PREFACE I welcome you to the new edition of Turkish Partnership for Peace Training Center course catalogue. The Turkish Partnership for Peace Training Center was inaugurated on 29 June 1998 and has the honor of being the first recognized (recognized in 1999) partnership training center by NATO. In its 16 years of history, PTC-TUR has provided an extensive support to NATO partnership initiatives and further has contributed significantly to the enhancement of partnership spirit and military cooperation efforts in accordance with the Turkish General Staff and NATO principals and priorities. PTC-TUR continues to be a meeting point for NATO, NATO Partners and other UN members. We have reached up to a total of 13.935 military and civilian participants from 91 different countries (NATO, PfP, MD, ICI, PatG and UN) through the successful conduct of 385 resident courses, 14 seminars and 63 mobile training activities so far. As a justification of our quality approach PTC-TUR has been awarded NATO Quality Assurance Unconditional Accreditation Certificate as of 17 January 2014 which is effective until 17 January 2020. Among 28 Partnership Training Centers only two centers have had this certification so far. With the awarded Quality Assurance Accreditation, it has been assured that PTC-TUR s organizational process and procedures meet the education and training quality assurance standarts developed by NATO. The increasing interest respected to our center in the recent years, which leads to the creation of new cooperations, has been a challenge but an organizational pride as well. As the customer satisfaction is of highest priority for our organization, we are working closely with our national and international partners in order to meet the demands at the maximum level. In this respect, we have planned 17 resident courses and 6 mobile training activities for 2015. The staff of the PTC-TUR are dedicated to providing our participants qualitative training and education with a team of highly qualified experts, lecturers, instructors and prominent guest speakers from national and international military/civilian organizations and universities. Our participants will also find the opportunity of taking part in field trainings at different military units in Turkey. There will be visits to military and governmental organizations at some courses. Besides the education and training activities, our participants will be offered to participate in special tours to unique historical and cultural places. I believe 2015 planned activities will help enhancing NATO s partnership spirit and contribute to the regional and global peace. History As a follow-up of 1994 NATO Brussels Summit Turkey decided to establish a PfP Training Center and declared its decision at the Euro Atlantic Partnership Council (EAPC) meeting in Sintra/Portugal on 30 May 1997. Turkish PfP Training Center was inaugurated on 29 June 1998 with an international opening ceremony and recognized by NATO on 12 February 1999. Since its establishment PfP Training Center has been actively contributing to Partnership initiatives by conducting courses, mobile training activities and seminars for the members of. NATO, PfP, Mediterranean Dialogue (MD), Istanbul Cooperation Initiative (ICI), Partners across the Globe (PatG) and countries that Turkey has bilateral relationship. PfP Trainig Center has been awarded NATO Quality Assurance Unconditional Accreditation Certificate as of 17 January 2014 which is effective until 17 January 2020. 5

Education and Training Methods Education & Training is conducted through; Lectures, Workshops, Seminars, Syndicate works, Panel discussions, Field applications and training, Visits to respective organisation, with the employment and professional support of highly qualified experts, lecturers, instructors/guest speakers from national and international military/civilian organizations and universities. 10

Education and Training Methods Academic courses are conducted in the center while practical/technical courses which require field applications and special expertise support are conducted by the respective Army, Navy, Air Force, Gendarmerie and Coast Guard training centers and units of Turkish Armed Forces on behalf of the center. 11

GENERAL REMARKS FOR THE COURSES Language proficiency All courses are conducted in English. Participants have to fulfill the following standards in English, as described in STANAG 6001-3232. Accommodation All participants will be accommodated at the Officers' Club unless otherwise requested by the participants. Medical Care There are no medical facilities except emergency either at the Training Center or at the Officers Club. All sicknesses or accidents will be referred to civilian medical facilities at your own expense. Therefore, all participants are advised to have a medical insurance. In case of any medical care requirement after duty hours, you may directly report to Duty Officer at Training Center. Registration Individual application to courses is inadequate for acceptance. Applications should be made via authorized bodies. Registrations should be sent to POC no later than two weeks prior to the course. Those personnel also will be responsible to cover international transportation, meal and accommodation expenditures. Course fee and administrative fee are paid in cash during the course. You will be welcomed and seen off at the airport according to your flight schedule. Transportation details will be explained in the confirmation letter. During the course, domestic transportation from/to Officers Club/PfP Training Center will be provided by PfP Training Center (Host Nation support). Other You are always required to carry a valid passport or NATO Travel Order and ID card (with photo). Ensure with your national authorities that above-mentioned documents are valid. All participants are advised to have a credit card with them. The participants from those countries which are not parties to NATO/SOFA and/or PfP/SOFA or which do not have any bilateral Military Training and Cooperation Agreement with the Republic of Turkey shall be treated in accordance with Turkish Domestic Legislation during their stay in Turkey. 15

