NON STANDARD CONSTRUCTION SPECIFICATION FOR REINFORCED SEAL COAT AND PAVEMENT INTERLAYERS DESCRIPTION TABLE OF CONTENTS REINFORCED SEAL COATS AND PAVEMENT INTERLAYERS This specification is applicable to the use of paving fabrics, saturated in asphalt cement binders, between pavement or chip seal layers. The function of the paving fabric is to act as a waterproofing and stress relieving membrane within the pavement structure. Paving fabrics are not suitable for cul de sacs, intersections, sharp corners or roadways with maintenance structures. MATERIALS GEO-TEXTILE. The geo-textile shall be a non woven polypropylene fabric heat bonded on one side and shall have the following properties; Grab strength 450 N Ultimate Elongation >50 % Mass per unit area 140 gm/m2 Melting point 150 C 304.05.01 Binders The contractor shall design the type and spray rate of emulsified asphalt binder a) Emulsified Asphalt - shall conform to OPSS 1103. b) Asphalt Cement shall conform to OPSS 1101.

304.05.02 Aggregates The contractor shall design the type and application rate of aggregate to be incorporated into the work. Aggregates shall conform to OPSS 1001. 304.05.02.03 Physical Requirements The physical requirements of aggregates shall conform to Table II. 304.06 EQUIPMENT 304.06.01 Pressure Distributor/Paving Fabric Applicator The asphalt distributor shall have mounted to it a paving fabric applicator capable of placing rolls 4.5 meters wide. The applicator must be equipped with a tensioning mechanism in order to increase or reduce tension independently on either side of the roll mount. The applicator must be mounted so that paving fabric is applied immediately on to the sprayed binder. The applicator shall be fitted with a series of brushes to push the paving fabric evenly across the width of the binder application. The pressure distributor shall be computerized and capable of applying asphaltic material within ±5% of the desired rate and in a continuous and uniform manner both longitudinally and across the width of the spray bar. The asphalt distributor will be equipped with a rear mounted camera to enable the operator to see the rear of the truck as it is placing the paving fabric. 304.06.02 Mechanical Aggregate Spreader Aggregate spreaders shall be self propelled and be capable of continuously and uniformly spreading closely regulated quantities of aggregate within ±10% of the application rates selected. The spreader shall be equipped with a rear-mounted hopper so that aggregate may be transferred to the spreader from the trucks being towed by the spreader. The spreader shall be equipped with a front expandable hopper capable of varying widths up to 5.5m and a means of transferring the aggregate from the rear to this hopper. The front hopper shall be equipped with an oversize reject screen and metering gates. The gates shall adjust the spreading width and be capable of individual adjustment to obtain a uniform flow of aggregate across the spreading width within the range of 5 kg/m² to 30 kg/m². These gates shall also be designed to provide instantaneous opening and closing from the operator's position. The flow of aggregate from the metering gates shall be further controlled by a spread roller, the rotation of which shall automatically commence when the metering gates are opened. 304.06.03 Rotary Power Brooms Brooms shall be capable of cleaning gravel, sand, dirt and other debris from bituminous surfaces.

