WSAA Product Appraisal PA 1403 Issue 2 3 Overview of WSAA The Water Services Association of Australia (WSAA) is the peak industry body that supports the Australian Urban Water Industry. Its members and associate members provide water and sewerage services to approximately 20 million Australians and many of Australia's largest industrial and commercial enterprises. The Association facilitates collaboration, knowledge sharing, networking and cooperation within the urban water industry. It is proud of the collegiate attitude of its members which has led to industry-wide approaches to national water issues. WSAA can demonstrate success in the standardisation of industry performance monitoring and benchmarking, as well as many research outcomes of national significance. The WSAA Executive retains strong links with policy makers and legislative bodies and their influencers, to monitor emerging issues of importance to the urban water industry. WSAA is regularly consulted and its advice sought by decision makers when developing strategic directions for the water industry. WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information relating to the provision of urban water services between industry, government and the community, and to promote sustainable water resource management. WSAA Product Appraisal PA 1403 Issue 2 6 1 EXECUTIVE SUMMARY Galvin Engineering Pty Ltd is a diversified manufacturer and supplier of a wide range of products including taps and valves, drains, general plumbing products, fire fighting equipment and civil products. Its manufacturing facility is located in Malaga, Western Australia, and incorporates a ferrous and non-ferrous foundry with design and machining capability. The Company has been in operation since 1930. This Appraisal has been submitted for polymeric coated ductile iron fittings manufactured to AS/NZS 2280 Ductile iron pipes and fittings. It includes a range of traditional PN 16 and PN35 fittings in sizes DN 80 to DN 300 and a range of PN 16 lightweight fittings in sizes DN 100 and DN 150. The range submitted is detailed in the StandardsMark product schedules found in Appendix B and summarised in Section 4 of this Appraisal. This Issue 2 includes some additional lightweight fittings and closes out the original future work items included in Issue 1. The fittings range is supplied by Himgiri Castings Pvt Ltd (Himcast) located in Goa, India. Polymeric coating is applied by Himcast, using Jotaguard VA 5001 (formerly Corro-Coat EP- F 5001), manufactured by Jotun. Elastomeric seals are provided by Gulf Rubber. Galvin ductile iron fittings are standard urban water industry products and are deemed to conform to WSAA requirements. The fittings are seen as fit for purpose for use with DI pipe and other DIOD compatible pipes including Series 2 PVC-U, PVC-M and PVC-O. Galvin has submitted copies of relevant quality assurance certificates and supporting documentation to satisfactorily demonstrate that the fittings appraised within this report meet the requirements of WSA PS 201 Ductile Iron Fittings (CIOD) for Pressure and Non-Pressure Applications Water Supply and Sewerage. Ductile iron fittings manufactured under a StandardsMark Licence to AS/NZS 2280, and designed and installed in accordance with WSAA Codes and manufacturer s recommendations, are rated as follows: For water supply Fittings with polymeric coatings to AS/NZS 4158, rated 'A' - Life expectancy in excess of 100 years before major rehabilitation. For sewer pressure mains conveying typical sewage Fittings with polymeric coatings to AS/NZS 4158, rated 'B' - Life expectancy in excess of 50 years before major rehabilitation. NOTE: Typical sewage is considered to be non-saline, with ph >6.0 and a magnesium content <300 mg/l. Specialist materials advice should be sought for sewage compositions outside this typical guideline composition limits. These ratings are only a general guide to life expectancy. The rating may increase or decrease as a result of the system operating conditions, operating environment and other geographical and site-specific factors. 1.1 Recommendations It is recommended that WSAA members and associates accept/authorise Galvin DI fittings, as listed in the Product Schedule in Appendix B, that are relevant to their pressure pipelines in water supply and sewer networks provided pipeline design, installation, acceptance testing and commissioning are in accordance with WSAA Codes and the manufacturer s requirements, where specified. 2 THE APPLICANT Galvin Engineering Pty Ltd was formed in 1930 and was originally named Premier Engineering. Between 1947 and 1967, Roy Galvin acquired all of the shares of the company and it was incorporated in 1969.
