon or its internet website: www.headlinegl. com. The Philippine government s consent upon which overall economic progress is contingent now lies in the hands of the current administration. It will also help the tourism sector which fails to achieve its target. What is preventing the Philippine government from signing the open skies policy? The basic Freedoms of the Air Act would allow foreign carriers to come into the country without too much restrictive government policies hindering their operations. The contention stemmed from the fifth to the seventh freedoms of the air that would make up for a genuine open skies policy all over Asia. The Fourth Freedom of The Air is the right or privilege, in respect of scheduled international air services, granted by one State to another State to take on, in the territory of the first State, traffic destined for the home State of the carrier. The 5th Freedom of the Air, however, would allow a foreign airline, for example Singapore Airlines, to drop passengers at Clark International Airport, allow new passengers to board the aircraft and proceed to a third country. There s the rub. That is real competition. Airlines with the best service will survive and others will fold up due to the intense competition in a limited market like the Philippines. Considering that the local carriers had already launched new routes in the Middle East, US and Europe, the ASEAN open skies will further obliterate them. The ASEAN member-countries are considering opening up 5th to the 6th Freedom of the Air. What will happen now if the Philippines holds out on the ASEAN open skies? It will be left behind by its neighboring countries in Asia. Vietnam, who bore the brunt of the recent war in the 70s, has now a very vibrant tourism industry while the Philippines lags behind. The public and private tourism sector organizations from the ASEAN, tourism organizations, airlines, travel associations, and hotel and restaurant associations had bonded to help implement the ASEAN tourism road map to ensure that South East Asia remains a successful tourism destination. She urged the Aquino administration to ratify the open skies policy immediately. Will need connectivity with our neighbors as we grow tourism in the Philippines, as well as trade and business. Clemente said the ASEAN seeks to provide an increasing number of visitors to the region with authentic and diverse products, enhanced connectivity, a safe and secure environment, increased quality of services, while, at the same time, ensuring an increased quality of life and opportunities for residents through responsible and sustainable tourism development by working effectively with a wide range of stakeholders. Reports have it that the Department of Foreign Affairs still has some modification on the ratification of the open skies policy among them apparently concerned the protocols that are subject to slots in Manila. Clemente noted the excuse that there are no slots in the NAIA is isolated from the principle of open skies. It s defeatism. While our neighboring ASEAN countries had a vibrant tourism industry, our country was sulking on the issue of protectionism that fails competition in the free market place. It was not specifically clarified if it will be called a dislike button, as Zuckerberg explained that not every moment is a good moment. The father of Facebook was trying to imply that the idea is to show empathy for posts that may seem inappropriate to clicking Like, such as gruesome images or videos, victims of calamities, war or conflicts, and images of dying people. I get his point. Why would somebody click Like for a post about a dead person? I find it awkward to Like a not so likable post but to make an option such as a dislike option would not automatically make it appropriate either. Zuckerberg and his team should make a careful study about making alternatives to the Like button. Without proper research, adding Pagsugpo sa dengue As of this writing Alvin H. At the moment, I think a dislike option seems the very last thing we need. By the term itself, the word dislike might make it easier for netizens to spread negativity online. HeadlineinHistory Dr. Jose Rizal s El Filibusterismo was published in Ghent, Belgium On September 18, 1891, the second novel of Dr. Jose Rizal, El Filibusterismo (Reign of Greed), written in Spanish and a sequel to Noli Me Tangere, was published in Ghent, Belgium. Rizal, who began writing El Filibusterismo in October 1887 in Calamba, Laguna, revised some chapters while he was in London and completed the book on March 29, 1891. Rizal wrote El Filibusterismo in dedication to the three martyred priests Mariano Gomez, Jose Burgos, and Jacinto Zamora, expressing conviction that their treatment and deaths at the hands of the Spanish authorities was unjust. Plots are poles apart compared with Noli Me Tangere, where people were encouraged to ask and aspire for change and liberation, in El Filibusterismo, Rizal urged the society to open its eyes to reality and rebel against the Spanish government for its oppression and abuse. In Noli Me Tangere, there is aspiration, beauty, romance, and mercy. In El Filibusterismo, readers will feel is bitterness, hatred, and antipathy. The romance and aspirations are gone. Even the characters personalities seem to have undergone radical change. --KAHIMYANG.INFO

6TEACHER S CORNER Headline Gitnang Luzon september 18-20, 2015 The 21st century skills are a set of abilities that students need to develop in order to succeed in the information age. They include Learning Skills, Literacy Skills and Life Skills. Under Learning Skills, students are taught Critical Thinking, Creative Thinking, Collaborating and Communicating; while under the Literacy Skills, students are taught Information Literacy, Media Literacy and Technology Literacy. Life Skills, on the other hand, teaches students on Flexibility, Initiative, THERE is a significant shortfall in science education in the country, especially for students who are preparing for college. Clearly, there is a need for an increased focus on science education, because there are a lot of science-based companies in the country and other parts of the world which need competent and skilled workers. Filling in these well-paying jobs from our own backyard will spell success not only for these companies, but for the