1.0 General requirements for entry 1.1 Films are eligible for Go Short competitions if: - The film is not longer than 40 minutes. - The film is produced in (geographical) Europe 1, its director or producer is European or a European country mainly financed the film. - The film has clear-spoken English commentary and/or dialogue or has English subtitles. - For the National and International competition program the film should be finished after 1 September, 2011. - For the student competition program the film should be finished after 1 March, 2011. 1.2 Film formats and video systems that can be presented during Go Short are: 16mm, 35mm, DCP (not encrypted), Betacam SP PAL, Digital betacam PAL and digital (HD) files. Presentation of other formats and video systems requires the authorization of the Go Short program department. 1.3 Deadlines (postmark) for Go Short competitions: - 17 August 2012 for films completed between 1 September, 2011 and 31 December, 2011; student films between 1 March, 2011 and 31 December, 2011. - 1 November 2012 for films completed in 2012. - 1 December 2012 for films that will have their international or world premiere during Go Short. 1.4 Entry fee - No fee is charged for entry. 1.5 Requested materials for entry: - A completed online entry-form. We don t need a printed version. - Three DVD preview copies of the film, labelled with the title, director s name and length of the film. Confirmation will be given by the program department upon arrival. - Don t send any additional documentation along with the DVDs. 1.6 On the entry form, it should be indicated in which genre the film fits. 1.7 A film that has been submitted during a previous edition, won t be accepted. 1.8 All postal expenses concerning the entry to the festival are to be paid by the entrants, as well as all other expenses incurred, such as insurance etc. When sending in the entry by express courier, please mention on the package: without commercial value, for cultural purpose only and mark no value, or not more than 10 Euro / US$. All customs duties and taxes incurred when sending packages with express couriers must be paid by sender. 1 Eligible countries are: Albania, Andorra, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bosnia- Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Republic of Macedonia, Malta, Moldova, Montenegro, the Netherlands, Norway, Poland, Portugal, Romania, Russia, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine, United Kingdom and the Federal Republic of Yugoslavia. 1.9 Sent in preview copies and material will not be returned to the entrants. The preview copies will be kept in the festival archive and will only be used for non-circulated reference and educational purposes. All student films will also be included in the database of Breaking Ground - Platform for European film students. 1.10 If the submission of a short film does not meet all of these requirements, it will not be eligible for selection to Go Short. 2.0 Competitions 2.1 A designated selection committee will select the Go Short competition programmes. 2.2 Competitions and awards: - International Competition: Jury award for best International short fiction - International Competition: Jury award for best International short documentary - International Competition: Jury award for best International short animation - International Competition: Jury award for best International experimental short - National Competition: Jury award for best Dutch short film - Student Competition: Jury award for best student film - All competition films: Audience award 2.3 All Dutch films will automatically be eligible for selection for the National Competition. 3.0 Selection and screenings 3.1 In case a film is selected, the festival will notify the primary contact and the director of the film no later than 18 January, 2013. Once your film has been selected, the Go Short logo and the text official selection Go Short 2012 may be used for publicity purposes. The file can be sent to you in digital form. 3.2 In order to compile the festival catalogue, the festival must receive a duly completed entry form and requested materials for each film: DVD, synopsis of the film, catalogue credits, stills. The requested materials should be sent/submitted as soon as possible upon acceptance of the invitation, but not later than 3 February, 2013. Go Short accepts no liability in the event that its publications reproduce inaccuracies in submitted materials. Catalogue writings are entirely at the discretion of the festival. 3.3 In principle the catalogue will include the following technical and artistic credits: original title, international title, director, country(ies) of production, year of production, format, length, premiere status, producer, screenplay, cinematography, editing, sound, music, narration, principal cast, website and contact details (company, contact person, telephone number and email). 3.4 For promotional purposes Go Short would like to receive: Regulations Go Short June 2012 2