ACT-295 THE LAW OF ARMED CONFLlCT (LOAC) COURSE First iteration : 02-13 March 2015 Second iteration : 09-20 November 2015 TRAINING CENTER : PfP Training Center Ankara / TURKEY Phone : 0090 312 425 65 57/149 Fax : 0090 312 425 30 59 AlM The aim of this course is to provide military, civilian legal advisors, commanding and staff officers in national or NATO billets an understanding of legal aspects of Armed Conflicts and to empower their ability and skills to implement their nation s commitment to adhere to international legal instruments that control the use of force and treatment of persons in the context of all types of military operations including those that involve international cooperation. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Define LOAC applications, source and legal aspects of the use of Armed Forces, 2. Apply the integration of the LOAC concepts and principals into military operations in generic exercises, 3. Apply LOAC rules and regulations in Peace Support Operations (PSO) and recognize fundamental organizations in the military operations, 4. Distinguish the escalation of violence and exercise on dealing with the legitimate use of force in Non-International Conflict (NIAC). REMARKS 1. Duration : 2 weeks. 2. TU-616 DEFENCE PLANNING COURSE 30 March - 03 April 2015 TRAINING CENTER : PfP Training Center Ankara / TURKEY Phone : 0090 312 425 65 57/120 Fax : 0090 312 425 30 59 AlM The main purpose is to train participants to strategic staff positions with the provided subject matter expertise on defence policy and strategy development, defence planning functions and different dimensions of defence planning process. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Describe the fundamentals of defence planning, 2. Identify defence planning process and planning domains, 3. Analyze defence reform processes with the examples of selected countries as the case study. REMARKS 1. Duration : 1 week. 2. Seat allocation : Up to 50 participants. 3. Participants should be officers at the rank of OF-3 (major) and above, equivalent civilians working at/planned to be assigned NATO HQs, MOD, Strategic Military HQs, Staff College/ Defence University that are responsible for defence planning related functions. 4. The course is open to NATO, PfP, MD, ICI, Partners across the Globe (PatG) and countries that Turkey has bilateral relationship. 5. 46 participants from 17 different countries have attended the course since 2014. 6. ACT-455 STAFF OFFICERS LOGISTICS ORIENTATION COURSE 11-22 May 2015 TRAINING CENTER : PfP Training Center Ankara / TURKEY Phone : 0090 312 425 65 57/120 Fax : 0090 312 425 30 59 AlM The main purpose is to train participants on NATO s logistics organization, operations, functions, the new concept/strategy and have them preared for probable NATO-led PSO missions or for the staff currently holding logistics positions to advice and guidance to NATO and partner Commanders on current NATO logistics policy. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Describe the fundamentals on NATO s logistics, 2. Prepare logistics plan, 3. Know NATO logistics information systems and tools, 4. Outline core logistics support activities, 5. Outline modes and principles of multinational logistics support in NATO s operations. REMARKS 1. Duration : 2 weeks. 2. Seat allocation : Up to 50 participants. 3. Participants should be all ranked officers, NCOs (OR-7 and above) and equivalent civilians working at/planned to be assigned headquarters or units that are responsible for logistics related functions. 4. The course is open to NATO, PfP, MD, ICI, Partners across the Globe (PatG) members and countries that Turkey has bilateral relationship (with an alternative training program). 5. This course was accredited by NATO in 2008. 6. 555 participants from 58 different countries have attended the course since 1999. 7. Dress code: Daily uniform or combat uniform. 20

ACT-297 BORDER SECURITY AND CONTROL COURSE 05-16 October 2015 TRAINING CENTER : PfP Training Center Ankara / TURKEY Phone : 0090 312 425 65 57/149 Fax : 0090 312 425 30 59 AlM The aim of the course is to prepare the participants for commanding and staff missions/duties with the provided knowledge on the principles of border security and management, border security at customs, national and international cooperation, human rights and refugee management. The course also empowers the participants with study visits to the different border security organizations of the host nation. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Describe national and transnational threats on Border Security and Management, 2. Describe the functions and responsibilities of national and international organizations in integrated border security and control, 3. Describe NATO s Border Security Approach, 4. LEARNING OBJECTIVES; Upon completion of the course the participant should; 1. Describe the issue of trafficking in human beings, 2. Identify the victims and the perpetrators, 3. Explain the impact of THB on NATO-led operations and the duties of NATO-led forces in preventing THB, 4. Analyze different governmental/international organizations perspectives and approaches on the issue of trafficking human beings. REMARKS 1. Duration : 1 week. 2. Pre-Deployment Training Turkish PfP Training Center conducts Pre-Deployment Training to the personnel assigned to temporary/permanent staff positions and military attaché posts abroad. Courses are not scheduled, but conducted on request.