WSAA Product Appraisal PA 1403 Issue 2 7 The firm was renamed Galvin Engineering Pty Ltd in 1971. During the 1970's Galvin bought out Henderson & Gribble and moved extensively into ferrous and non-ferrous castings. In 1992 the Company shifted into custom built premises in Malaga, incorporating a technologically advanced machine shop and foundry. Recent additions have been the installation of a bank of new computer operated lathes and drilling machines, a new heat treatment process, and sand blasting facilities. Galvin Engineering continued to expand into new markets, with the opening of a branch in NSW in 1997, a branch in Victoria in 2000, a branch in Queensland in 2005 and a branch in SA in 2011. Sales to export markets are also an important component of the company s growth with orders being won over the years in Hong Kong, New Zealand, Brunei, Bahrain, Kuwait and Dubai. 2.1 The Manufacturer and Sub-Suppliers 2.1.1 General Galvin has developed its own range of ductile iron pipe fittings. Himcast manufactures the finished castings and applies the polymeric coatings. The products are manufactured under a StandardsMark product certification licence held jointly by Himgiri Castings and Galvin Engineering. The finished fittings are imported into Australia and distributed by Galvin. 2.1.2 Galvin sub-suppliers Himgiri Castings Pvt Ltd was founded in 1993 in Goa, India. It now has two foundry operations, one at Goa and the other at Halol, Gujarat. The combined output is approximately 20,000 tonnes per annum. The foundries manufacture castings in both ductile and grey cast for the automotive sector and also manufactures pipe fittings, valves, gears, textile machinery, marine castings and other general engineering castings. The company is currently exporting approximately 75% of its output to countries including USA, Australia, New Zealand, France, Germany, Spain, Italy and Belgium. Galvin ductile iron fittings are supplied from the Himcast Goa foundry, which includes DISA moulding machines, state of the art machining capacity, coating plant and comprehensive testing equipment. Thong Nhat Rubber Company in Vietnam manufactures the elastomeric seals supplied by Galvin with their DI fittings. Jotun manufactures the fusion bonded epoxy powder coating, Jotaguard VA5001. 3 THE PRODUCT 3.1 General This appraisal applies to the range of DI fittings as listed in the product schedules attached to the AS/NZS 2280 StandardsMark licences shown in Appendix B. The Galvin product range of polymeric coated ductile iron (DI) fittings are manufactured to comply with AS/NZS 2280. The PN 35 traditional range of fittings includes tees, bends and connectors in sizes DN 80, DN 100, DN 150, DN 200, DN 225, DN 250 and DN 300 with flanged and socket ends. The lightweight PN 16 range includes tees and bends in sizes DN 100 and DN 150 with socket ends. The PN 16 range incorporates a "deep entry" socket as detailed in Table 2. The fittings are coated and lined with Jotaguard VA 5001 (formerly Corro-Coat EP-F 5001), manufactured by Jotun. T-type socketed fittings are supplied with dual hardness EPDM gaskets supplied by Gulf Rubber.

WSAA Product Appraisal PA 1403 Issue 2 9 5 APPRAISAL CRITERIA 5.1 General Appraisal criteria are determined by the WSAA Infrastructure Products and Materials Network and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members. 5.2 Quality Assurance Requirements The WSAA product appraisal network accepts ductile iron pipes and fittings manufactured under cover of a third party certified management system complying with AS/NZS ISO 9001 and having ISO Type 5 product certification to AS/NZS 2280 Ductile iron pipes and fittings by a JAS-ANZ accredited Certification Assessment Body (CAB) or by a CAB accredited by international accreditation system recognised by JAS-ANZ. 5.3 Performance Requirements The Galvin range of ductile iron fittings has been appraised for compliance to AS/NZS 2280 Ductile iron pipes and fittings. The following Product Specifications are also relevant to this application: WSA PS 201 - Ductile Iron Fittings (CIOD) for Pressure and Non-Pressure Applications - Water supply and Sewerage. WSA PS 312 - Flange Gaskets and O-Rings A copy of the Product Specification WSA PS 201 can be found in Appendix C. Product Specification WSA PS 312 can be downloaded from the WSAA website. 6 COMPLIANCE WITH APPRAISAL CRITERIA 6.1 Compliance with Quality Assurance Requirements Galvin has submitted the following relevant quality certificates and schedules. Copies of certificates for the primary suppliers are shown in Appendix B. Copies of other certificates are available from WSAA. Galvin s manufacturing plant at 410 Victoria Road, Malaga (WA) has Quality Endorsed Company status to AS/NZS ISO 9001:2008 issued by SAI Global Certificate No. QEC0133. Galvin Engineering and Himgiri Castings has been issued with a joint StandardsMark Licence No. SMK20073 for a range of DI fittings to AS/NZS 2280:2004. Himgiri Castings has been issued with TUVSUD certification No. 9910002811 for compliance with ISO9001: 2008. Thong Nhat Rubber Company in Vietnam and Gulf Rubber Australia Pty Ltd has joint product certification to AS 1646 for the range of T-type seals supplied to Galvin. Jotun has StandardsMark product certification No SMKP 20551 issued by SAI-Global for Jotaguard VA5001 epoxy powder coating. 6.2 Compliance with Performance Requirements 6.2.1 Material requirements 6.2.1.1 Ductile iron AS/NZS 2280 Clause 2.1.2.2 specifies that DI fittings shall conform to minimum AS 1831 Grade 400-12. Galvin has submitted typical material test certificates from Himgiri to demonstrate compliance.
