Subject: Scheme for voting by postal ballot by a person holding any office under the Government and verified to be moving along with the headquarters of Government from Kashmir Province to Jammu Province or vice versa. Reference: Letter No. CEO/Elect/2014/3755-57 Dated 14.11.2014, from Chief Electoral Officer, J&K. Circular No: 49 -GAD of 2014 Dated: 17-11-2014 The Election Commission of India has introduced a scheme for voting by postal ballot by the Darbar Move employees under which the employees working in the offices indicated in Government Order No. 1043- GAD of 2014 dated 13.10.2014, can exercise the option of casting their vote by post. The Secretary to the Government, General Administration Department has been nominated as the "Verifying Authority" in respect of the employees whose move orders are issued by the General Administration Department. The scheme provides that the officers/officials who move along with the headquarters of the State Government and those who would like to cast their vote by postal ballot, will give their preferences in writing in a nonstatutory Form ME (Move Employees). The Form ME (Move Employee) can be obtained from the Additional Secretary to the Government (Administration), General Administration Department, Room No. 31, 3rd Floor, Civil Secretariat, Jammu, during the working hours. These can also be downloaded from the official website of General Administration Department i.e. www.iksad.nic.in. The move employees can obtain details regarding the particulars of their Assembly Segments from the official website of Chief Electoral Officer, J&K, at www.ceoiammukashmir.nic.in. The service particulars of the employees and whether they are working in the Move offices or not will have to be verified by the concerned Head of the DepartmentJOffice, as per part-i1 of the Form ME (Move Employees) before being submitted to the Verifying Authority.

The complete Form ME (Move Employees) both in Part- I & I1 may be submitted to the Additional Secretary to the Government (Administration), General Administration Department, 15 davs before the day of ~oll of the res~ective constituencv. The forms in respect of the constituencies going to polls in the Phase - I i.e. on 25.11.2014, should be submitted by or before lgth November, 2014. The format of form ME (Move Employees) and the schedule of elections in the State (different phases) is enclosed, with this circular, for information of all the concerned. Sd/- (M. A.
