IX Regular IBU Congress in St. Petersburg in September 2010 Information for the media The IX. Regular IBU Congress will take place in St. Petersburg, Russia from the 02 nd till the 05 th of September 2010. The Congress sessions will take place in the Convention facilities of the Hotel Corinthia Nevsky Palace, Nevsky Prospect 57, St.Petersburg, Russia. Media Accreditation Please note that for entering the area of the Congress accreditations are mandatory for all Congress participants as well as for media. Media representatives wishing to cover the meetings are requested to register at the Welcome Desk of the Congress in the Congress hotel and fill out and sign an accreditation form. The Welcome Desk is open from 01st till 06th of September 08-18:00. At the 4th of September a Media talk will be organized from 17:30-18:00 in the Hotel Corinthia Nevsky Palace, room Sochi 1 the participation of interested media and their individual wishes for interview partners should be coordinated with IBU Communication Director Peer LANGE Photo-Filming Opportunities Within the area of the Congress filming and photo opportunities can be coordinated the same way as the Interview Arrangements. General information about the 09th IBU Congress The IBU Congress is the highest associated Organ of the IBU consists of the representatives of the Full Members, of the non-voting representatives of the Provisional and Extraordinary Members, of the non-voting Executive Board and the non-voting Chairpersons of the IBU Committees and the Auditors. The Congress shall: receive the reports made by the Executive Board, ratify the actions and decisions of the Executive Board, appoint the Election Committee elect the Executive Board, elect two impartial and independent Auditors, elect the Technical Committee, approve the budget plans, determine the membership fees, deal with and decide on principle matters of the sport of Biathlon, decide on the Event and Competition Rules, decide on Anti-Doping Rules, make decisions on other rules as far as they do not fall within the authority of the Executive Board, make decisions on amendments to the Constitution, confirm amendments to the IBU constitution and to all other IBU Rules, which have been made by the Executive Board within its authority to expedite proceedings, appoint event host s for Men s and Women s World Championships, confirm the affiliation of Full and Extraordinary members with immediately effect from passing of the respective resolution, appoint honorary members, confirm the removal from an IBU function discharge the Executive Board dissolve the Union appoint the host of the next Congress remove and replace members of the Executive Board in case of unsatisfactory performance (a 2/3 majority is required for this)
(Excerpt of IBU Rules Constitution Art.5.1) Interesting/Important excerpts of the IBU Constitution concerning an IBU Congress Each Member Federation from the IBU eligible to vote may take part in the Congress with a maximum number of three persons.( Art 6.2) Motions can be made by Full Members and by the Executive Board. (Art 6.4) Motions by Full Members must be submitted in writing not later than 90 days before an Ordinary Congress. Motions that arrive late or are brought forward during the course of the Congress can be discussed and ruled upon if more than 50% of the voting members taking part at the Congress are in favor of allowing these motions. (excerpt of Art. 6.4) The Congress will be chaired by the President.It shall be held as a closed session. The President can decide to open parts of the Congress to the public. (excerpt Art 6.6) Only those persons can be elected to the Executive Board, the Technical Committee or as an Auditor, that have been proposed in writing by a National federation or another voting member 90 days before the election..the elections for all Bodies will be made for a period of four years. (excerpt Art 6.9) Resolutions will be passed with a simple majority. In case of a tie, the motion is to be considered rejected. Changes to the Constitution or individual deviations from the Constitution in cases of urgency or amendments to the purpose of the Union, as well as motions aiming at the dissolution or the fusion of the Union must be carried by a 2/3 majority of the voters taking part at the Congress.