WSAA Product Appraisal PA 1403 Issue 2 10 6.2.1.2 Wall thickness The minimum wall thicknesses of Galvin fittings exceed the minimum requirements specified in AS/NZS 2280. 6.2.2 Elastomeric joint Galvin fitting sockets are designed as T-type. The sockets are compatible with spigots of AS/NZS 2280 ductile iron pipes and Series 2 PVC pipes manufactured to AS/NZS 1477 (PVC-U), AS/NZS 4441 (PVC-M) and AS/NZS 4765 (PVC-O). Type test results, conducted by QTL Pty Ltd, have been submitted for DN 100 and DN 150 seal joints to demonstrate compliance with Clause 4.2 of AS/NZS 2280. This test qualifies all sizes of the same design for sizes DN 100 to DN 300 The depth of engagement for sockets meets the requirements of AS/NZS 2280 minimum specified requirements as shown in Table 2. WSAA Product Appraisal PA 1403 Issue 2 11 All Galvin fittings are coated and lined by Himcast, Goa, India using the electrostatic spray method. The coating is Jotaguard VA 5001 (formerly Corro-Coat EP-F 5001) which is product certified to AS/NZS 4158:2003. SAI-Global conducts auditing of the coating plant and procedures as part of their AS/NZS2280 surveillance audit. A copy of the coating procedures and the latest SAI-Global Audit report has been submitted. A field repair procedure has been provided by Galvin and is included in Appendix A. The repair compound recommended is Jotacote 605 epoxy. 6.2.6 Flanges Galvin fittings flanges comply with AS/NZS 2280. Class PN 16 flanges conform to AS 4087 Figure B5. Galvin do not offer flange gaskets or accessories with their fittings. 6.2.7 Design verification Galvin has submitted Type Test reports from QTL Pty Ltd, a NATA Certified laboratory, for a range of lightweight fittings to demonstrate compliance with Clause 4.2.3 of AS/NZS 2280. Clause 4.2.3 requires that each fitting type and size, with wall thickness less than those nominated in Appendix H, shall be hydrostatically tested to 2.5 times the allowable operating pressure, without distortion. 6.2.8 Contact with drinking water Clause 2.2 of AS/NZS 2280 requires compliance with AS/NZS 4020 with a scaling factor of 0.05. The thermal-bonded polymeric coatings listed in 6.2.5 comply with AS/NZS 4020:2005. Elastomeric seals are also product certified to AS 1646, which includes requirements to comply with AS/NZS 4020. 8 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION Ductile iron pressure fittings manufactured to AS/NZS 2280 are standard products in the water industry and individual manufacturers fitting instructions and installer training is not regarded as necessary. 9 PRODUCT MARKING Galvin fittings are marked in accordance with AS/NZS 2280. Marking includes: Manufacturer s name or mark Nominal size of fitting. Ductile" or "D.I." moulded in raised form on the fitting. Where applicable, the angle of the bend cast on the fitting. Pressure classification of fittings. The number of the manufacturing standard, i.e. AS/NZS 2280. StandardsMark logo An example of the marking is shown in Figure 1.

WSAA Product Appraisal PA 1403 Issue 2 13 10 PACKAGING AND TRANSPORTATION Galvin DI fittings are wrapped separately before being packed into wooden crates for despatch. Cardboard liners separate each layer from each other to prevent damage to coatings during transport. Refer to Figure 2. 11 PRODUCT WARRANTY FIGURE 2 PACKING OF GALVIN DI FITTINGS The products are covered by the normal commercial and legal requirements of the Competition and Consumer Act 2010. Details of Galvin s warranty are included in their terms and conditions of sale. 12 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING REPORT Ductile iron fittings are well-established products and Galvin has been supplying DI fittings to the industry for many years.
WSAA Product Appraisal PA 1403 Issue 2 14 Galvin has submitted a copy of their authorisation to supply DI Pipe Fittings to the Power and Water Corporation NT. The light weight fittings are a relatively new product range and field trial information is not available at this time. However in view of the fact that socket and flange design is consistent with traditional fittings and provided design verification type testing is completed for the light weight fittings in accordance with AS/NZS 2280, they are considered to be fit for purpose. 13 DISCUSSION Galvin has provided copies of relevant quality certificates and test reports to demonstrate conformance to the requirements of AS/NZS 2280. 14 SUMMARY Galvin ductile iron pressure fittings are standard products in the water industry and are deemed to conform to WSAA requirements. Product Description Jotacote 605 is a two-pack surface-tolerant, high solids epoxy-based primer/topcoat which may be applied in high film thickness. This product may be used by itself or as part of a complete system on steel or concrete Standard colour to be used for Galvin Engineering fittings is Valve Blue 2. Health & Safety Warnings Please observe the precautionary notices displayed on the container. Spray under wellventilated conditions. Do not breath or inhale mist. Avoid skin contact. Spillage on the skin should immediately be removed with suitable cleaner, soap and water. Eyes should be well flushed with water and medical attention sought immediately. If applied to bare metal, abrade with grade 80 grit paper and clean thoroughly. If applied on top of old coated surface, thoroughly clean and dry application area. 4. Application conditions The temperature of the substrate should be at least 3ºC above the dew point of the air and preferably 5ºC above dew point. Good ventilation (especially in confined areas) is required to ensure correct drying. 5.
