Module 10: Developing Leadership Competencies for Nurse Executives in ASEAN Community Contents concluded by Head of 3 participants groups in LCM Project: Dr Wallapa Songprakhun, Thailand, Dr Chong Mei Chan, Malaysia, and Air Vice Marshal Supit Prasopsil, Thailand Presented by Dr Wallapa Songprakhun, Dean of McCormick Faculty of Nursing, Payap University On behalf of the LCM participants who actively attended both the online course of 10 modules and the face-to-face intensive seminar on Leadership Development and Change Management for Nurse Executives in ASEAN Countries during July 24-26, 2014 at Sukhothai Thammathirat Open University in Thailand, I would like to present the contents construction of Module 10. The conclusion is drawn from integrating both tacit knowledge and explicit knowledge following the knowledge sharing among leaders from Thailand, Malaysia, and Myanmar. The leaders came from the government, private sector, educational and services institutions. They have concluded the best practice in terms of nursing leadership competencies as presented below. Issues for Group Discussion 1. What are Leadership Competencies for nurse executives in ASEAN community? 2. Why the Leadership Competencies are significant for nurse executives? and 3. How to develop Leadership Competencies? 98

What is Leadership? Leadership has been described as "a process of social influence in which one person can enlist the aid and support of others in the accomplishment of a common task. What is Competency? Competency is an expected level of performance that integrates knowledge, skills, abilities and judgment. Leadership Competencies for Nurse Executives in ASEAN Community. The competencies listed on this presentation are described into three domains; 1) Knowledge 2) Practice (Skill) 3) Attitude What are the leadership competencies relevant to nurse executives in ASEAN? Why relevant leadership competencies are important to nurse executives in ASEAN? How to develop the leadership competencies? Knowledge : Nurse Executives in ASEAN community must have knowledge competency in 1) Transcultural nursing 2) Research and innovation 3) Information communication technology (ICT) 4) Legal, ethic, policy, and health act regulations Knowledge: 1) Transcultural Nursing 1. Knowing about cultural differences among ASEAN countries in order to have better understand believe related to health behaviors 2. Enable delivery of nursing care efficiently and effectively in different cultures 3. To develop mutual understanding of their beliefs, needs, value, culture across ASEAN Nurses 1. Survey the basic knowledge of Transcultural Nursing (TCN) 2. Provide information for the nurses regarding cultural differences 3. Conduct training/ seminar/workshop to explore the approaches for patients care from the different cultures 4. Revise and integrate the diverse cultural component in nursing curriculums 99

4. To promote and facilitate collaborations internationally 5. Encourage and provide opportunity for nurses to visit and exchange their knowledge with other countries in ASEAN by educational visit. 6. Create network to share knowledge 7. Using social media to improve knowledge for examples, watch movies, Meeting, Reading books and surfing internet. 8. Access to transcultural web for ASEAN Knowledge: 2) Research and Innovation 1. Research and evidence base provide supporting data for nurses to plan, work, predict the trend, make decision and develop strategies. 2. Research allows knowledge sharing and building nursing body of knowledge to improve nursing care 1. developing nurses research skills 2. Form nursing research steering group 3. Conduct research methodology workshop 4. Be a role model to inspire nurses to engage with research work such is undertaking evidence based nursing, utilization of nursing research finding and conduct research when need arises Set the appropriate KPIs for the research and innovation among ASEAN countries 5. Share knowledge among ASEAN countries via network, knowledge, research steering group, and 100

international conference 6. Conduct multidiscipline research and research interest group(rig) 7. Utilization of research finding. Knowledge: 3) Information communication Technology 1. Enable good network and extend knowledge, connect people quickly, share & discussion 2. Enhance communication 3. Acquire skills in searching information and healthcare database 4. Expose to world vision and enhance understanding of global nursing issues and trends, 5. Updating knowledge, information, skills 6. Create and adapting useful platforms 1. Conduct survey nurses ICT knowledge 2. Conduct training/workshop on ICT for nurses 3. Integrate ICT content in nursing curriculum 4. Learning by doing 5. Prepare manuals 6. Ensure good technological infrastructure 7. Offer more online course 8. Create virtual task force. 101

Knowledge: 4) Legal, ethic, policy, health act regulation 1. To reduce risk and conflict for both nurses and patient s rights (including protect their rights) 2. To be able to understand and support information and budget for patients 3. To be able to give the appropriate information and instructions for patients who come from their own country 4. To build up the politic attributes 5. To inform the policy makers 6. To promote change to nursing status and protect nurses right to practice 7. To monitor ethics and regulations 8. To prevent biases 9. To provide justice 10. To reinforce merits system 11. To uplift the moral status of nursing profession 12. To promote autonomous among nurses 1. Conduct survey on nurses knowledge regarding the legal, ethic, and policy 2. Provide information 3. Provide protocol regarding the legal, ethic, and policy for members of ASEAN (include in MRA) 4. Conduct training / conferences e.g. conflict issues, incidences 5. Integrate the legal, ethic and policy aspects in curriculum 6. Participate in events of nursing association 7. Be a member of political group 8. Create awareness among nurses leaders political rights of nurses 9. Study law and regulations related to health and services 10. Do right things based on nursing standard 11. Study ethics law and regulations 12. Orientation ethics and health act regulations 13. Consult law advisors 14. Force to keep, read, and apply the code of ethics and regulations in daily practices 102

15. Involve nurses in healthcare policy making and decision-making activities 16. Integrate Language and communication skills in curriculums 5. Set the international affairs for health care settings and in nursing schools, provide description in ASEAN countries (language) 6. Formulate short term exchange program for nurses and nursing students to learning and working together in ASEAN countries 7. Provide the mentor program for nursing executives among ASEAN countries 8. Create the environment to communicate in English & ASEAN Languages 9. Set the policy to support the use of language and communication in English & ASEAN Languages, Practice at least 2 languages (not mother language): Learn more language: English and other languages 104

10. Learn and understand transcultural in ASEAN at least 2 countries Skill: 2) Leadership skills 1. To be able to lead effectively 2. To be able to aware of sensitive issues in ASEAN countries 3. In order to work harmoniously with domestic and international nurses 1. Set strategies for all ASEAN nurses to achieve goals in healthcare 2. Develop International leadership development training program 3. Follow and update global information in trends and related issues especially in ASEAN countries Skill: 3) Managerial and administrative skills 1. To achieve ultimate goals 2. To ensure high quality and quantity 3. To improve productivity and services 4. To manage crisis effectively 5. To minimize conflicts 6. To solve problems appropriately 7. To achieve goals of nursing in ASEAN countries 2. To be able to work together effectively with health professionals in ASEAN countries 3. To be able to change effectively and proficiently, nurse leader should keep commitment 1. Create and share core vision of nurses in ASEAN via ASEAN network 2. Conduct seminar/ workshop to set ASEAN NURSE VISION AND MISSION 3. Keep commitment 4. Promote and adopt of best practice of professional nursing services 5. Formulate ASEAN NURSE ASSOCIATION (ASNA) 106

All executive leaders have Ph.D. or DNS in the nearest future Attitude: 4) Global perspective and mind set To ensure the development of nursing in ASEAN is growing in line with the global vision and standing at the eye of the world. 1.