304.06.04 Rollers 304.06.04.01 General Rollers shall be in good condition and capable of reversing without backlash. Rollers shall be weighed in the presence of the Engineer, and ballasted, immediately before commencing work and whenever subsequently required by the Engineer. 304.06.04.02 Steel-tired Rollers Steel-tired rollers shall be single drum vibratory rollers conforming to Table III and shall be operated in the static mode if the roll is not rubber coated. The drive wheels at the rear shall not mark the aggregate. All pneumatic-tired rollers shall be constructed so that wheels on either the front or back end shall oscillate either independently or in pairs. The wheels shall be mounted with smooth tread rubber tires. Tire inflation pressure shall be a minimum of 350 kpa when the tires are cold. All tires shall have equal pressure. Each roller shall be equipped with a suitable tire pressure gauge for checking tire inflation pressure. 304.06.05 Pilot Vehicle The pilot vehicle shall be equipped with an amber rotating light and a sign mounted with clearance not less than 1m above the road. The sign shall be at least 1.5m in width and 0.75m in height, orange with black lettering and shall display the words: "Pilot Vehicle, Do Not Pass". 304.07 CONSTRUCTION 304.07.01 General 304.07.01.03 Traffic Convoy The work required for the item "Traffic Convoy" is detailed in subsection 304.07.10 Traffic Convoy. 304.07.02 Operational Constraints Geo-Textile reinforced bituminous chip seal operations shall not be carried out when the air temperature at the work location is less than 10 C, or when the road surface is wet or when rain is imminent. The application of Geo-Textile reinforced bituminous chip seals shall terminate one hour before sunset. 304.07.04 Protection of the Work and Traffic Control The Contractor shall supply the required flag persons and portable signs to protect the work zone and to ensure the safe passage of traffic in conformance with the MTO Traffic Control Manual for Roadway Work Operations. The Contractor shall re-treat areas damaged by his operations until such time as areas of the work have been accepted by the Authority. 304.07.05 Surface Preparation Existing bituminous surfaces and primed surfaces shall be swept clean and shall be free of all gravel, screenings, sand, dirt and other debris before application of binder. Sweeping shall be carried out by rotary broom, hand brooms or both.

304.07.06 Binder Application Temperatures The various grades of binder shall be applied at temperatures as specified by the Engineer within the following temperature limits: a) Emulsified Asphalt RS-2P CRS-2P HF-100S, HF-150S, HF- 250S b) Liquid Asphalt RC-250 RC-800 RC-3000 60 C - 80 C 60 C - 80 C 60 C - 80 C 75 C - 90 C 90 C - 105 C 115 C - 130 C 304.07.07 Application of Binder and paving fabric After the surface has been prepared; the binder shall be uniformly sprayed on the road surface at the rate specified by the design. The forward speed of the distributor shall not exceed 100m/minute. The paving fabric will be applied simultaneously from an applicator attached to the rear of asphalt distributor. Wrinkles in the fabric shall be eliminated by a series of brushes mounted to the applicator for the full width of the fabric being placed. Any wrinkles not eliminated by the brushes and deemed larger than the aggregate shall be folded over, cut or stretched out prior to placement of aggregate. Transverse joints shall be constructed by overlapping the geo-textile 300mm minimum. Longitudinal joints shall be constructed by overlapping the binder and geo-textile a minimum of 100mm. The application shall terminate at the same station for both lanes at the end of each day. The Contractor shall re-treat any areas not satisfactorily treated. 304.07.08 Application of Aggregate Aggregate shall be uniformly applied at the rate specified by the design so that the distance between the distributor and the spreader is not more than 30m. If excessive loose aggregate is present when constructing a double chip seal, the loose aggregate shall be removed prior to the second application of binder. Double chip seals must be carried out so that the second application of binder and aggregate is placed in the same day.

The Contractor shall re-treat any areas not satisfactorily covered with aggregate. 304.07.09 Rolling Immediately after spreading, the aggregate shall be rolled with a minimum of two pneumatic-tired rollers. The entire treated area shall receive two passes from each pneumatic-tired roller. Rollers shall be operated at such a speed that there is no aggregate pick-up, but in no case shall the speed of rollers exceed 10 km/h. Steel tired rollers shall be operated with the rubber driving wheel facing the aggregate spreader. All rolling shall be completed within 300 m of the aggregate spreader. When the combination of rollers is not sufficient to maintain the completed rate of progress; additional roller shall be required. 304.07.10 Traffic Convoy The Contractor shall convoy traffic when directed by the Engineer. The Contractor, shall supply one pilot vehicle and operator to guide one-way traffic through or around construction. The maximum speed of the convoy shall be 30 km/h and the convoy shall be maintained for a minimum of one hour after rolling, or longer if directed by the Engineer. 304.09 MEASUREMENT FOR PAYMENT 304.09.01 The Geo-textile reinforced pavement layer will be paid in m2 of pavement treated. 304.09.03 Traffic Convoy The measurement for traffic convoy will be based on the number of hours that the pilot vehicle is in effective operation.