- A minimum of one high resolution digital still from the film. Minimum requirements: 2000 pixels wide, 600 KB, 300 dpi. Preferably jpeg. - A filmposter, preferably A2 format. 3.5 For promotion of the whole selection and of each selected film, the festival website is allowed to use any photo or digital film clip (less than 3' duration or 10% of the film s duration). Go Short is also qualified to use the before mentioned excerpts from the selected film nationally and internationally for promotional purposes. 3.6 Go Short has the right to screen selected films during the festival without paying for any screening fees. This also counts for screenings during our best-of tour in the weeks before and after our festival. In this last case Go Short will always contact the producers, distributors or directors (or whoever else is designated on the entry form as the primary contact) beforehand. 3.7 A selected film cannot be withdrawn from the program after February 15, 2013. 3.8 In case of selection, we expect a representative of the film to accompany the screenings. 3.9 General scheduling and the timetabling of the public screenings and press & industry screenings are entirely at the discretion of the festival management. 3.10 Selected films will be made available during the festival in the Video Library - accessible only for registered guests - through our own (closed circuit) server or on DVD. For this purpose a DVD is required with English subtitles. All national entries will be included in the Video Library, also not selected films, to give a complete overview of the Dutch short film culture. 3.11 Producers and distributors of participating/winning films are requested to include in future promotional material the mention of participation in / winner Go Short Competition of the 5th Go Short International Short Film Festival Nijmegen. Logos 'selected in/winner Go Short Competition are available on request. 4.0 Transport, insurance and return 4.1 Unless authorized by Go Short, the print/video must be made available for the whole festival period. The festival must receive the screening copy of the film before 1 March, 2013. In case Go Short wishes to use the film/video for a press screening, the applicant or sender will be contacted prior to this date. Go Short will contact producers, distributors, directors (or whoever else is designated on the entry form as the primary contact) about the shipment and the exact shipping address. When sending the film from a country that s not part of the European Union, a noncommercial/ pro forma invoice must accompany the print or video, stating the name of the sender, the company, the address, the title of the film, the format, its length, the number of reels and the description without commercial value, for cultural purpose only and mark no value, or not more than 10 Euro / US$. 4.2 The costs of transport of all videos and film prints (both from the EU as well as from outside the EU) to the festival office are the responsibility of the applicant. Go Short will pay for the return of the print to the destination of choice. In the case of 16mm or 35mm film coming from Regulations Go Short June 2012 3
outside the EU, the transport costs to the Netherlands are the responsibility of the applicant up to arrival at the festival office. The festival will take care of the custom clearance costs of films at the airport for both importation and exportation, and will pay for shipment from Nijmegen to the next arrival airport. Please bear in mind that the consignee is responsible for the re-importation charges in the country of arrival. 4.3 Insurance for the shipping of films and videos to and from the Netherlands is entirely the responsibility of the participants. Upon gaining possession of the films or videos from the courier or shipping company, the festival will only accept limited liability, extending to the time that the festival organisation returns the film or video to the shipping company. The definition of this limited liability includes a refund of laboratory expenses for making a new print of the film reel(s) damaged or, in the case of video, duplication of the videotape. This refund will be calculated according to the current Dutch laboratory prices. It does not extend to negatives, positives or master videotapes. 4.4 In case of faulty projection, the festival cannot be held liable for immaterial damages suffered by director, producer or distributor. Complaints will only be considered if they are filed within six weeks following the festival. 4.5 Guests of the festival are not covered by the festival insurance. Press kits, photos and videotapes for publicity purposes and other materials are not included in the limited insurance liability. 4.6 All prints will be returned within four weeks after Go Short. It's the responsibility of each participant to inform Go Short in due time on (any change in) the details of the return address as well as the desired date of arrival at the return address. In case there s no confirmation of the address within four weeks after the festival, the screening copy will be returned to the print source of the film (as listed on the entry form). 5.0 Conclusion and contact 5.1 Participation in Go Short implies acceptance of these regulations and decisions made by the management and board. The management and/or board of the Go Short foundation decide in all cases where the regulations do not suffice. 5.2 The management and/or board of Go Short can always decide on exceptions to the regulations. 5.3 The entrant guarantees to have cleared all rights needed for screening during Go Short International Short Film Festival Nijmegen and clears Go Short of all liabilities from third parties.
