Together we are strong: Cooperation and Coordination Mechanisms in LLG for Youth Prof. Füsun Akkök Consultant, ELGPN, PRC 3&4 1

A quick overview A holistic view to the development of Youth Highlights from the Austrian system Highlights from EU Services for Youth Partnership for Youth Future Tasks 2

Why birds fly in groups? A short film called Murmuration by Sophie Windsor Clive & Liberty Smith 3

Our perceptions? 4

Studies show that birds learn to fly in flocks over time, gaining speed and agility. Many scientists believe this is the strength of the group dynamic; the whole is greater than the sum of its parts. 5

A Holistic Approach 7

Five minds for the future by Gardner To prepare students for the future, educators need to cultivate both academic skills and character. The future will demand workers and citizens to demonstrate "out-of the box" and non-linear thinking to solve increasingly complex challenges. The tools from any one discipline are often insufficient for understanding and solving real world problems. 8

Five minds. 5 ways of thinking and acting! Three are related to intellect 9

1-Disciplined. 10

2-Synthesizing. 11

3-Creative. 12

Two emphasize characters 4-Ethical. 5-Respectful 13

A moral-principle issue Young people should get the best support to help them make the very best decisions in life An economic issue Too many young people inthe wrong places doing the wrong things and not contributing 14

Erik Erikson trust VSmistrust.. If we pass successfully through this period of life, we will learn to trust that life is basically okay and have basic confidence in the future. If we fail to experience trust and are constantly frustrated because our needs are not met, we may end up with a deep-seated feeling of worthlessness and a mistrust of the world in general. 15

Critical role of family The role of the family Family as a support system Encouraging communication among the family members. Developing basic self confidence to develop self reflection skills 16

Schools have a role! The critical role that schools play in young people s lives, and the importance of achievement at school in laying the foundations for life and work Schools are being made responsible for securing access to independent careers guidance for their pupils. 17

Highlights from Austria Professional career and training information and advice is particularly important in a period of rapid economic and technological change Programme of the Austrian Federal Government for the 24th Legislative Period. Improving and Strengthening career information and advice, (7th and 8th grades) Better cooperation between schools and extracurricular partners (Economic Chamber, Chamber of Labour, AMS and business) 18

Highlights from Austria As part of an initiative: Improvement of coordination inside schools and of co-operation with external services by way of formats that are multi-dimensional, coordinated Services are provided together with persons having parental power and in cooperation A user guideline for teachers and parents 19

Highlights EU Moving Youth into Employment Youth Guarantee Consulting the EU level trade union and employers organisations on a Quality framework for Traineeship. A European Alliance for Apprenticeships Promoting national partnerships for developing dual partnership Mobility 20

Basics of LLG for Access to face-to-face guidance is an integral part of good quality careers guidance. The important role that teachers play in guiding and advising young people. Peer-tutoring Mentoring 21

Services for Youth Support : Brief to extensive Developmental and holistic Wider use of self-help techniques and more integrated approach to the use of ICT Young people need greater support to navigate pathways to employment and/or further training. Face-to-face services: Integral role in smoothing transitions from school to work 22

Traditional /Modern Services? A mix and balance... Increasingly, people turn to the internet for information and other resources -including social networking, web-chat and online video content. More intensive, face-to-face support - including specialist help -for those whose career development needs are greatest 23

Partnership? 24

UK case Importance of face to face guidance, particularly for the disadvantaged, and how schools can find information on the quality of careers guidance services as they decide what guidance to secure for their pupils. The link to this guidance is http://www.education.gov.uk/aboutdfe/statut ory. 25

Journey..A highway with 3 critical intersections. The education to employment journey is fraught with obstacles. Enrolling in postsecondary education Building skills Finding a job? 26

Highway.. Highway with three drivers Educators Employers Young people 27

Employers are from Mars; Young People are from Venus! Let s elaborate! 28

The Research There is a real mismatch between employers expectations of the young people and young people s understanding of what is expected of them, particularly when it comes to presentation and preparation. (Chartered Institute for Personnel and Development, April 2013) 29

Partnership Partnerships of public and private institutions a source of education funding, mutual learning, joint policy development and implementation In education and training, becoming more active in the development of skills strategies, rather than being just a 'supplier Making full use of all relevant information channels. 30

Partnership? Enabling employment services, together with other partners supporting young people, to provide personalised guidance and individual action planning Tailor-made individual support schemes, based on the principle of mutual obligation at an early stage! 31

Partnership? To be sustainable, partnerships need to be built on clear objectives and should be a systematic part of the policy approach. It is important that partnerships exist between government, industry and the labour market to identify the required skills needed and the available job opportunities To convey this information to individuals to support appropriate career decisions. 32

Turkish case MOU Co-co-among the stakeholders Effective use of human resources and finances Sustainability of the national-web based CIS Increased awareness of the services Increased quality of services 33

Co -co-co? First, stakeholders need better data to make informed choices and manage performance. Parents and young people, for example, need data about career options and training pathways. 34

Co -co-co? Involve multiple providers and employers working within a particular industry or function. To solve the skill gap at a sector level; by splitting costs among multiple stakeholders (educators, employers, and trainees), Investment is reduced for everyone an incentive for increased participation 35

Co co-co? Countries need system integrators (one or several) responsible for taking a high-level view of the entire heterogeneous and fragmented education-to-employment system. To work with education providers and employers to develop skill solutions, gather data, and identify and disseminate positive examples. 36

Future tasks for co-co-co ELGPN Testing and validating the Resource kit at national settings. Further strengthening synergies across sectors and service providers! Developing the evidence and knowledge base Collaborating with other countries in clusters to compare and learn from each other/good practices 37

Danke Thank you very much Teşekkür ederim 38