country s economy, as well. STUDENTS are rarely interested in Science that is why there is a need to improve science learning. But how can this be done? Studies show that in order to improve science learning, there is also a need to improve the teachers skills in presenting lessons, engaging and motivating students, and integrating science and reading. Inquiry-orientated programs, studies show, help teachers to learn and use generic processes such as science-reading integration in their daily science teaching. These programs are designed to facilitate Republic of the Philippines Local Civil Registry Office Province: PAMPANGA City/Municipality: ARAYAT NOTICE FOR PUBLICATION 21st Century Skills by Ferdinand A. Students need to think deeply about issues, solve problems creatively, work in teams, communicate clearly in many media, learn everchanging technologies, and deal with a flood of information. DE ALA Municipal Civil Registrar HEADLINE Gitnang Luzon: September 08 & 15, 2015 by Elecita M. Manguil If we want to catch the students attention towards science education, then it is imperative that we teach them early and this involves their parents, who are their very first teachers. At the onset, parents provide an informal, hands-on approach to learning about science. Grade schools should have Science programs that will allow children and their parents to engage in real-world experiments, alongside teachers, and if possible, scientists. Not only would this give the students an enjoyable learning experience, but this would also mean Improving Science learning (Headline Gitnang Luzon: September 18, 2015). by Lolita C. Cunanan hands-on inquiry and application of practical science, which may hold the interest of students. Teaching methods focused on improving classroom instruction have also been found to have significant potential to improve science learning among students. Teachers should learn to make effective, daily use of cooperative learning, conceptually challenging content or science-reading integration and then take advantage of these new skills. This will guide them in meeting their objective to teach science to their students more HOW can students be motivated to study Math? We all know that some students are too lazy to study the intricacies of numbers. As a Math teacher, we should be a little creative, which can go a long way inside the classroom. Creative, real-world problems will help especially if you allow your students to create their own problems. There is a lot of instructional value in a student-created assignment creating a problem, and then solving it themselves. Students wonder when they can be able to apply their Math lessons in the real world. They re probably wondering if they are going to even use it, because at this point in their lives, about science, technology, or mathematics to contribute significantly to, or fully benefit from, the knowledge-based economy that is already taking shape around the world. Strategies in Araling Panlipunan by Ester D. Dimacali THERE are a number of strategies that teachers can use in teaching the subject Araling Panlipunan. These are important tools that can help develop students interest in the subject. Discussion is an important tool to enable a student s voice to be heard. For it to be effective, the discussion has to be based on factual information. Teachers can also use films and photographs to create vivid images in the minds of the students. After the film and/or photo showing, students can write their reactions based on the material they saw. Students are also interested to listen about personal stories, and educators should make it a point to incorporate these kinds of stories or some anecdotes. Stories should be related to the lessons which can help illustrate better the points you want to make. Such strategy also helps learners connect with you on a more personal basis. Why not encourage students to write a journal? Give them a topic or questions that will allow them to think their responses or reactions to an issue. Also, trips can also give them a different insight on things. This will give them the opportunity to see, and interact with other people especially if these are victims of calamities and such. Lastly, brainstorming is also effective, which helps people to think creatively by letting many ideas flow from the student. This strategy can be useful in generating many different solutions or alternatives. Evaluation of the ideas is done after the brainstorming. Whatever approach or strategy teachers take, what is important is that the students learn what they should, in an environment that is conducive for great ideas. According to Morita, the system is a lowcost organic waste management system using a combination of anaerobic digestion by liquid microorganism called compost activator (CA) and vermiculture. Morita thought of finding ways to make residual waste useful by composting organic waste. Morita said the CA can turn any biodegradable material into vermin-compost fertilizer, or the Morita System Soil Conditioner, in only three to five days from the normal threemonth process of decomposition. The CA utility model was given patent number 2-2014- 000104 by the Intellectual Property Office on March 12 under Morita s name. Morita found the right combination of liquid compost activator and vermin-culture to speed up the decomposition of organic waste. The system starts with segregation of organic waste, like leftover food, rotten fruits and vegetables, fish discards and other kitchen and agricultural wastes. The organic waste is shredded, placed in a two-foot deep, 20 feet long concrete pit lined with discarded tarpaulin to prevent leakage, then treated with liquid compost activator. Tugade recently received an award from the SKAL International-Makati during the 25th SKAL International Tourism Personality Awards held at the Grand Ballroom of New World Makati Hotel in Makati. Tugade was first recognized by the same organization in 2013 but respectfully declined to receive the award as he has just then started to serve as president and Rene Huergas. Huergas noted that many local entrepreneurs understand that growing their business requires investing in technology from tools that help them manage client data to systems that will automate back-office operations. However, budget constraints often