E-Governance Infrastructure Implementation Unit CJSC (EKENG) was established in 2009 by the Government of the Republic of Armenia. EKENG CJSC is responsible for the technical implementation of e-society in Armenia in accordance with the Concept of e-society development in the Republic of Armenia approved by the Government.

A health information system that provides reliable, timely, high-quality information is a key prerequisite for good health system stewardship. Therefore, Integrated Health Information System is supporting universal modernization of health system via implementation of modern information and communication technologies to provide highquality, safe, available and cost-effective medical services to the society with the purpose of improving the quality of public health and achieving increase of citizens satisfaction with the healthcare system.

Increase in healthcare quality Healthcare system transparency assurance Ability to communicate electronically within the system Full interoperability of core patient data and other information among all healthcare providers

Significant reduction in duplicative examinations and laboratory tests, thus shortening the administrative delays in treatment Effective monitoring of delivered medical services and respective costs Accessibility for medical personnel and other healthcare providers of the full medical account of a patient, including examination results and complete list of medications, etc., at the point and time of care

Cost reductions from avoidance of duplicative tests and unnecessary treatment as a tangible benefit for insurance companies and the healthcare system as a whole Increase in the level of patient satisfaction with healthcare service delivery

The main idea behind this model is the central database which will provide a unified API for integration of all the participants ISs. Health Management System: provides accurate and up-to-date financial information and medical statistics enabling better and more efficient healthcare planning, organization and financing.

Electronic Health Records: digitally stored healthcare information about an individual's lifetime with the purpose of supporting continuity of care, education and research, and ensuring confidentiality at all times e-prescribing System: the use of computing devices to enter, modify, review, and output or communicate drug prescriptions

Digital images system: makes it possible to electronically file, retrieve, and transfer images. e-health portal: a public service tool which enables system participants to access data irrespective of time and place (portal is an entry point to e-health).

Preparatory phase -- Approval of the Electronic Medical Records (EMR) implementation scope by the Government of Armenia -- Negotiations with international donor organizations -- Preparation of Terms of Reference (TOR) for involvement of international consultancy support -- Preparation of TOR for hiring of an external company to implement the solution -- Preparation of TOR for procurement of the necessary equipment and other technical means

Standardization process (ongoing throughout the whole project duration -Development of unified standards for data entry and representation in EMR Procurement phase -- Organization of a tender and selection of a winner to provide international consultancy support -- Organization of a tender and selection of an external company to implement the solution -- Organization of a tender and selection of a winner to supply the necessary equipment and technical means

Deployment phase -- Analysis of possible Open Source technical solutions for implementation -- Preliminary design of solution s architecture -- Review of developed standards -- Development of final technical design jointly with international experts -- Approval of technical design and development of a prototype -- Prototype approval and bug fixing -- Prototype acceptance and system delivery Training phase -- Organization of training sessions for end users -- Organization of training sessions for system administrators and other maintenance personnel

In accordance with the Memorandum of Cooperation signed between the RA Ministry of Health and EKENG CJSC on 29 December 2010, EKENG CJSC is assigned the role of an implementation agency for Integrated Health Information System deployment in Armenia, in close cooperation with and under coordination of the Ministry of Health.