prevent them from deploying tools as early as possible. Further, many technology services available in the market provide for small initial use with quick scalability. Through the Enterprise Sachet model, business owners and their IT managers can access any and all cloud computing services through cloud.com.ph. The website is the country s first and only cloud portal offering locally hosted services and payable online through major credit cards (MasterCard, Visa, AMEX), over-the-counter cash payments via Dragonpay or popular online payment provider Paypal. Scaling up or down anytime is not a problem. You do not end up with too much or too little services, space, or licenses. Customers only pay for what they need, when they need it, Huergas added. The cloud.com.ph is hosted in-country and in IPC s own telco-grade, carrier-neutral data center. This means that customers can expect immediate service with minimal investment, as well as access to a support team that can respond quickly and understands the unique needs of Filipino enterprises. Services available via the portal include access to cloud servers or virtual machines (Infrastructure-as-a-Service or IaaS), Google Apps for Work online productivity and collaboration tools, and IPC PayCheck a local timekeeping and payroll management tool (Software-asa-Service or SaaS). In addition, visitors to the website may also avail of 30-day free trial accounts for Google Apps for Work, IPC PayCheck, and Salesforce - the world s number one cloudbased customer relationship management (CRM) application. Huergas explained that working with an always-on cloud infrastructure portal allows businesses to meet their IT needs faster, manage fluctuations in demand more efficiently, and ultimately experience increased productivity. The benefits of the cloud portal are endless regardless of the industry we are talking about. The idea that an organization can access their IT system anytime from afar, through a cloud portal, means that they have already benefited from it by saving on time and money, he added. Enterprises interested in availing of IPC s cloud computing services and tools using their Enterprise Sachet model need only to sign up online at www. cloud.com.ph. chief executive officer of CDC. He humbly explained that he would rather receive the award on the basis of real and actual performance and not on the basis of a mere appointment to a position. He told then the officers of SKAL that he would be implementing a revised tourism program for Clark that would make the Freeport one of the country s top tourist destinations. Since then Clark has hosted series of tourism events, conventions and global business gatherings that include the successful hosting of the MICECON 4D in 2014 and the 1st Senior Officials Meeting of Asia Pacific and Economic Cooperation (SOM1 APEC) in Clark in January this year. MI- CECON is a gathering of major players in the tourism industry in the Philippines while SOM1 APEC served as preparatory activity for APEC Leaders Summit this November. CDC also renovated top tourist attractions that include the Clark Museum, including the construction of a 4D Theater and re-development of the Parade Grounds that now includes a rubberized jogging path. In accepting the award, Tugade acknowledged the contributions of CDC officers and employees, attributing the success of Clark s tourism programs to their efforts. CDC management, its officials, employees and programs continue to get recognition for the past several months. Among the recipients of the 25th SKAL International Tourism are Hans T. Sy for Integrated Tourism Enterprise, Dr. Mina T. Gabor for Sustainable Community-based Rural Tourism Development, Dr. George T. Yang for International Fast Food Chain, among others.

feature VOLUME IV NO. 68 SEPTEMBER 18-20, 2015 FRIDAY - SUNDAY Ymang Doring s Capangan Capampangan By DENCIO PACHECO IT WAS in the 70s when Dolores Duay Miranda, then assisting farmers in planting rice, by accident started preparing and cooking homemade delicacies that became a kakanin trademark later on. Coconuts used in the preparation of different kakanin Dolores, who is more popularly known as Ymang Doring (pronounced as Ima or mother) in San Luis town in the province of Pampanga, has crafted a name in the world of delectable delicacies such as bibingkang nasi (native rice cake), kalame kamuting dutung (cassava cake), kalame lansong (glutinous rice cake), among others. It was in the said year when puto (native cakes, not the putong maputi which is the usual partner of dinuguan) was the favorite merienda (snacks) of farmers in the said agricultural town. Puto vendors frequented farmlands to sell their products. There came a point however when vendors of the said kakanin became scarce, until one day, while resting during a day s toil, some farmers asked whom among them knew how to cook puto. Armed with sheer guts and the intention to make other people delighted with her snacks, Ymang Doring stood up and told the farmers that she knows how to cook puto and would be glad to prepare something for them. From then on, Ymang Doring became an expert not only in cooking puto but also other capangan capampangan (Pampango kakanin) for the farmers and their neighbours, who appreciated the taste of native cakes that are cooked the traditional way. With the increasing demand from people who liked the taste of Ymang Doring s kakanin, her family started selling native cakes, and have been doing so for around 20 years now, continuously providing their customers the best of native Kapampangan kakanin. Other best sellers include tibuk-tibok (majah blanca), kalame bico, ynangit, moche, pepalto, ube jalea, suman, duman, sampelot and a lot more. Many people are spreading, by word of mouth, how good these native kakanin taste. In February of this year, the Department of Trade and Industry, in collaboration with the Municipal Government of San Luis headed by Mayor Venancio Macapagal, granted kitchen utensils such as stainless baking table, baking pan, oven and others to Ymang Doring s Capangan Food Products in recognition of its entrepreneurial spirit and perhaps to help perpetuate the original, homestyle baking and preparation of Kapampangan native cakes and other delicacies. Ymang Doring s Capangan Food Products is located in Barangay Sto. Tomas, San Luis, Pampanga.
